<br />iI <br /> <br />CITY OF CENTERVILLE <br />RESOLUTION NO. 96-20 <br />RESOLUTION ESTABLISHING <br />INTERIM SURFACE WATER MANAGEMENT CHARGES <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF CENTERVILLE, MINNESOTA: <br /> <br />WHEREAS, the City of Centerville is in the process of preparing <br />a Local (Surface) Water Management Plan for the purposes of <br />managing the requirements of the 1991 Wetland Conservation Act <br />and other needs created by development in the City, and <br /> <br />WHEREAS, development of new land areas has an effect on the <br />functioning and balance of the surface water drainage system, and <br /> <br />WHEREAS, it is necessary for the City to maintain a Surface <br />Water Management Fund to meet administrative, planning, ponding, <br />mitigation, and water quality needs of surface water and wetland <br />management imposed by both State of Minnesota and Federal <br />Government regulations and legislation, and <br /> <br />WHEREAS, estimated costs will be determined for administration, <br />planning, ponding, mitigation, and water quality needs as part of <br />the preparation of the Surface Water Management Plan, and <br /> <br />WHEREAS, it is necessary to develop an interim revenue source to. <br />meet the needs of this funding while the Plan is being prepared <br />and for the costs to prepare the Plan, and <br /> <br />WHEREAS, it is necessary to set interim rates to provide for the <br />participation of developing properties in maintaining the <br />Stormwater Management Fundi <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />Centerville, Minnesota: <br /> <br />An interim charge is established by this resolution. The charge <br />is established as follows: <br /> <br />1. The interim surface water management charge set by this <br />resolution shall be imposed on: <br /> <br />a. New plats, or developing commercial, industrial <br />and institutional parcels of property within a platted <br />development. <br /> <br />Q. Unplatted, undeveloped property as a condition to <br />the City allowing the construction of roads or the installation <br />of public utilities. <br /> <br />c. Unplatted property To be determined by the City <br />Council based upon a recommendation by the City Engineer using <br />the amount of runoff generated from present conditions vs. <br />
