• ® TELECOMMUNICATIONS COMMISSION July 7, 2010 Mr. Dallas Larson City of Centerville 1880 Main Street Centerville, MN 55038 JUL 0 1010 k i {A L -" RE: APPROVAL OF 2011 NORTH METRO TELECOMMUNICATIONS COMIVIISSION BUDGET Dear Mr. Larson: Enclosed, please find for the council's review and approval the 2011 North Metro Telecommunications Commission Budget. The Commission's operating budget for 2011 is proposed at $1,031,726. This number represents a $3,648 increase over last year's operating budget. The increase is due to a step increase for one staff member, and a required increase in the PERA contribution. The remainder of the budget remains at the 2010 levels. Budgeted capital costs for 2011 remain low. The bulk of the equipment budget is for a necessary upgrade to master control. It is also recommended that two camcorder packages, a multi -disc DVD burner, and a server upgrade be purchased. The capital budget totals $285,958. This number includes the bond payment for the building ($179,000). Franchise fees paid back to the Member Cities are budgeted at $338, 316. This is a $2,931 increase over the franchise fees paid to Cities in 2010. Franchise fees paid back to cities remains relatively high due to the reduction in capital expenditures and other budget reduction measures taken to reflect difficult financial times for our communities. Recommendation: That the Member Cities approve the 2011 Commission Budget as recommended by the Telecommunications Commission and the Operations Committee. The Joint Powers Agreement states, "submitted budgets shall be deemed approved by a Member City unless, prior to October 15 preceding the effective date of the proposed budget, the Member City gives notice in writing to the Commission that it is withdrawing from the Commission." 12520 Polk Street Northeast.
