HomeMy WebLinkAbout2010-10-27 CC - ApprovedCITY OF CENTERVILLE CITY COUNCIL MEETING October 27, 2010 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled meeting on October 27, 2010, at City Hall, 1880 Main Street. PRESENT: Mayor Mary Capra 0 Council Member Jeff Paar Council Member Ben Fehrenbacher Council Member D. Love ABSENT: Council Member Linda Broussard Vickers AP STAFF: City Finance Director Mike Jeziorski City Attorney Kurt Glaser City Engineer Mark Statz I. CALL TO ORDER Mayor Capra called the October 27, 2010, City Council meeting to order at 6:30 p.m. II. PUBLIC HEARING(S) None. III. APPROVAL OF AGENDA Mayor Capra made the following additions/corrections to the Agenda: Consent Agenda, Item 41, added Page 6a, (Check # 25889-25899) Award Presentations Appearances, Mr. Pat Mahr — Centennial Little League — Ball fields at Laurie LaMotte Sergeant Aldrich, Centennial Police Department update. Motion by Council Member Paar, seconded by Council Member Love to approve the agenda as amended. All in favor. Motion carried unanimously. IV. APPROVAL OF COUNCIL MINUTES 1. October 13, 2010 Council Meeting Minutes City of Centerville Council Meeting Minutes October 27, 2010 Councilmember Fehrenbacher asked to amend the minutes on page 3, 43 and to remove "all in favor." Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve the October 13, 2010 Council Meeting Minutes as amended. All in favor. Motion carried unanimously. V. CONSENT AGENDA 1. City of Centerville October 14, 2010 through October 27, 2010 Claims (Check 425866-25899) 2. Centennial Fire Department Claims through October 15, 2010 (Check 44521- 4540) 3. Centennial Lakes Police Department Claims through October 14, 2010 (Check 48034-8068) 4. Encroachment Agreement — 1970 S. Robin Lane — Fence Motion by Council Member Paar, seconded by Council Member Fehrenbacher to approve the Consent Agenda. All in favor. Motion carried unanimously. VI. AWARDS/PRESENTATIONS/APPEARANCES 1. Mr. Pat Mahr — Centennial Little Leaszue — Ball fields at Laurie LaMotte Mr. Pat Mahr stated that with the construction of the ball fields at Laurie LaMotte Park, the Little League would like to take this opportunity to create a little league field with a grass infield and a raised pitching mound. He added the little league board met and approved funding to assist in the costs for the improvements. Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve the partnership with Centennial Little League for the improvements at Laurie LaMotte Park ball fields. All in favor. Motion carried unanimously. 2. Sergeant Aldrich, Centennial Police Department Sergeant Aldrich gave an overview the events from the past few months including the 8K Race, parade, Nite to Unite block parties, Safety Camp, and Haunted House. He also reviewed the statistics for the last three months. VII. OLD BUSINESS 1. Massage Therapist License, Ms. Chavela Ayala — Tabled from October 13, 2010 meeting — Withdrawn Page 2 of 4 City of Centerville Council Meeting Minutes October 27, 2010 VIII. NEW BUSINESS Review Bids and Consider Award of Contract for Downtown Storm Water Reclamation Project — Phase 1 a. Contract A b. Contract B C. Contract C City Engineer Statz reviewed the bid results for the downtown storm water reclamation project phase 1. He reviewed Contract A, Contract B, and Contract C. City Attorney Glaser stated the lowest bidder for Contract C did not submit a bid security check or bond. He added, because of the omission of the security check/bond, the City is not obligated to take the lowest bid and added there is a risk in taking the lowest bid. Motion by Council Member Fehrenbacher, seconded by Council Member Love to Approve Res. #10-028 - Awarding Contract for Downtown Storm Water Reclamation Proiect — Phase 1, Contact A base bid. All in favor. Motion carried unanimously. Motion by Council Member Love, seconded by Council Member Paar to Approve Res. #10-029 - Awarding Contract for Downtown Storm Water Reclamation Proiect — Phase 1, Contact B. All in favor. Motion carried unanimously. Motion by Council Member Fehrenbacher, seconded by Council Member Love to Approve Res. #10-030 - Awarding Contract for Downtown Storm Water Reclamation Proiect — Phase 1, Contact C Irritation System. All in favor. Motion carried unanimously. 2. Resolution 10-027; Approving Joint Settlement Agreement and Stipulation for Dismissal with Prejudice. City Attorney Glaser reviewed background information regarding the Joint Settlement Agreement and Stipulation for Dismissal with Prejudice in the amount of $3,852.00 for trail easement procurement with Mr. David Fisher, 7072 Centerville Road. Motion by Mayor Capra, seconded by Council Member Fehrenbacher to Approve Res. #10-027 - Joint Settlement Agreement and Stipulation for Dismissal with Preiudice in the amount of $3,852.00, as recommended by the City Attorney. All in favor. Motion carried unanimously. IX. ANNOUNCEMENTS/UPDATES City Finance Director a. Canvassing of Election Results — Within 3-10 days following the Election (November 10, 2010) Page 3 of 4 City of Centerville Council Meeting Minutes October 27, 2010 b. Public Hearing Regarding Delinquent Utilities and Certification (November 24, 2010) 2. November 242010 Council Meeting. Mayor Capra discussed changing the November 24`1i City Council meeting date to Monday, November 22. 3. North Metro Cable TV. Council Member Fehrenbacher stated that North Metro Cable TV will be replaying the candidate's debates on their website. Also, there will be live television coverage of the election results on Tuesday, November 2. X. ADJOURNMENT Motion by Council Memberftar, seconded by Council Member Fehrenbacher to adiourn the October 27, 2010 City Council Meeting, at 7:57 g.m. AH in favor. Motion carried unanimously.
