CALL TO ORDER Roll Call Vice - Chairperson Grahek called the March 2, 2011 Parks & Recreation Committee Meeting to order at 6:45 p.m. II. SET AGENDA Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen, to set the March 2, 2011 Parks & Recreation Committee Agenda as is. All in favor. Motion carried unanimously. III. APPEARANCES IV. CONSIDERATION OF MINUTES February 2, 2011 Parks & Recreation Committee Meeting Minutes Committee Member Seeley requested changing each instance within the minutes of `Eagle Project' to `Eagle Scout Project'. Committee Member Seeley would like the following sentence on page 6 of 6 clarified to state the trees will be 2.5" diameter. Mr. Capra would like the Parks & Recreation Committee to recommend that City Council accept the 22 trees (2.5 " stalks) to be planted at Laurie LaMotte Memorial Park. Motion was made by Vice - Chairperson Grahek, seconded by Committee Member Amundsen to 1 of 6 Parks & Recreation Committee Meeting Minutes 03 -02 -11 approve the February 2, 2010 Parks & Recreation Committee Meeting Minutes with the above corrections. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Concession Stand at Laurie LaMotte Memorial Park City of Centerville staff has been working on a feasibility analysis for offering concessions at Laurie LaMotte Memorial Park during the little league ball season. The analysis started with evaluating the Laurie LaMotte Memorial Park warming house site to ensure it was suitable for such an operation. Staff also identified potential products for sale, distributors, # of employees, hours of operation, money safe guarding techniques, and the number of potential customers. Mr. Mike Jeziorski, Finance Director supplied the committee with the information gathered to this point for review. The committee discussed remodeling costs /options and whether there would be enough room in the current area for the equipment that would be required. While recognizing there is cost involved in bringing the current concession stand area up to code, the committee feels it has long been needed. The concession area has been used for Skate Night and the committee has repeatedly brought to staff concerns over the condition of the kitchen. The differences between a Class 9 Food License — allows selling of pop, chips, candy and hotdogs and a Class 8 Food License — allows selling of pop, chips, and candy were discussed and while recognizing a significant cost difference in the requirements for each, the committee felt if concessions were going to be sold, hot food choices should be offered to make this a more lucrative venture. For those members who attend sporting events with their children, having hot dogs, or something other than chips and candy, available for game nights, seems to be a big seller with parents rushing from work to the park. Mr. Jeziorski suggested approximately 170 people go through the park each game night; the committee actually thought that low, as many parents have siblings of the ball players with them also. Centennial Little League has 100 plus teams and currently has the ball fields dedicated 4:30 p.m. to dusk, Monday through Thursday. Ms. Stephan talked to the League Administrator and they will be requesting more time and additional days because of the new grass mounded field and the opportunity to use the lights for double headers. The committee requests staff research what other types of food can be offered with a Class 9 License, such as would pizza be an option? Could a pizza machine be added? The committee thought Class 9 involved any food item which is not commercially packaged and has potential for the preparer to touch, where Class 8 involves food that is commercially wrapped. What other foods can be sold under Class 8; for instances sandwiches wrapped in plastic that could be sold cold or heated in a microwave? The committee questioned why a commercial refrigerator would be needed under a Class 8 license just for pop. It was felt this would be the biggest expense. Committee Member Peterson said the refrigerator required would have a National Sanitation Foundation Seal of Approval and may be able to be purchased less expensively used from a restaurant that has gone out of business. Council Member King suggested buying a concession trailer instead as this might be less expensive. The committee discussed the possibility of hiring a concession trailer, a business that is already set up and self contained, to sell concessions with an agreement that a percentage goes back to the City. It could then be evaluated at the end of the season as to whether it would be worth the up front expense of remodeling the concession area of the warming house. Motion was made by Committee Member Peterson, seconded by Committee Member Haiden to 2 of 6 Parks & Recreation Committee Meeting Minutes 03 -02 -11 support this proposal and continued research to determine the projects feasibility. All in favor. Motion carried unanimously. Music in the Parks Mr. Lee has committed to the August 16`" date either solo or with his band. He suggests budgeting $300, if he plays solo he