CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
November 9, 2010
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
scheduled meeting on November 9, at 6:30 p.m.

I. CALL TO ORDER.
The meeting was called to order by Chairman Mosher.

III.OLD BUSINESS

1.Proposed Code amendment to permit hydro-seed as an alternative to sod.
The Commission again reviewed a draft ordinance amending the City Code to
permit use of hydro-seed as an alternative to sod in some situations. No changes
were suggested. The Commission previously granted authority to notice for a
public hearing.
2.I-1 Uses - Latitude to decide if a use is similar to listed uses and therefore
determined to be permitted.
Dallas Larson reported that the City Attorney recommended a different way to give
the Commission some discretion in determining permitted uses. The attorney
recommended that the authority be placed in the district provisions for B-1 and I-1
districts. Draft language was reviewed by the Commission.

Motion by Commissioner Larson, seconded by Commissioner Wood to
schedule a public hearing on the proposed code amendments. Voting in favor:
Lee, Flint, Mosher, Larson & Wood. Voting against: None. Motion passed.
3.Updating zoning to correspond with the Comprehensive Plan.
Commissioners at the last meeting agreed that informal meetings should be held
with affected property owners before scheduling the formal public hearing. No
meetings had yet been scheduled. Staff will schedule informal meetings by the end
of December so the hearing can be scheduled for early next year.
IV.NEW BUSINESS.
1. Variance Application – 1540 Peltier Lake Drive (Garage Construction)
The Commission reviewed an application for Variance from Derek Gavin, 1540
Peltier Lake Drive, to construct a garage on an existing slab that is approximately
six feet from the side property line. Anoka County had purchased right of way
from this property and in the process closed the driveway access to CSAH 14 and
constructed a new driveway to Peltier Lake Drive. Mr. Gavin wants to construct a
new garage on the existing slab, if it meets the building code. He should know that
by next week.
Motion by Commissioner Larson, seconded by Commissioner Mosher that the
Commission authorize a public hearing at the next meeting to consider the
proposed variance. Voting in favor: Lee, Flint, Larson, Mosher & Wood.
Voting against: None. Motion passed.
It was noted that, due to the official paper being a bi-weekly publication, the next
meeting may need to be moved to meet the timelines for publication.
V.DISCUSSION ITEMS
It was noted that Matthew Montain has applied to Council to be appointed to the Planning
and Zoning Commission. He is scheduled for an interview with Council on November 10.
If he is appointed, the Commission will be back to full strength.
Administrator Larson reviewed the Anoka County Broadband project noting that the route
of the fiber network will include Main Street from the west boundary to 20th Avenue and
th
on 20 Avenue from the south border to the north border. This route makes high-speed
broadband available to all of the City business and industrial properties.

Motion by Commissioner Larson, seconded by Commissioner Lee to approve minutes
from the October 5, 2010, meeting. All in favor. Motion carried unanimously.
VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Wood, seconded by Commissioner Lee to adjourn the
meeting at 7:05 p.m. All in favor. Motion carried unanimously.
