CITY COUNCIL MEETING
January 12, 2011
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled
meeting on January 12, 2011, at City Hall, 1880 Main Street.

I. CALL TO ORDER
Mayor Wilharber called the January 12, 2011, City Council meeting to order at 6:30 p.m.
II. INPUT HEARING(S)
None.
III. APPROVAL OF AGENDA
Council was presented with a set agenda.
Motion by Council Member Fehrenbacher, seconded by Council Member Paar to
approve the set agenda as presented. All in favor. Motion carried unanimously.
IV. APPROVAL OF COUNCIL MINUTES
December 22, 2010 City Council Meeting Minutes
Motion by Council Member Paar, seconded by Council Member Love to approve
the December 22, 2010, City Council Meeting Minutes. Ayes — 3, Nays — 0, Abstain —
2 (Wilharber & Kind). Motion carried.

V. CONSENT AGENDA
1. City of Centerville December 23, 2010 through January 12, 2011 Claims (Check
48991 & 26039-26065) & (Check 426066-26073)
2. Centennial Fire Department Claims through December 28, 2010 (Check 44634-
4645)
3. Centerville Lion's Request for Snow Plowing Associated with the Annual Fishing
Contest on February 12, 2011
Council Member Love requested 43 be removed for discussion.
Motion by Council Member Paar, seconded by Council Member Fehrenbacher to
approve the Consent Agenda items 1 & 2. All in favor. Motion carried
unanimously.
Council Member Love questioned whether the Lions were informed should there be a
snow storm Public Works may not be able to plow the parking lot for the Lion's event.
Mr. Larson assured the Council that the Lions have been informed the City could assist
with the annual fishing contest by cleaning the parking lot at Waterworks only as
scheduling permits and perhaps not even then if the City's equipment is unable to remove
the frozen snow and ice.
Motion by Council Member Fehrenbacher, seconded by Council Member Love to
approve the Consent Agenda item 3. Ayes — 4, Nays — 0, Abstain — 1 (Wilharber)
Motion carried.
Mayor Wilharber abstained as a member of the Centerville Lions Club.
VI. AWARDS/PRESENTATIONS/APPEARANCES
None.
VII. OLD BUSINESS

VIII. NEW BUSINESS
Anoka County Residential Recycling Program Participation Agreement
Motion by Council Member Love, seconded by Council Member Paar to approve
the annual agreement with Anoka County for recycling programs. All in favor.
Motion carried unanimously.
2. Resolution 411-001 — Placing Special Assessment Back on Anoka County
Records (PIN 426-31-22-22-0050), Hunters Crossing 3rd

Council Member Fehrenbacher questioned why this needed to be done. City
Administrator Larson explained that a receipt was posted by mistake to this parcel rather
than the adjoining one that was paid off This resolution places the assessment back on
the property.
Motion by Council Member Paar, seconded by Council Member Kine to adopt
Resolution #11-001 Placing Special Assessment Back on Anoka County Records for
(PIN#26-31-22-22-0050) Hunters Crossing. 3rd Addition. All in favor. Motion
carried unanimously.
Resolution 411-002 — Appointing Acting Mayor & Order of Succession
Motion by Council Member Paar, seconded by Council Member Fehrenbacher, to
adopt Resolution #11-002 Appointing Acting Mayor & Order of Succession. All in
favor. Motion carried unanimously.
4. Resolution 411-003 — Assigning Duties as they Relate to Handling Banking
Transactions
Motion by Council Member Love, seconded by Council Member Fehrenbacher to
adopt Resolution #11-003 providing for authority relating to banking transactions.
All in favor. Motion carried unanimously.
5. Resolution #11-004 — 2011 Appointments
Motion by Council Member Fehrenbacher, seconded by Council Member Paar to
adopt Resolution #11-004 — approving appointments to Committees/Commissions
for 2011. All in favor. Motion carried unanimously.
6. Planning & Zoning Commission Consideration of Amending City Code
Allowing Beekeeping
It was the consensus of the Council to recommend that Planning & Zoning move forward
with developing regulations that would permit beekeeping (honeybees) in the City.
7. Proposal to Decrease Mayor and Council Member Pay
Mayor Wilharber reviewed his written proposal for a 25% reduction in pay for Mayor
and Council Members. Each Council Member responded that the current pay was fair
considering the amount of time and work actually required to be a City Council Member.
There was little support to reduce the pay unless it was specifically earmarked for
increases for Committee/Commission members, pay increases for staff who are at 2009
pay rates, or going paperless with Council using electronic notebooks or laptops.

Council Member King suggested a 10% reduction in Council salaries this year and
continuing to next year, if the savings were used for debt service.
Motion by Major Wilharber to reduce Council pal. Motion died due to lack of
second.
IX. ANNOUNCEMENTS/UPDATES
1. City Administrator, Mr. Dallas Larson
Council discussed the quarterly meeting of local government officials that will be in
Anoka on January 26, 2011 at the same time as the regular meeting. Council discussed
the possibility of attending the meeting and then holding a short council meeting
following that to address essential business.
The Council agreed to schedule a work session for February 9, 2011 following their
regularly scheduled meeting. The purpose of the work session will be to consider goals
for the upcoming year.
The meeting was recessed at 7:43 p.m. and reconvened at 7:48 p.m. for a Closed
Executive Session.
X. CLOSED EXECUTIVE SESSION — (LABOR NEGOTIATIONS) — Local 49'ers
The Council held a short closed meeting to discuss labor negotiation. The City
administrator was provided with guidance to continue the negotiations.
Motion by Council Member Fehrenbacher, seconded by Council Member Paar to
adjourn the JanuaEy 12, 2011, City Council Meeting at 8:20 p.m. All in favor.
Motion carried unanimously.