will perform for free with an ice cream social, but his band will require some funds and he does not have an answer at this time as to whether or not they will play. He was not however, th able to secure one of the 3 teen bands he has worked with, so the committee has an opening for July 26. With the schedule of BBB Jazz Combo, Rusty's Rocking Jamboree, BBB Jazz Orchestra, Tom Lee, 7 Cats Swing and an Ice Cream Social the budget would be $1850 without a band for the July 26 spot. If another band is also paid $350, that would mean raising the budget from $1500 to $2200 using $700 from the YMCA line item. The two options for the July 26 spot, if they are available, would be Mean Gene & the Woodticks or The Maple Street Ramblers. Information on both bands was provided to the committee in the meeting agenda packet. The consensus of the committee was to have Ms. Stephan contact the bands in the above order to inquire as to their interest and availability. Ms. Stephan will research what other cities do for a rain policy and options for a band contract. Tobacco in Parks Policy (Grahek) Vice - Chairperson Grahek supplied the committee with information he had researched on tobacco policies within cities, counties and state parks. All Anoka County parks have been tobacco free since 2005. There are a number of cities that have adopted similar policies, most recently Blaine, with exemptions for special events such as street dances or summer festivals held within the parks. Vice - Chairperson Grahek is in support of Tobacco Free Parks and stated studies show most of these policies are youth -driven and supported by the general public. This item was discussed at length. Both Committee Member Haiden and Committee Member Peterson do not feel it is the committee's, the city's or government's place to limit whether people can smoke outside in open spaces. Committee Member Haiden feels most smokers are polite and he hasn't seen any problems at parks; he does not think government should encroach any more on people's private lives, even if in a public park, he does not think we should be involved. Some members would be willing to go to a tobacco free zone area, such as a given amount of space around sporting events, but do not support entire parks being tobacco free. Committee Member Seeley stated the point is adults who smoke show a poor example to kids and would vote that all public spaces be tobacco free. Committee Member Peterson felt it is not the committee's job to teach kids not to smoke; it is not Park & Recreation's responsibility to control smoking. It was questioned how this would be enforced. People currently have the right to ask people not to smoke around them if they find it offensive or they can move. Vice - Chairperson Grahek said with a policy in force it would be a taggable offense and it would be enforceable by the general public. Committee Member Amundsen was undecided on a tobacco free policy for the park, but would consider a smoke free zone. Motion was made by Vice - Chairperson Grahek, seconded by Committee Member Seeley to recommend to City Council that all City owned parks become tobacco free, following the lead of hundreds of other municipalities. Vice Chairperson Grahek asked for a roll can vote, Grahek — 3 of 6 Parks & Recreation Committee Meeting Minutes 03 -02 -11 aye, Seeley — aye, Haiden — nay, Peterson — nay, Amundsen — undecided. Motion fails for a tie. Signage for Trails (Seeley) Committee Member Seeley has tabled this item to the April Parks & Recreation Committee meeting. This is referring to informational trail signage. VI. UPDATES Re- allocation of YMCA Funding City Council requested the Parks & Recreation Committee be more specific in requesting re- allocation of the $1500 previously budgeted for the YMCA Park Play Days. Motion was made by Committee Member Amundsen, seconded by Committee Member Peterson to request City Council re- allocate the $1,500 previously budgeted as a line item for the YMCA Park Play Days at Laurie LaMotte Memorial Park as follows; Music in the Park Program $700 and Fete des Lacs 8K Run/In -Line Skate $800. All in favor. Motion carried unanimously. The Music in the Park Program is currently at $1,500. The program remains at 6 weeks, but with the addition of two (2) bands that require payment in slots previously used for the Teen Bands (which were less expensive), and a free performance, the budget needs to be increased by $700. Entering the 3 rd year of the Music in the Park Program the committee continues to strive to make this a quality program, both diverse and entertaining for all age groups. The budget for the 8K Run is also currently at $1,500, but with the addition of the In -Line Race the committee feels the additional $800 would be best used for costs associated with these races. Centennial Little League Use of Ball Fields at Laurie LaMotte Memorial Park for 2011 Season Ms. Stephan contacted Mr. Patrick Mahr, Centennial Little League President, to ask what the League's needs were for nighttime play under the lights, how late they would use the fields /lights and whether