At the last Council meeting, staff was directed to do some research on cost and timelines to replace the
Massey Ferguson tractor. After doing some research, Pau1 has suggested a different plan that would cost
less and provide greater benefit. One of the uses of the tractor was dragging the fields at LaMotte Park.
That task will go away next year. The other major task at LaMotte Park is maintaining skating rinks. The
tractor has a mower attachment which goes away when the tractor is retired, but this is easily resolved as
the majority of our mowing is already contracted out.
A second issue that plays into the discussion is that the Fire Department built a garage several years '
ago at the city garage site at 20�' Avenue by the water tower. The city will eventually sell the property,
but we would like to be able to retain the building. Fire and Public works have developed a plan to
move the building to the west edge of LaMotte Park. The Fire Department would continue to use half
of the building, but Public Works would use the other half for park maintenance storage.
The stormwater irrigation system just authorized, requires a new electrical service. It was proposed to
put this in the warming house, but it could be installed in the relocated maintenance building, saving
the cost of another electric service there.
If we have storage at the pazk, we could use a sldd loader to maintain the skating rinks, as we have a
blower and broom attachment for the e�sting skid loader. It would be very time consuming and
inefficient to move the skid loader every day from the Public Works Building to LaMotte Park, but
this problem goes away if we have a building there. ',
We know that the Massey Ferguson tractor could fail at any time, which will necessitate replacing it
with something, likely a skid loader since that would be cheaper than the tractor.
So the plan goes like this:
We move the Fire Deparkment garage to LaMotte Park......Cost about... $20,000
The City retains the Bobcat skid loader that was to be traded in (allowance) $14,700
If the Little League wishes to have storage for a mower for the infield maintenance, the council could
give tiiem use of the small utility garage on the back of the warming house.
To make this all work, we need to authorize the plan soon. The new skid loader will be delivered to
the dealer next week so the decision not to trade the old unit must happen before we pick up the unit.
And we should move the building before the contractor on the Stormwater Irrigation pumping system
is ready to place the electrical panel. Staff believes this suggestion gives the most cost-effective
outcome. We would fund this in 2010 which will erode fund balance by the amounts indicated, but it
could a11ow the 2011 budget to be amended downward to a zero levy increase.

CITY TO PLOW SIDEWALKS AFTER HEAVY SNOWFALL ON A TRIAL BASIS
Dear Property Owner:
Beginning on or about December 20, 2010, the city will assist property owners with
clearing snow from boulevard sidewalks. While the property owner is still primarily
responsible to keep sidewalks cleared of snow and ice, the city will generally clear snow
from sidewalks the second day following a snowstorm that deposits three inches or
more of snow. As a rule of thumb, if we plowed the streets today, we will be clearing ,
sidewalks tomorrow. Keep in mind that if snow continues, we could be delayed, as street �
plowing will take priority over sidewalks, and staff is not permitted to incur overtime
chazges to do sidewalks. CLEANING SIDEWALKS IS NOT GUARANTEED, and
depends upon the availability of staff and resources.
We must warn you that the equipment with which we will be clearing sidewalks is a '
skidloader with a V-plow. The plow is the width of the sidewalk and as a result, we will
undoubtedly do some lawn damage at the sidewalk edges. So if you wish to avoid that
damage or if you have sprinkler heads that are close to the sidewalk, you should clear the
snow before we get there. The city will not repair sprinkler head or lawn damage. Also,
keep in mind that the V-plow will not scrape the sidewalk completely clean and the
homeowner will need to supplement that work with a shovel and ice melting products.
We hope that property owners find this assistance a welcome accommodation. We know
that many sidewalks are particularly difficult to cleaz, especially those that are close to
the roadway where street snow often is plowed onto the sidewalk. The City Council will
evaluate this service at the end of the season to determine if it can continue into the
