Pending approvat by the <br /> ' �portant Dates: Legislature of the Department of Natural Resources' funding request for this program, <br /> reimbursement grant awards will be announced in July 1999. <br /> Program Purpose: The emphasis of this program is to promote access between people and desirable <br /> destinations, not to develop significant new recreation facilities. Its primary <br /> purpose is to complete trail connections between where people live (e.g., residential <br /> areas within cities, and communities)-and significant public recreation facilities (e.g., <br /> parks and other trails). Priority will be given to residential connections to state and <br /> regional facilities. A secondary purpose is to link existing trail segments. <br /> How it works: Provides reimbursement grants to local units of government for trail projects or serves as <br /> a partial local °match" for a TEA-21 (formerly ISTEA) Enhancement Project. <br /> Eligible Cities, counties, and townships. <br /> Applicants: <br /> Local Support: Local/area support must be demonstrated. <br /> Minimum Project must result in a trail linkage that is immediately available for use by the general <br /> Requirements: ublic. There must be demonstrated com atibilit of the uses rovided b the ro'ect <br /> P P Y P Y P 1 <br /> proposal with uses provided by the recreation facility. <br /> Eligible Projects: Land acquisition and trail development. However, acquisition of trail right-of-way will only <br /> be eligible when it is proposed in conjunction with trail development. Lands purchased ' <br /> with this fund will require a"perpetual easement for recreational trail purposes," and trails <br /> developed with this fund will require a twenty-year maintenance commitment by the <br /> project sponsor. Projects inside state park boundaries and state trail corridors and <br /> elements of the Regional Open Space System in the Twin Cities Metro System are <br /> ineligible. � <br /> imbursement A maximum of 50 percent of the total eligible project costs. Minimum-$5,000. Maximum- � <br /> Grant Amount: $50,000. <br /> Local Match: 50% "cash match" for eligible elements of the project proposal. Neither this funding <br /> source nor the "cash match" can be used for labor services and/or to meet existing <br /> payroll (i.e., only contract services, materials, and supplies are reimbursable). Match <br /> must not be other state funds, Metropolitan Council Grants, or National Recreational Trail <br /> Program (formerly Symms). <br /> Project Period: In most cases funding is only available through June 30, 2002. At that time, the project <br /> must be completely developed and all billings submitted to the DNR. Pending approval <br /> by the Legislature, this period may be extended for projects receiving TEA-21 (formerly <br /> ISTEA) Enhancement funding. <br /> Disbursement of Grants are reimbursable.