they were scheduling tournaments at the park? Mr. Mahr is out of town, but the League Administrator replied they would be sending a request for additional time. Dead Broke Saddle Club Donation of $2,500 for Sand Volley Ball Court City Council approved the committee's recommendation to approve a request for a regulation sized Sand Volleyball Court(s) to be constructed in Laurie LaMotte Memorial Park providing that no general funds from the City are requested at this time and any donations or income designated for this project will be held in a separate fund for this purpose. However, if the Parks & Recreation Committee is not able to raise sufficient funds to complete the construction by 12/31/2013 the Committee will return to City Council and Dead Broke Saddle Club for alternative projects. Trail Project Expectations The committee had asked that Mr. Greg Burmeister attend the March committee meeting to discuss the committee's expectations for the Trail Project. The committee had also asked Mr. Burmeister attend the 4 of 6 Parks & Recreation Committee Meeting Minutes 03 -02 -11 February meeting. Mr. Dallas Larson, City Administrator, said Mr. Burmeister will attend a Parks & Recreation Committee meeting after the spring preconstruction meeting with the contractor in April. The committee was disappointed that a representative was not at the meeting and felt communication needs to start before the pre - construction meeting, not after. They do not want the project started and then have their input heard. The committee spent considerable time and many meetings on this project with Bonestroo representatives and would like to meet with Mr. Burmeister as he has not previously been at a Parks & Recreation Committee meeting. The committee had multiple concerns over the Hidden Spring Park Project and felt had there been more communication between all parts involved some of the problems may have been alleviated instead of committee members continually coming to staff and council members to report problems, some of which were never resolved to the committee's satisfaction. Bald Eagle Water Ski Shows Mr. Mark Spitzmueller, Bald Eagle Water Ski Shows, updated the committee via email: Mr. Bill Tschida, St. Paul Water Utility said we would be able to place a dock on the site, but the permit request would need to come from the city. There is a nominal fee of $25 per year for the permit. If we are to move forward, the city would work with Mr. Tschida for the permit. I believe the main requirement will be for us to add the City of Centerville, St. Paul Water Utility and the City of St. Paul as additional insured on our liability insurance through USA Water Ski. The current insurance coverage required by the St. Paul Water Utility for a private landowner is 100k1300k. Mr. Tschida is going to speak with his risk manager to discuss whether or not they would require more because of our specific use and let me know. Our current liability coverage is well over the amount required for private landowners and I believe we can increase if necessary. Committee Member Haiden reported he had talked to Ms. Tina Lobin, Bald Eagle Water Ski Club and they had received a quote from a company for killing the lake weeds in an area 400 x 400 yards on Centerville Lake. This estimate was much higher than they had first envisioned so the club needs to go with a smaller area. Committee Member Seeley questioned whether this company was harvesting or treating with chemicals? Committee Member Haiden said the treatment was chemical, but DNR approved. Committee Member Seeley would request the Bald Eagle Water Ski Club share with the committee whatever DNR information they have acquired. Committee Member Haiden reminded the committee that the intention is for the committee to not take on any responsibility for this project with the onus being with the Bald Eagle Water Ski Club to come to the Parks & Recreation Committee with a proposal and supporting DNR/St. Paul Water Utility documentation. PA System Ms. Stephan asked Mr. Tom Lee if he had any updates regarding the purchase of the PA System or if the committee needed to allocate more funding to this item to purchase the PA System at full price (not on sale). Mr. Lee said the current budget ($2,700) should cover everything that is a must have and he could loan the committee a few things if needed. He was continuing to watch the prices trying to get the best possible deal. Promotions — Handbook & Ouarterly Flyer Ms. Stephan provided the committee with an alternate plan for advertising; insert a flyer or postcard into 5 of 6 Parks & Recreation Committee Meeting Minutes 03 -02 -11 the local Press Publication (Citizen) for .06 per insert. Ms. Stephan also reminded the committee that if they want to insert a flyer into the next utility bill it will need to be provided to staff the week prior to April 15, 2011. Chairperson branch has contacted Wargo Nature Center's graphic department regarding the idea of working together on a flyer. Festival of the Lakes 8K Run Chairperson Branch reports the 8K website is up and running and