City of Centerville <br />Planning and Zoning Commission <br /> <br />Also, concern was raised over creating more nonconforming uses in the City. Staff <br />was directed to come up with code language to implement the medium and high <br />density zoning areas identified in the plan. <br /> <br />C. Nonconforming uses. The Commission discussed the input that was received from <br />the public this evening. City Attorney Glaser will investigate possible options and will <br />report back in writing before the April meeting. The Commission discussed the <br />possibility of a joint work session with the City Council for April or May, 2010. <br /> <br />D. Residential Accessory Structures and Setbacks. Resident Kurt Frison had <br />requested that P&Z consider reducing the side-yard setback for garages and accessory <br />buildings. Staff confirmed that several neighboring communities have a five-foot <br />setback as compared to Centerville’s 10 foot requirement. Those with a five-foot <br />setback include White Bear Lake, Vadnais Heights, Lino Lakes and Blaine. The <br />Commission discussed some adverse impacts of a reduced setback. Among those are: a <br />narrower setback would make it impossible for the property owner to get a vehicle to <br />the rear yard along that side; if two garages on neighboring parcels faced one another, <br />the buildings would be ten feet apart, even less if measured at the roof overhang; <br />drainage swales along that side of the property would be more difficult with the <br />reduced distance. Staff was directed to prepare draft code language that would <br />implement the reduced setback but taking into account the adverse impacts mentioned. <br /> <br />V. All in favor. Motion carried. <br /> <br />VI. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT <br /> <br />Motion by Commissioner Mosher, seconded by Commissioner Pangell to adjourn the <br />Meeting at 9:10 p.m. All in favor.
