Motion carried unanimously. <br /> V. PETITIONS AND COMPLAINTS <br /> Norma Essex - Letter <br /> The Council addressed a letter receivec3 fr�m Nerma Essex. Councilmember Nelson initially felt the issue <br /> should have been addressed by the resident. However, after contacting several hai.ilers, every company <br /> would pick up the debris with the exception Waste Management. Mr. March noted that his observation <br /> of the situation on that day depicted Iimited paper on the 1awn. Mr. March answered Councilmember <br /> Sweeney's question regarding the four items on the refuse invoice: municipal solid waste fee, recycling <br /> credit, abatement fee and tax. Councilmember Sweeney suggested that the container rental fee should be <br /> negoriated during the contract renewal in October. Mayor Wilharber requested garbage container rental <br /> and contract fees be placed on the ne� agenda. �� <br /> 'I. UNFINISHED BUSINE5S <br /> Water Interconnect � <br /> Mr. Peterson gave an update on the water interconnect project. The bid openin� ��as held on <br /> Ju1y 21, 1999 at which time three bids were received. The base bid was close but the alternate bid <br /> was too high and inconsistent. Therefore, Mr. Peterson recommended not to award the Mill Road <br /> alternate project at this time. <br /> NIotion b �Councilmember Nelson, seconded b y Councilmember Travis to ap�rove the low hid <br /> from WB 1Vliller in the amount of �S7 894.50 for the water interconnect. Nlotion carried <br /> unanimously. <br /> V. N�W BUSINESS <br /> Noise Permit - 7261 Clearwater Drive <br /> Ms. Gaust�d reported the City received a request to grant a noise permit. Moreover, on Saturday, <br /> August 28, from S:OQ p.m. to 11:00 p.m. for the purpase of a hosting a wedding. <br /> Motion by Councilmember Sweenev, seconded by Councilmember Travis to approve the noise <br /> permit with needed paYment.
