NN E ST GA.TI:GNS <br />Adln. Sgt. Russell Blanck <br />The Investigations division continued its success through 2009 while <br />handling a variety of new challenges. Both Administrative Sergeant Blanck <br />and Investigator Carlson worked on a range of projects which included the <br />Investigations statistics report, a basic approach to investigative interviews <br />for the patrol officers, and several policies initiating and encouraging use of <br />many investigative tools (cameras, digital recording devices, etc.) by the <br />patrol officer during their regular patrol shift(s) and function(s). <br />Additionally, the Investigations division completed several employee <br />backgrounds for applicants for positions of officer, CSO, and reserve officer. <br />Investigations worked closely "in partnership" with our neighboring <br />agencies, Lino Lakes and Blaine, on several different occasions and worked <br />alongside the Anoka County Criminal Investigations Division (CID) on a <br />number of high profile incidents, including a murder - suicide in Circle Pines <br />and a murder that happened in Blaine and suspects took cover at a residence <br />in Lexington, MN. <br />This cooperative effort with the Anoka County Sheriff's Office is consistent <br />with a Joint Law Enforcement Council Agreement among all law <br />enforcement agencies in the county which provides for CID to have primary <br />jurisdiction of deaths, serious personal injury crimes, and sex crimes. <br />Additionally, CID offers on -call, after -hours investigative services as well as <br />the use of the Anoka County Crime Lab, which greatly assists the <br />department in accomplishing its mission. <br />The Investigations division put together monthly and yearly statistics and <br />case reports for 2009. Centennial Lakes Investigations retained most of the <br />department's cases and boasted a healthy clearance rate of 74 %. A total of <br />twenty -four (24) cases were forwarded to CID in 2009, compared to forty - <br />four (44) cases that were forwarded to Anoka County in 2008.
