City of Centerville <br /> Planning and Zoning Commission <br /> June 8, 2010 <br /> Comprehensive Plan. Changes related to industrial uses were discussed. It was <br /> pointed out that Northern Forest Products was enticed to come using Tax Increment <br /> Financing and now the future land use plan would change their property from <br /> Industrial to Commercial B -1, making them a legal nonconforming use. After <br /> some discussion it was suggested that provision be made for existing industrial uses <br /> that are currently conforming to all of the requirements of the Zoning Code, to <br /> continue indefinitely as "interim uses" within the B -1 district. Staff will draft <br /> proposed code language that would implement this change. <br /> The next item discussed was the areas designated for "high density" residential <br /> development. It was apparent that if the R -2 zoning was assigned to these sites as <br /> suggested by the planner with Bonestroo, it would be possible to develop at a lower <br /> than desired density. Staff suggested that a new residential zoning district be <br /> -- - -- - that would provide-that-a. "Planned Unit Development" sh ould be used <br /> to develop the areas designated for "high density" development. That could allow a <br /> mix of residential uses, as long as the target density was maintained overall. Staff <br /> was directed to develop code language that would implement this concept. <br /> 2. Code changes for Downtown Nonconforming uses. <br /> P &Z discussed with Council the proposed code changes that would provide some <br /> flexibility for homeowners located in the M -1 and M -2 zoning districts. The code <br /> language developed by P &Z would permit homes to be increased in area by 33 <br /> percent of the main -floor area of the home as it existed on January 11, 2006. Also, <br /> new or expansion of accessory buildings and decks would not be precluded as long <br /> as they meet the standards of the R -2 zoning district. It was noted that Beard <br /> Group has approved the changes. Some Council members expressed that the 33% <br /> increase was a bit more than they would like to see, but they would live with it. <br /> Planning and Zoning will hold a public hearing on the proposed changes at its <br /> meeting on July 13. <br /> VI. CONSIDERATION OF MINUTES <br /> Motion by Commissioner Larson, seconded by Commissioner Wood to approve <br /> minutes from May 11, 2010, meetings. All in favor. Motion carried unanimously. <br /> VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT <br /> Motion by Commissioner Wood, seconded by Commissioner Wekseth to adiourn the <br /> meeting at 7:45 p.m. All in favor.
