RESOLUTION 2009 -26 <br /> RICE CREEK WATERSHED DISTRICT <br /> BOARD OF MANAGERS <br /> RESOLUTION AUTHORIZING DISTRIBUTION OF <br /> DRAFT WATERSHED MANAGEMENT PLAN UPDATE <br /> Manager 6E ''4,,1 ( offered the following resolution and moved its adoption, <br /> seconded by Manager } aL <br /> WHEREAS the Rice Creek Watershed District (RCWD) has adopted and implements a <br /> watershed management plan (WMP) in accordance with Minnesota Statutes §103B.231; <br /> WHEREAS under Minnesota Statutes §103B.231, a WMP is to be revised at least every <br /> ten years to review and reestablish water resource goals and policies, incorporate new <br /> information, revise priorities and identify programs and projects accordingly; <br /> WHEREAS the present WMP was adopted on October 22, 1997, and substantially <br /> revised on June 14, 2000, and a WMP update is warranted to reflect the past ten years of <br /> RCWD experience, land use changes within the watershed, a large body of new <br /> knowledge regarding water resource management within the watershed and more <br /> generally, and new watershed priorities; <br /> WHEREAS the RCWD has prepared the RCWD Watershed Management Plan Update <br /> dated August 26, 2009 and the Board of Managers finds that this plan update conforms to <br /> Minnesota Statutes § §103B.205 through 103B.255; Minnesota Statutes Chapter 1031); <br /> and Minnesota Rules 8410; and establishes a sound foundation for RCWD program <br /> efforts and resource commitments over the next ten years; <br /> THEREFORE BE IT RESOLVED that the Administrator, in accordance with <br /> Minnesota Statutes § 103B.231, subdivision 7, shall distribute the draft water <br /> management plan update for 60 -day review and comment to Ramsey, Anoka, <br /> Washington and Hennepin Counties and their conservation districts; the Metropolitan <br /> Council; the Minnesota Departments of Natural Resources, Agriculture and Health; the <br /> Minnesota Pollution Control Agency; the Minnesota Board of Water and Soil Resources, <br /> and all cities and townships with territory within the legal boundaries of the RCWD; and <br /> shall take such further steps as in the Administrator's judgment will facilitate a full and <br /> meaningful public review of the draft update; <br /> THEREFORE BE IT FURTHER RESOLVED that the Administrator will provide <br /> notice of a public hearing on the draft plan update, to be held on December 9, 2009 in <br /> conjunction with the regular meeting of the Board of Managers; <br /> 1 <br />