requested the committee look at the site and give him your critical feedback. He will make what ever corrections are needed and then send the link out to the public. The website is www.centervillemn8k.com Chairperson Branch was able to find and secure a much more economical way to time the 8K and the in- line. Vacation Sports, who has timed the last two races, would charge $1,000 for timing. Chairperson Branch secured Running Ventures, instead with the representative Ms. Barb Leininger reporting, `I still do it the "old fashioned" way - with the bib and spindle routine. I am still able to produce printed results on the spot for races under 300 finishers. I charge $1.50 per registered runner, $2.00 for race day entries. That means for your event if you have 200 people who sign up in advance it would cost $300. Right now I am available on July 30, 2011. I do charge $50 for a large finish clock if you want to add that on. ' Ms. Leininger measured the course for the 8K the first year. Native American Artifacts and Historic Sites in Centerville The committee requested staff provide information as to what can or cannot be done with property designated as a historic site. Mr. Dallas Larson, City Administrator supplied the committee with Minnesota laws on burial sites, adding `it appears that the law protects these sites if they have been authenticated, and I believe the one on Leibel's property has. The site does spill over the property line to the south so it would occupy part of the lot owned by Myrna Rehbein. Most of it does appear to be on Leibel's land.' Committee Member Haiden would specifically like the City Attorney's opinion; if someone were to purchase this piece of property could they build between the road and the mound obstructing the view of the mound? If they cannot and the mound is already protected, what would be the purpose of the City buying the property? Committee Member Seeley said she is continuing to work with the Minnesota Science Museum on research for this project and will report back to the committee. VII. Following is information gathered from other cities with Music in the Park Programs. Also attached are contracts from Forest Lake, Rosemount and Shorewood. Forest Lakes Weather Policy: Our rain cancellation policy is this: We always pay the band, no matter what, because in order to avoid paying them, we would have to cancel before they leave to come here, and it's too difficult to predict weather three or four hours ahead of time. So we don't cancel based on forecasts. If it's raining hard or storming at concert time, we cancel, otherwise the show goes on as scheduled. We do not do rain dates because nobody ever shows up and it's too hard to publicize the change — people are creatures of habit. Weather cancellations are always a tough call, but it helps to have a good policy. Arts in the Park Weather Policy Arts in the Park does not have an alternate weather location and we do not schedule make -up concerts. Because of this, we make every effort to have the event go on as scheduled. It is our policy to pay our musicians for their time and effort in getting to the event, even if the concert is eventually cancelled for weather - related reasons. In exchange for this policy, we expect musicians to remain at the park until at least the scheduled concert start time. If a performer feels that the current weather conditions pose a threat to their equipment, they may postpone setup until the weather clears or the event is cancelled. If the show is to be cancelled, that determination will be made at the concert start time by event staff with input from musicians. Performers who leave the park without the approval of event staff, or prior to the show being cancelled will forfeit their payment for the event. Rosemount Music in the Park Series - FREE The Summer Music in the Park series offers a variety of professional performers to entertain your entire family throughout the summer. Concerts take place at the Central Park Amphitheater near City Hall. Most performances are 45 minutes to an hour in length. Bring your blanket or lawn chair and enjoy our beautiful Central Park this summer. For specific performers and show times, see listing below! In case of inclement weather, performances will be cancelled. We make every effort to have the event go on as scheduled. We will also attempt to reschedule a cancelled. It is our policy to pay our musicians for their time and effort in getting to the event, even if the concert is eventually cancelled for weather - related reasons. In exchange for this policy, we expect musicians to remain at the park until at least the scheduled concert start time. If a performer feels that the current weather conditions pose a threat to their equipment, they may postpone setup until the weather clears or the event is cancelled. We have also been contacted by a citizen who would like to see a memorial set up dedicated to all the people from Centerville who have served in the US military. I and the rest of the committee do however; want to have a two way communication with the person representing