ADJOURNMENT SCANNED MAY 2 7 2011 Parks & Recreation Committee Meeting Minutes 05 -04 -11 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, May 4, 2011 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled meeting Wednesday, May 4, 2011 at Centerville City Hall, 1880 Main Street. I. CALL TO ORDER Roll Call Chairperson Branch called the May 4, 2011 Parks & Recreation Committee Meeting to order at 6:30 p.m. II. SET AGENDA Chairperson Branch requested adding Mr. Phillip Capra, Eagle Scout Tree Diversification Project, to the agenda for an update under Appearance as #3. Chairperson Branch requested adding a discussion on a change in budget line expense reporting under Committee Business #2. Chairperson Branch requested adding a discussion of the Special Use Permit for the Boy Scout Rocket Launch under Committee Business #3. Committee Member Seeley requested adding a discussion of Burial Mounds under Updates #8. Motion was made by Committee Member Haiden, seconded by Committee Member Amundsen, to set the May 4, 2011 Parks & Recreation Committee Agenda with the above additions. All in favor. Motion carried unanimously. 1 of 5 Parks & Recreation Committee Meeting Minutes 05 -04 -11 III. APPEARANCES Mr. Phillip Capra, Eagle Scout Tree Diversification Proiect Mr. Phillip Capra made an appearance to update the committee on his project and presented a site plan of the proposed plantings. The plan was reviewed by Mr. Paul Palzer, Public Works Director, who offered some suggestions. All variables were taken into consideration; the trees will be far enough from the irrigation to not interfere with the heads, but close enough to get the benefit of water, out of the way of the trail extension and ball fields, but close enough to offer shade. Mr. Capra stated Rum River Nursery also reviewed and approved the plan, all trees are compatible with the soil type and the canopy spread is appropriate. There are dead trees in the area which will be removed and replaced. Ms. Mary Capra stated there have been problems with the trees close to the play structure being vandalized. Committee Member Amundsen volunteered to represent the committee and work with both Mr. Capra and Mr. Palzer. Mr. Rob Faust, Eagle Scout Proiect Mr. Rob Faust, Boy Scout Troop 232, was in attendance to discuss his proposal to install a flag pole, landscaping with lights and a Veterans Memorial plaque at Cornerstone Park as an Eagle Scout Project. Mr. Faust presented the committee with plans for review. The first step would be to refurbish the pole, he plans to ask Public Works to jack hammer the old concrete off the bottom of the pole. The plans included installation at 3' deep by 30" in diameter with a ground sleeve. Landscaping would include a 10' boulder circle with junipers between some of the boulders. The lights need to be commercial and there is only a few to select from. The committee asked Mr. Faust to look at LED lighting and discuss an electrical permit with the Electrical Inspector. Mr. Faust plans to use a volunteer electrician. The Building Inspector may need to be involved to inspect footings. Mr. Faust will provide all funding for this project. Committee Member Seeley stated Junipers have a hard time growing in clay soil so depending on what type of soil is in Cornerstone Park she suggested Mr. Faust amend the soil before planting with whatever is required for that soil type. Mr. Faust talked to Mr. Bob Hathaway for direction on the Veteran's Memorial plaque who said he would prefer it not commemorate one war or one era, but all veterans. Chairperson Branch suggested talking to someone at a Legion or VFW for specific wording bringing that back to the committee for review. Mr. Faust will attend the June Parks & Recreation Committee meeting for an update. Motion was made by Chairperson Branch, seconded by Committee Member Amundsen to recommend City Council support Mr. Faust, Boy Scout Troop 232, in his Eagle Scout Flag Project for Cornerstone Park. All in favor. Motion carried unanimously. Mr. Tom Lee, PA System Mr. Tom Lee made an appearance to run through the PA System Equipment's hookup and usage. Additional equipment that Mr. Lee suggested the committee purchase; 2 monitors at approximately $500 for both, allows the musicians on stage to hear the mix as they are playing, additional cables, SM58 microphones (desired vocal microphone, though some singers prefer Beta) microphones stands, clips, and Mr. Lee highly recommends extra microphone cords, a speaker cord and a `snake' which has connections for all the cords to connect to in one place. A new `snake' can be up to $300, but Mr. Lee suggested purchasing one on Craig's List for less than $100. Mr. Lee will watch the pricing at Musician's Friend 2 of 5 Parks & Recreation Committee Meeting Minutes 05 -04 -11 and order the equipment in the next month. Once all the equipment has been delivered Mr. Lee will have a practice session at the park with his band so all the committee members can become familiar with using the equipment while there is a live performance. Committee Member Amundsen suggested a canopy to protect the equipment. Mr. Lee