CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
September 7, 2010
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
scheduled meeting on September 7, 2010, at 6:30 p.m.

I. CALL TO ORDER.
The meeting was called to order by Chairperson Mosher.
1.Roll Call
It was noted that there are two vacancies on the Commission due to resignations of Roland
Parrucci and Jesse Lange.
II.PUBLIC INPUT/HEARING
None.
The hearing scheduled for conditional use was cancelled as the applicant had withdrawn
his proposal.
III.OLD BUSINESS
.
1. Amendments to Chapter 156.021 & 156.030 creating a new R-3 High Density
Multi-family Housing District and would insert a new section permitting certain
existing industrial uses as interim uses in B-1 Zones
It was noted that the ordinance was not passed at the last meeting, but the problem still
exists that the Comp Plan and Zoning regulations must match. The proposed ordinance
was adjusted to reflect concerns raised at the last meeting.
The impact of the ordinance and future rezoning was discussed. Commissioner Lee
expressed concern that changing the zoning on some parcels as envisioned by the Comp
Plan and proposed ordinance could send a message to existing industrial businesses that
they are no longer wanted. Other members expressed the opposite feeling in that the
change in zoning while allowing industrial uses to continue as interim uses gives these

property owners the maximum flexibility in use or sale of their property. It was pointed
out that the message from P&Z should be positive and carefully explained the benefits to
the property owners.
Motion by Commissioner Wood, seconded by Commissioner Wekseth to adopt the
findings of fact and recommend approval to the proposed amendments to Chapter
156, Sections 156.021 & 156.030 as presented. Voting in favor: Mosher, Wekseth &
Wood. Voting against: Lee. Motion passed.
IV.NEW BUSINESS.
Sod vs. Hyro Seeding of new dwelling properties
The Council has asked P&Z to consider the issue of hydro seeding of properties in lieu of
sodding. The matter came up at the request of property owner Rodman Smith who not
knowing of the sod requirement, hydro seeded his yard.
Dallas Larson reported that neighboring cities of Lino Lakes and Blaine both allow hydro
seeding as an alternative to sod. Blaine requires a yard irrigation system as a condition of
hydro seeding.
Mr. Rodman reviewed his experience with hydro seeding. He noted that silt fence at the
property boundary is needed and agreed with the requirement for irrigation that Blaine has.
The consensus of the Commission was that staff should prepare a draft ordinance to amend
City Code to allow hydro seeding as an alternative to sod, subject to the requirements: 1)
silt fence, 2) irrigation system, and 3) deposit retained until yard is fully established.
V.DISCUSSION ITEMS
Administrator Larson reported that the draft Affordable Housing Action Plan was
approved by Met Council. The Plan doesn’t require anything further, unless P&Z wants
to change something. The issue was tabled to the next meeting to allow members time to
review the Plan more carefully.
VI. CONSIDERATION OF MINUTES
Motion by Commissioner Lee, seconded by Commissioner Wekseth to approve
minutes from the August 3, 2010, meeting. All in favor. Motion carried
unanimously.

VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Wood, seconded by Commissioner Wekseth to adjourn the
meeting at 7:57 p.m. All in favor. Motion carried unanimously.
