' <br /> MichaeL Navin explained that the Park and Recreation Committee designs the park layout , <br /> and the playground equipment is brought in by vendors. Dale Larson mentioned that the ' <br /> structures were already designed and brought in, while residents dug the holes and put , <br /> them in.