Centerville (Greg) to the contractors. I mentioned the one concern that seems to come up most often at committee meetings is that we (the City, the Park Committee, Bonestroo, Veit) all have the same understanding of what "fountain ready" looks like for the Cornerstone Park. Another concern that I have heard (and expressed to Dallas and Paul) is that we are not paying $30,000 for landscaping that we could do with volunteer hours. And thirdly, that we felt $10,000 was too high for one informational kiosk. Both Dallas and Paul said they would look into the concerns, especially the specifics behind what we can expect for "fountain ready ". The analysis started with evaluating the Laurie LaMotte Memorial Park warming house site to see if it was suitable for such an operation. Staff also identified potential products for sale, distributors, # of employees, hours of operation, money safe guarding techniques, and the number of potential customers. Potential Location — Laurie LaMotte Memorial Park (Warming House) In an effort to determine the suitability of the Laurie LaMotte Memorial Park warming house site city staff met with Sue Goepfert (763- 422 -7069, susan .goepfert(aD_co.anoka.mn.us from the Anoka County Environmental Service department. She informed the City that they will need to purchase a Food License from Anoka County that will then allow the City to sell products to the public (licenses range from $150 to $500). She also inspected the proposed site in which the City would like to set up this concession stand operation at. She noted the following: Class 9 Food License — allows selling of pop, chips, candy and hotdogs • A complete make over of the site is needed • A dedicated sink for hand washing • A three compartment sink for washing utensils • Walls and ceiling need to be finished • Floor should be finished • Light shield • Shelving evaluated • Commercial Refrigerator and hot dog heater Class 8 Food License — allows selling of pop, chips, and candy • A complete make over of the site is needed • Walls and ceiling need to be finished • Floor should be finished • Light shield • Shelving evaluated • Commercial Refrigerator Class 8 Food License — allows selling of pop, chips, and candy • Sell outside under the warming house roof Staff has estimated that a complete concession stand room and appliance upgrade would cost roughly $8,000 to $11,000. Potential Location — Laurie LaMotte Memorial Park (Lions Concession Trailer) Another possible alternative that has recently been discussed is the use of the Lions concession trailer. Anoka County has indicated that they would authorize the use of the trailer for the entire baseball season given it meets the required standards. City Staff is working on setting up a meeting to discuss this possibility with the Lions. Potential Products City staff has identified a set of items that could be potentially sold at the concession stand. Again, City staff's strategy is to start with a limited number of items that can easily be purchased, distributed, made and sold —with the ability to increase offerings at a later time. These items are an array of beverages, hot dogs, chips, and candy. Food Sold from Concession Stands Minnesota Statutes, § 297A.01, subdivision 3(c)(3)(viii), provides that all food sold for immediate consumption from concession stands is taxable. Potential Distributors Sam's Club The first purchase site that was evaluated was the Sam's Club in White Bear Lake. This store allows the City to place an order online for pickup. City staff would simply place an order sometime during the week with staff picking up the order the next day and delivering it to the Laurie LaMotte Memorial Park site. The benefits of this method include greater access to inventory and a limited amount of delivery costs. The potential issues with this distribution method are finding staff time to initiate the purchases and delivering the product. Approximate cost for Soda = $.28 per can This is the method the City of Blaine utilizes —Nate 763 - 785 -6151. The City of Blaine operates one concession stand at their new lakeside beach. The concession stand is operated by one individual and managed by their Park and Recreation Department. They sell only packaged goods — gatorade water, pop, and candy all of which are purchased at Sam's Club. City staff purchases and delivers the goods. Their hours of operations are 12 -6 everyday during June through August. They estimate that they spent $1800 and had revenue of $4100. Direct Buy - Coke On 3/25/11 staff met with a representative from Coke. Three options for distribution were discussed — fountain pop, cooler with pop, and a pop machine. If the City were to upgrade the concession stand room the cooler distribution method would work well. Coke would allow the city to use a branded cooler free of charge and deliver the needed product. The pop machine alternative would be a bare bones approach— offering only beverages with limited profit potential. With the pop machine option, Coke would take care of inventory and money management. The fountain pop option was