CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
January 4, 2011
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
meeting on January 4, 2011, at 6:30 p.m.

I. CALL TO ORDER.
The meeting was called to order by Chairman Mosher.

III.OLD BUSINESS

1.Updating zoning to correspond with the Comprehensive Plan.
Dallas Larson reported that he had sent letters to all of the property owners in the area
thst
south of Main Street between 20 and 21 Avenues advising them of the proposed change
from industrial to commercial business zoning. They have been asked to respond with
comments by January 15.
Larson will also send letters to other property owners impacted by zoning changes
proposed in the new comprehensive plan.
IV.NEW BUSINESS.
1. Request of Ms. Terry Johnson for a change in the City Code, Chapter 90, to
allow beekeeping.
Ms. Johnson was present to advocate for a change in the city code to permit the keeping of
bees in the city. She shared ordinance requirements from the City of Minneapolis where
beekeeping is permitted subject to certain restrictions, which include lot size, setbacks for
locations of hives, restrictions on number of hives permitted, and requiring approval by

adjoining neighbors. Commissioners were generally supportive if a change, but directed
staff to prepare a summary and that it be presented to the City Council for feedback before
proceeding. The City Code changes if approved by Council would include the following:
1.Minimum one-half acre lot size
2.No more than two bee colonies shall be allowed.
3.Hives shall be setback from property lines a minimum of 25 feet.
4.Applicants shall have a minimum of 16 hours of training on keeping bees.
5.Permission must be obtained from owners of all property abutting the proposed
site.
6.A permit must be obtained from the City.
7.Honey bees will be added to the code as farm animals which are allowed in R-1
properties of ten acres or more, however no permit would be required.
Consensus was that if the City Council is supportive, the details of a proposed
ordinance will be developed at the next meeting and submitted to Council for
approval.
V.DISCUSSION ITEMS

VI. CONSIDERATION OF MINUTES
Motion by Commissioner Larson, seconded by Commissioner Lee to approve minutes
from the December 14, 2010, meeting as presented. All in favor. Motion carried
unanimously.
VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Mosher, seconded by Commissioner Montain to adjourn
the meeting at 7:45 p.m. All in favor. Motion carried unanimously.
