The actual costs incurred <br />will be tracked and charged to the project. Any contributing funds from <br />outside sources (i.e., water and/or sanitary sewer operating funds, con- <br />nection charges, other governmental agencies) may be deducted from the total <br />improvement cost to determine the assessable costs. <br />The initiation of public improvement projects may happen in two <br />different methods. The first method is by a petition of the affected property <br />owners. The petition must be signed by the owners of not less than 35 <br />percent of the frontage of the real property abutting the proposed improvements. <br />The second method is to initiate the proceedings by City Council direction, <br />when less than 35 percent of property owners petition or when the Council <br />deems the improvement to be of public benefit no petition is needed. An <br />outline of the public improvement process is provided in the Appendix. <br />Any reference to land zoning in this manual shall mean the most current <br />approved City Zoning Map available at the time. It should be emphasized <br />that the special assessment methods and policies summarized herein cannot be <br />considered as all-inclusive and that unusual circumstances may at times <br />justify special consideration. Also, any fixed cost data and rates pre- <br />sented herein will be adjusted from time to time so as to reflect current <br />costs. <br /> <br />2 <br /> <br />.. <br />