discouraged because of the setup time involved along with the unknown demand factor. Regardless of how exact the estimation is for park visitor's demand for concession products is difficult to quantify. That said, a preliminary pro -forma financial indicates the operation should at the very least be able to breakeven from an operations stand point. Employees and Hours of Operation City staff anticipates hiring two individuals to split time running the operation. These individuals will operate the concession stand and operate a simplified accounting /inventory scheme. For example, each night a tally of what was sold will be reconciled to cash received. Also, each night the employees will drop off money received into the City Hall utility lock box. Thank you for your continuing support Monday, March 28, 2011 Mr. Jeff Perry Anoka County Parks and Recreation 550 Bunker Lake Boulevard NW Andover, MN 55304 Mr. Perry, The City of Centerville's Parks and Recreation Committee requests approval to use the Rice Creek Chain of Lakes Regional Park trails /roads and the Wargo Nature Center access road for an in -line skate, run, and walk event. This is the third annual Festival of the Lakes 8K Run/Walk. In addition, this year features an in -line skate race. The Special Use Permit Request Form and course maps are attached. The event is associated with Centerville's annual Fete des Lacs celebration. The run will follow the same course as 2009 and 2010. The in -line skate event will follow a similar course with an extended leg to Wargo Nature Center following the trail adjacent to Main Street/CSAH14 and using the park road between Main Street/CSAH14 and the Wargo parking lot. We have pre - coordinated this extension with Ms. Debra Gallop from Wargo. We have also informally asked Wargo to set up and operate a water stop in their parking lot. Ms. Gallop was interested and supportive. I fully expect Wargo management to agree to the use of the access road, parking lot, and to the water stop and I will continue to work with their management. Event Name: Festival of the Lakes - Skate/Run/Walk Event Date: July 30, 2011 Event schedule: In -line skate event starts in Centerville at 7:00 am. First skaters will arrive at Wargo parking lot at approx. 7:20 a.m. and the Rice Creek Chain of Lakes Regional Park at approx. 7:40 a.m. Courses: Attached is a map of the skating and run/walk courses. Special requirements: 1) Skate event road closures: To accommodate the skating event, we would like to close the Wargo access road from 7:15 to 7:45 a.m., and the Rice Creek Chain of Lakes Parkway Road "E" from the gate at Main Street/CSAH14 to the boat ramp from 7:30 to 8:00 a.m. 2) As in 2010, there is no need to close any County roads for the run/walk event. The run/walk will utilize the trail system through the park. For the approximately one and a half miles between Main Street/CSAH14 and the boat ramp, runners /walkers are on the trails and the skaters are on the park's road; this will ensure separation between faster runners and slower skaters. 3) Four (4) water stops will be set up, one at Wargo and two within the Regional park. The water stops are indicated on the map. We will be providing water at these water stops. 4) The barriers across the trail will need to be opened at both ends of the trail. Last year Suzanne Sheeley served as the Park Ranger during this event. That worked well for the Park managers and for our race committee. Suzanne is both an Anoka County Park Ranger and a member of the Centerville Parks and Recreation Committee. 5) We may desire to have a motorcycle escort for the lead skater and runner and we would request that permission for only the section of trail between the boat ramp and Centerville's LaMotte Park. Their date is August 20th and the OSI Triathlon will be run in conjunction with the Lino Lakes Blue Heron Days. Their event starts and ends in Rice Creek Chain of Lakes Regional Park. The Swim is in Centerville Lake, the Run is fully within the Regional Park and the Bike Course comes out of the park turns left toward Lake Drive and returns on 14 back to the Regional Park. So the only time they are in Centerville and not in the Regional Park is on CR14. I offered to help her in anyway that I could. OSI is one of our 8K sponsors and I am pleased to help them in anyway that I can. My proposal is that Centerville waive the requirement for a Special Event Permit as this event will have minimal impact on Centerville. Ms. Loberg is in the process of obtaining a Special Event Permit from Anoka County Highway Department. The issue with Anoka County is police protection at the entrance to Rice Creek Regional Park. I recommended to her that she should talk to the Lino Lakes Police Department. The park entrance may be the responsibility of the CLPD, but the two police departments should work that coordination out between themselves. Input from Mr. Dallas Larson, City Administrator: The permit application is the means by which the police department would determine what they need to plan for. But, perhaps if they have already completed a