stated the City already owns one that was purchased for the parade a few years ago. IV. CONSIDERATION OF MINUTES April 6, 2011 Parks & Recreation Committee Meeting Minutes Chairperson Branch requested making an addition to the following sentence on page 4 of 8 clarifying Committee Member Seeley was speaking of Mill Road `Committee Member Seeley expressed concern over taking mature trees down along Mill Road for the trail project, but Mr. Palzer stated that has already been determined by the plan.' Mr. Dallas Larson corrected `A plague at the base of the flag pole' to a `plaque' and also asked to clarify on page 3 of 8 under the Trail Project that the steel grates were being installed to drain yards under the trail to the ditch. Committee Member Seeley requested changing the word `contact' for `contract' on page 5 of 8 under Music in the Parks. Committee Member Seeley also requested changing the year from 2001 to 2011 on page 5 of 8 under Potential Eagle Scout Project. Committee Member Amundsen asked to include House Sparrows following Starlings on page 7 of 8 under Bluebird House Update. Motion was made by Committee Member Amundsen, seconded by Committee Member Haiden to approve the April 6, 2011 Parks & Recreation Committee Meeting Minutes with the above corrections. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Eagle Scout Flag Proiect This item was discussed under Appearances. Change in Budget Line Expense Reporting Chairperson Branch updated the committee on a discussion he had with Mr. Mike Jeziorski, Finance Director regarding a recent monthly financial statement which showed the 8K Run line item as spending 113% of the budgeted amount for 2011. The $1,500 spent for the PA System was included in this line item and Chairperson Branch's concern was that it was misleading to the lay person and at the end of the year the 8K Run would show as 200% appearing the run was over budget, when it was not. This brings up too many questions and does not give Parks & Recreation the ability to watch their budget. This was resolved by Mr. Jeziorski setting up a revenue reserve account and reserve expense account for Parks & 3 of 5 Parks & Recreation Committee Meeting Minutes 05 -04 -11 Recreation which should better serve the committee's purposes. Special Use Permit for Cub Scout Rocket Launch The Cub Scouts had applied for a Special Use Permit for a Rocket Launch at Laurie LaMotte Memorial Park. They have done this the last 3 -4 years. It went to City Council at their April 27, 2011 meeting, but was tabled because the day being suggested was June 11 the same day Clean- up/Recycling Days will be at Laurie LaMotte Memorial Park. The Council suggested Staff and Parks & Recreation review this and discuss alternate dates and locations with the Cub Scout Coordinator of the event. The committee was concerned that the play ground equipment was in the possible landing zone. That was an issue for June 11th date as there may be more children in the area. Chairperson Branch stated all Special Use Permits involving the parks should come through the Parks & Recreation Committee. Motion was made by Chairperson Branch, seconded by Committee Member Amundsen to recommend to City Council that the Boy Scouts use their alternate date of June 18, 2011 and move their location away from the play structure. All in favor. Motion carried unanimously. VI. UPDATES Bald Eagle Water Ski Shows Both of the recommendations the committee made regarding Bald Eagle Water Ski Shows being allowed to park their 10 x 12' trailer and install a dock in Centerville Lake from Trailside Park during their 2011 ski show season were approved by City Council at the April 13, 2011 City Council meeting. Ms. Lobin was notified that Bald Eagle Water Ski Shows had the approval to proceed. Music in the Park Suggested changes by Chairperson Branch, Committee Member Grahek and City Administrator Larson were made and contracts were mailed to each group. Chairperson Branch created a Music /Movies in the Park poster which was sent to all committee members and included in this packet for review. The committee has approval on the logos from all of the artists. Tom Lee does not have a logo and is not sure which of his many musical options will be featured, but he approved using this poster without a logo for him. The committee needs to decide how to best use this as an advertising tool. Signaae for Trails (Seeley) Committee Member Seeley said she has not received any further information from the County on their trail signage, but has been picking up brochures and gathering information from other cities as to what they do to advertise trails and parks. Trail Project Pre - Construction Meeting Chairperson Branch attended the pre - construction meeting and updated the committee. The schedule 4of5 Parks & Recreation Committee Meeting Minutes 05 -04 -11 will be provided in the next week or so, but the proposed start date is May 16 The contractor is aware of Fete des Lacs, Garage Sale Days and St. Genevieve's Annual Chicken Dinner and has worked those dates into the schedule. Concession Stand at Laurie LaMotte