Parks & Recreation Committee <br /> Meeting Minutes 08-04-10 <br /> <br />The committee discussed all of the alternate options. The kiosk needs to stay in the bid as a trailhead <br />park; the kiosk is part of the MNDOT requirement. As far as taking out things like steel landscape <br />edger and replacing with plastic edger, this is a minimal savings and will need to be replaced down the <br />road. There is not enough of a savings to warrant the change. The committee discussed using epoxy <br />or paint and the committee felt that the because of the maintenance required of paint every couple <br />years, the cost savings was not enough to warrant future maintenance costs. It was suggested by Mr. <br />Statz to keep the crosswalk epoxy and the rest of the trail latex paint. The committee agreed to <br />eliminate the pergola as it was never a part of the park the committee was in favor of. This saves <br />approximately $27,000. While the committee would still like to see grading done for the Trailside <br />Park and possibly the retaining wall put in, it was a consensus to make this portion of the park (North <br />Park) an alternate with a potential savings of $42,000. The committee decided on an alternate kiosk <br />location if the north leg is removed from the plan, as well as eliminating the $1,100 to install the <br />flagpole. Landscaping was discussed and the committee agreed there was too much landscaping <br />included in the original plans from Bonestroo, not just an expense to install, but for future <br />maintenance. Landscaping is to be scaled back to minimal. <br /> <br />Mayor Capra asked Mr. Statz what the expectations of hydro seed were, he replied it should be grass <br />and not weeds, but depending on the environmental conditions it does not always work that way <br />especially along side a roadway were salt is used. Mr. Statz stated he has volunteered Centerville and <br />CSAH14 for an experimental salt resistant sod program with MNDOT because Anoka County is not <br />going to come back and fix the areas along CSAH14 previously hydro seeded that are now full of <br />weeds. <br /> <br />The committee opted for granular borrow instead of select, the originally proposed concrete drain <br />structures and to keep in the bid the sandblasted concrete and colored concrete. <br /> <br /> <br />Alternates changed order from Mr. Statz’s proposal as follows: <br /> <br />Alternate #1 ~ Amenities <br />Alternate #2 ~ Fountain <br />Alternate #3 ~ Trailside park <br />Alternate #4 ~ North Leg Kiosk Location <br /> <br />The pergola was dropped completely. <br /> <br />Mr. Statz stated none of the trail segments can be eliminated; the City cannot build part of the project. <br />Mayor Capra said the City has applied for this grant for 10 years and Council is not in favor of <br />abandoning the project, the Committee Members also believe it is a one time opportunity to connect <br />the trails in Centerville. The committee accepts the fountain may not be reasonable, but hopefully by <br />modifying other areas it can still be workable. <br /> <br />Faulty Trail Plan <br />The committee discussed an editorial called submitted by a resident in the July 21, <br />2010 edition of the Citizen. Mayor Capra informed the committee that Ms. Lindsay was present at the <br />last council meeting. It was discussed why the trail could not go on Goiffon or behind the rectory. <br /> <br />Storm Water Reclamation Project <br /> <br />Mr. Statz provided the committee with handouts for the different options being discussed for the <br />3 of 6 <br /> <br />