permit application for Lino Lakes, that application could be forwarded to the CLPD for a review of what might be needed at the park entrance. Better yet, if Lino Lakes is willing to handle traffic at that intersection, I expect CLPD would not be offended. Committee RE: Eagle Project — Tree planting in LaMotte Park I apologize �hat I am unable to attend tonight's meeting, primarily due to the fact that it is finals week at school and I must be studying for tests. I wish to give you a status update. I met with Paul Palzer and Mike Jeziorski last week to go over the locations for the trees as we11 as the grant deta.ils. Mr. Palzer is recommending the trees be located on both sides of the interior trail between the warming house and the picnic pavilion, and along the far west side of the trail located in the southwestern corner of the park. I will work with a landscaper to best determine which variety would work in the various locations. I have suggested to Mr. Palzer the large Norway , Red pines may work best south of the playground equipment to provide some shade. Mr. Palzer has also request trees numbered 5 and 6 on the survey map ' should be removed as they are either very stressed or dying. � I will be asking for volunteers to assist on the planting day via the city newsletter, I website and twitter. I i I have attached the final stages of my eagle plan for your review and the survey map showing the current tree locations and key. I will complete the saxne for the other parks and update this survey prior to completing this project for the city. April 2011 1. 4 weeks prior to planting: Review grant regulations for tree planting, I will set up instructions for the volunteers to properiy plant the trees within the pazk. I will also notify them ahead of time on wha.t tools d equipment that they should bring with them if they deeide to help with my Eagle project. Plan a Saturday for planting with an altemate day of Sunday. 2. 4 Weeks prior to planting: Contact Rum River Tree (ry�c�rumrivertreefarm.com) to place order. 3. 3 Weeks prior to planting: Put call out for volunteers to the Troop, City of Centerville ' Park & Rec eommittee, friends and family. I am hoping to work 5 crews, with 3 people per crew. If more volunteers sign up I will inerease the number of crews. I am estimating it to take appro�mately 30 — 60 minutes for each crew to plant one tree. 4. 2 Weeks prior to planting: Review the number of volunteers who have signed up to assist. Begin making contact phone ca11s with those already signed up and if necessary start making calls for additional volunteers. I will also need 4 volunteers throughout the da.y to help provide wa.ter, snacks and lunch for the volunteers. Contact Gopher 1 regarding the project and have a11 locating completed prior to planting date. 5. 1 Week prior to planting: Review the weather for the day of planting. Confirm delivery of trees. Speak with the Public works director about ha.uing the public works staff remove the sod at each site where the trees are to be planted one or two days prior to planting. Confirm with volunteers they are still able to assist. Make amangement to pick up key for the warming house from the public works department. 8. Day of planting: Arrive eazly to park to open warming house. Put volunteer sign in sheets in an azea visible to the volunte�ers. When volunteers amve I will make sure that they are aware of any injuries or hazards that could occur while woricing. Let the volunteers know where the bathroom facilities are located, water, snacks and what time we will be planning on eating lunch. Organize crews has volunteers arrive and provide them with a she�et explaining the planting procedure/requirements. Let the planting begin. 9. End of planting day: Make certain all trees are watered and the area is cleaned up. Prepare a detailed recap of the day to be emailed to the park & rec committee members, public works director and city finance director. 10. Following week: Send out thank notes to a11 who assisted with the planting and any other part of making ttus project a success. There are three parts to the request: 1. Requesting two field�, 25 z 40 yard open spaces, located east of the parking lot and bound by the bike path, for the U2 — U8 age group, for games only. This request is for Monday — Friday from 4 p.m. to dusk, Apri128 through July 4, 2011. The Centennial Soccer Club will set up goals and manage a reservation system to �ssign teams to ; specific dates and times for games. i 2. Requesting one field, 70 z 60 yard open space, located south of the skate park, for the I Ull — U12 age group, for practice only. This request is for Monday — I+Yiday 3:00 p.m. I to dusk, Saturday and Sunday from 8 a.m. to dusk, April 1 through October 29, 2011. I The Centennial Soccer Club will set up goals and manage a reservation system to assign teams to specific dates and times for practices. 3. We would like to place a small storage locker along the northern boundary of the park. I I Tlus would be north of the small fields nezt to the trees and would hold only soccer field barriers.
