NIr. Nlarch expiained that i1r. vlattke was appearing bef€re tie Park and Recreation Committee
because the ro ertv is not ss,heduled in the 1ti SA until 20 i. Modification of the daie will
P P J
need t be approved by Council, alon with some type of benefit/gain outside of the normal Park
Dedicatin Fees. t)nce the Park and Recreation Committee approvs the proposed p?_an, a
reeommendation will then ned to be forwarded to the Citv Couneii.
Mr. Niattke preserted an offer of $2000 per lot compared to the exiting park dedication fee of
$1200 per lot, with the cndition that the development be developd as a PUD, and the Mti SA is
modif ed o one year earlier than the original date for this property. Iomes wi11 not be
constructed until the end of summer/ealy fall, so there will only be roughly 6— 12 homes built
next year, with the balance of the homes btiing built the fatlowing year. Mr. Mattke added that
they are just ir, he sketch plan phase.
IYtr. iblarch mentioned that he spoke with iVlr. Jon VonDe,inde, Anoa County Parks D'uector,
last week. Mr. VonDeLinde informed him that the rough grading for the trail around the south
side of enterville Lake will bein next week Mr. March continued, statin that there are 3—
acres of prcpese wetland in this proposed developmer_t. It would b a nice amenit_v to have a
trail around the wetland. Also, 'Vletroolitan Council would hzve to approve mcdifying he date
change in the MUS from 2001 to 2000 When Gor-em plats the property east ofthis proposed
dvelopment, th Park and Recreation Cmmittee will want to retain a trail easemer,t. From
there, Gerald Rehbin has already stated that he has no problem with a trail easement on his
property, ir fact, he wants to dedicat some of his proerty fr tax purposes. NIr. Ken Carpertier
will have a problem with a trail easement on his proprty, so this could be an issue in the future.
Where the trail will be placed once it ets to Mr. Carpenter's nroperty will need further
discussion. Mr. Wilharber owns the next t%o parceis of rand just south of the proposecl '
development.
1lotion by ilr. Navin, seconded by Mr. Larson to recomend to City Council that ark
and Recreation will recommnd advanceiret/modification of the conp pla to one year
earlier, at the developers expense with th following condIltions: $2000 per lot in park
dCC,1CRtlOri teC5, OI1Sii'UCIl01 01 fl'1'1 ri(1!O1' IRCIUCY SlCaervdlis5 n ueieu iicSniy ai
developers expense. ll in faor. 11tion carried uanimusly.
OLD BUSINESS
Acorn Creek Park
Mr. Navin questioned the balarce of the park dedication fee account, and if the letter was sent
out to Mr. Travis rearding the trail in the Woods of Clearwater Creek development.
Nls, Lien stated that we czd have a negativ balance in tle park dedication accourit, and the
letter was sent out ta r. Travis on the l 8"` of November.
Ms. DeVine mentioned that people are parking in the rass at Acorn Creek park, nd that at
some point in the future, a parking lot will be a necessity.
Pae 2 of (
