HomeMy WebLinkAbout2010-10-05 P & Z - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION October 5, 2010 Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly scheduled meeting on October 5, 2010, at 7:15 p.m. The meeting started late pending a quorum. PRESENT: Commissioner Thomas Wood Commissioner Jim Wekseth Commissioner Olaf Lee ABSENT: Chairperson Darrin Mosher Commissioner Eric Larson Council member D Love STAFF: Administrator Dallas Larson OTHERS PRESENT: None I. CALL TO ORDER. The meeting was called to order by Commissioner Wood. 1.Roll Call II.PUBLIC INPUT/HEARING None. III.OLD BUSINESS . 1.Proposed Code amendment to permit hydro-seed as an alternative to sod The Commission reviewed a draft ordinance amending the City Code to permit use of hydro-seed as an alternative to sod in some situations. The consensus was that the draft language would be acceptable. Motion by Commissioner Wood, seconded by Commissioner Wekseth to schedule a public hearing at the next meeting to consider the Code amendment. All in favor. Motion passed unanimously. 2.Affordable Housing Action Plan. The Commission reviewed the draft Affordable Housing Action Plan. Since there are not serious consequences if the City should be unable to attain the goals, members were satisfied with the Plan. Page 1 of 3 City of Centerville Planning and Zoning Commission October 5, 2010 Motion by Commissioner Wood, seconded by Commissioner Wekseth to order the plan placed on file with the notation that the plan has received Met Council approval. All in favor. Motion passed unanimously. 3. Updating zoning to correspond with the Comprehensive Plan The Commission discussed the updates to the zoning map that are necessitated by the new 2030 Comprehensive Plan. Commissioners agreed that informal meetings should be held with affected property owners before scheduling the formal public hearing. Staff will try schedule meetings over coffee or lunch and one or two Commissioners will try to attend to review the intent of the new zoning. The goal is to have all of these informal meetings by the end of December so the hearing can be scheduled for early next year. IV.NEW BUSINESS. 1. Request from KettleBell Gym to Operate a workout facility located at 6845 th 20 Avenue , Ste. 120 Jodie Molitor, Owner was present to explain her plans. She noted that her gym will always have staff present and will have little or no equipment. Her methods are centered around exercise programs designed for the individual. The Commission reviewed the Code requirements for the applicable zoning district. While the specific use is not listed, the Commission noted that the use is substantially similar to an Archery Range, which is a permitted use. Motion by Commissioner Wood, seconded by Commissioner Lee that the Commission make a finding that the proposed Kettlebell Gym is substantially similar to an archery range and therefore should be determined to be a permitted use. All in favor. Motion passed unanimously. The Commission determined that it should modify the code to give it more latitude in determining that a use similar to a listed permitted use may be found to be a permitted use. Motion by Commissioner Wekseth, seconded by Commissioner Lee to schedule a public hearing to consider a code amendment that would specifically grant more latitude in determining that a use substantially similar to a listed permitted use, may be determined to be a permitted use. All in favor. Motion passed unanimously. V.DISCUSSION ITEMS It was noted that the next meeting will be November 9, 2010, the second Monday, due to the General Election being held on the regularly scheduled date. Page 2 of 3 City of Centerville Planning and Zoning Commission October 5, 2010 The Commission discussed briefly, Lino Lakes’ AUAR (Alternative Urban Areawide Review) for the area east of Centerville near the interchange. The AUAR is due for its five-year update. Copies were emailed to P&Z members. VI. CONSIDERATION OF MINUTES Motion by Commissioner Lee, seconded by Commissioner Wood to approve minutes from the September 7, 2010, meeting. All in favor. Motion carried unanimously. VI. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT Motion by Commissioner Wood, seconded by Commissioner Lee to adjourn the meeting at 8:20 p.m. All in favor. Motion carried unanimously.
