The demand reduction potential for residential use will typically be the base demand during the <br />winter months when water use for non - essential uses such as lawn watering do not occur. The difference between summer and <br />winter demands typically defines the demand reduction that can be achieved by eliminating non - essential uses. In extreme <br />emergency situations lower priority water uses must be restricted or eliminated to protect first priority domestic water requirements. <br />Short -term demand reduction potential should be based on average day demands for customer categories within each priority class. <br />Triggers for Allocation and Demand Reduction Actions. Triggering levels must be defined for <br />implementing emergency responses, including supply augmentation, demand reduction, and water <br />allocation.
