Ms. Brenner initiated discussion on Goetz Landscaping and Irrigation's request for a SUP. The
Council discussed questions regarding the Planning and Zoning Commission's intent to make
recommendation to the Council. Mr. March stated that Ms. Linda Broussard-Vickers removed
herself from the Planning Commission discussion due to a conflict of interest. Moreover, during
phone conversation with Linda Broussard-Vickers she stated that the Planning Comrrussion's
intention was to make recommendation to the Council for the Goetz Landscaping SUP approval.
I
Ms. Brenner referred to the zoning ordinance and the proposed business in the Industrial District.
Specifically, greenhouses and nurseries are permitted in the R1 (Rural Residential) District, not
Industrial. Mr. March explained that the Planning Commission allowed the landscape business to
be considered as a"Use Permitted on Special Use Permit" under supply yards. Supply yards are
identified as a similar use under the Industrial District. Historically, commercial aistricts abut
residential properties and the storage of a bobcat and piles of rocks may not be aesthetically
pleasing to adjacent residential property. Mr: Hoeft interjected that the Planning Commissizncan
recommend approval, denial, or offer no comment to the Council. The Council should determine
the principal use and the principal structure use for a property, then they should determine if the
use is pernnitted or a principal use. Another district's regulation has no barring on how the City
authorizes a district use. Mayor Wilharber noted the primary building will be an office which is
pernussible under the Industrial District.
Ms. Brenner requested clarification of Ordinance 44A (Building Design) and the building ,
materials permissible for industrial structures. Mr. Palzer replied that the primary building is to be
constructed within Ordinance 44A guidelines.
I
Motion by Mr. Sweeney and seconded by Mayor Wilharber to approve the Goetz
Landscape and Irrigation SUP.
Mr. Palzer stated the Ordinance allows accessory buildings to be constructed of the same like
material of the primary structure. The greenhouse proposed will not pass the building code. Mr.
Hoeft stated granting the SUP only applies to the concept approval, not the building design. The
site and building plan will need Council approval.
Sweeney, Wi[harber, Travis and Nelson - aye. Brenner abstained. Motion carried.
1999 Goals and Objective
Mr. March presented a list of goals to the Council. Ms. Gaustad confirmed Ms. Nelson's
suggestion that the City Attorney had received a copy of the proposed City Code for his review
and reply.
Ms. Nelson suggested the Council review goals prior to the adoption of the budget. Mayor
Wilharber read aloud the 1999 Goals and Objectives:
City Water/Interconnect
5
