HomeMy WebLinkAbout2011-02-01 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION February 1, 2011 Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly meeting on February 1, 2011, at 6:30 p.m. PRESENT: Commissioner Thomas Wood Commissioner Jim Wekseth Commissioner Olaf Lee arrived at 6:45 p.m. Commissioner James Flint Commissioner Matthew Montain ABSENT: Chairperson Darrin Mosher Commissioner Eric Larson STAFF: Administrator Dallas Larson OTHERS PRESENT: Council Member D Love I. CALL TO ORDER. The meeting was called to order by Commissioner Wood. 1.Roll Call II.PUBLIC INPUT/HEARING None III.OLD BUSINESS . 1.Proposed Language- Amendment to City Code, Chapter 90, to allow Beekeeping. The Commission reviewed text of proposed changes to Chapter 90 to allow keeping of honeybees in residential areas of the city. The City attorney had made some modifications to the proposed text which were presented at the meeting. Commissioner Lee arrived during the discussion of this item. Centerville Resident, Terry Johnson requested additional language to allow more bee colonies on larger lots and to allow other methods of training. Consensus of the Commission was to retain the simplicity of the language as proposed with the understanding that the rules could be modified later if no problems are encountered with beekeeping as regulated by the proposed text. Motion by Commissioner Montain, seconded by Commissioner Lee to recommend that the City Council adopt the amendments as drafted by the City Attorney. All in favor. Motion carried unanimously. Page 1 of 3 City of Centerville P & Z Meeting Minutes February 1, 2011 2.Comprehensive Plan-zoning issues-Proposed code amendments to facilitate changes to zoning as guided by the 2030 Comprehensive Plan. a.Amend Chapter 156, Section 156.030 (Interim Uses in B-1 Zone) b.Amend Chapter 156, adding Section156.025 (adding new R-3 Zoning District. The Commission discussed the changes as well as the next steps to make the zoning on lands conform to the 2030 Comprehensive Plan. It was suggested that the code changes be implemented before the rezoning of the parcels. Motion by Commissioner Wood, seconded by Commissioner Montain to schedule a public hearing at the next meeting to consider the proposed changes to Chapter 156, Sections 156.025 and 156.030. All in favor. Motion carried unanimously. 3. Update zoning to correspond with the Comprehensive Plan. a. R-2 Change to R-3 b. R-2A Change to R-3 c. R-2 Change to M-2 d. I-1 Change to B-1 The Commission reviewed the list of properties that would need to be rezoned to conform with the 2030 Comprehensive Plan. It was determined to delay action on these until the Code changes to section 156.025 & 156.030 are implemented. IV.NEW BUSINESS None V.DISCUSSION ITEMS Dallas Larson reported that the League of Minnesota Cities Insurance Trust insures the City for among other things, land use liability. This coverage would defend the City against claims of improper handling of zoning requests such as rezoning, variances and conditional uses. The insurance has a very high deductible which can be reduced if members of the Council and Planning & Zoning Commission take on-line training offered by the League. All present agreed to take the training. Staff will register them for training and then forward instructions. VI. CONSIDERATION OF MINUTES Motion by Commissioner Lee, seconded by Commissioner Montain to approve minutes from the January 4, 2011, meeting. All in favor. Motion carried unanimously. VI.