Memorial Park City Administrator Larson Updated the committee via email: We are back to trying the concession trailer idea. It appears that the County Health Inspector will give us a little latitude for this year, so we can minimize our outlay to a hot dog steamer at around $400 and some minor other things. We expect it should be on the order of $1000 41 500, plus supplies and food cost. We will be able to give it a good try and see if there is any profit. Festival of the Lakes 8K Run Chairperson Branch updated the committee on the progress of the 8K Run. The permit is with Anoka County Parks for review. Creative Kids Academy has brought on two more sponsors, Kids Abilities and Northern Lights Pediatrics and has decided to order 50 t -shirts for the Kids Run, but not limit the number of racers to 50. The first 50 will receive t -shirts with any participants registering after 50 receiving some other small token like a medallion. Earth Day — Saturday, April 30, 2011 The committee was scheduled to clean the City parks on Saturday, April 30` but was rained out. In discussing alternative dates Ms. Stephan suggested the committee clean up the lakeshore at Hidden Spring Park. There is 2 years worth of dead grasses and dried plants that not only look bad, but are keeping the new growth from coming up. The committee agreed to meet at 5:30 p.m. at the park on Wednesday, May 11` to work on this project with Ms. Stephan. Centennial Soccer Club's Use of Laurie LaMotte Memorial Park The committee's recommendation for Centennial Soccer Club's use of Laurie LaMotte Memorial Park soccer fields was approved by City Council at the April 13, 2011 City Council meeting. Mr. Spencer Garrett, Centennial Soccer Club, was notified and further information was requested regarding the storage locker. At this time there has been no further information or requests from the Soccer Club. Burial Mounds Committee Member Seeley has been involved with members of the community and the Science Museum to continue to research and educate on Indian Burial Mounds. There was a recent meeting at the Science Museum which Committee Member Seeley attended and found to be very informative. VII. Transcribed by Kim Stephan 5 of 5 MEMO TO: Parks & Recreation Committee Members FROM: Kim Stephan DATE: May 27, 2011 SUBJECT: Updates Eagle Scout Tree Diversification Proiect, Laurie LaMotte Memorial Park Update from Mr. Philip Capra: Despite all the rain that we had Saturday and having to bail out the water in the holes twice, the tree planting project ran very smoothly. There were fifty volunteers maximum during the project, making it run much more quickly. It was hard for me to believe there were so many people there, since I was worried that the bad weather would turn most people away. Thanks for having the warming house available, by the way. It worked great, and it would've been terrible not to have it in the weather that we worked in. The Rum River Tree Farm planting supervisors that were there said the following: -Due to the extremely wet weather, we will need to add additional backfill to the trees, but only when the ground dries up (hopefully by the end of this week). -The trees cannot be mulched until the additional backfill is added. Rum River staff said that they should be fine for a little under a week until they get mulched. The bags of mulch that were delivered are stored in the warming house for now. Rum River donated additional mulch to the project, so we had volunteers used that extra mulch on existing trees in the park. Also, the sod from digging was transported and piled onto one of the corners of the parking lot according to Mr. Palzer's instructions. Sincerely, Philip Capra Free Comfort Yoga as Part of Fete des Lacs A local business owner Thia Casanova, Image Attitudes, contacted me regarding the possibility of offering a FREE Yoga session in Hidden Spring Park during Fete des Lacs. I attached her proposed flier to this memo. Use of City Email Addresses by Committee Members I added this as an agenda item to determine if Committee Members are using their City email accounts or would prefer to go back to using their personal emails for correspondence. I currently am sending items to both your City and personal email addresses and seldom get responses from either. Bald Eagle Water Ski Shows City Administrator Larson has been working with Mr. Bill Tschida, St. Paul Water, on what type of liability /insurance agreement will be needed. The following update is from Ms. Tina Lobin, Bald Eagle Water Ski Club: We are making great progress and are very excited!!!! FYI, One of the members told me last night that while they were at the site on this past Sunday a man living in the house (little white one on the top of the hill closest to the site) drove his truck down by our trailer and got stuck! He created large ruts and stated that he would fix them. We have cut grass and are trying to make everything very nice. I can not tell you how happy we are to be there! Now if the weather will stay on our side, we'll be up and going soon. I am also having professional signs (small) made for the bike path (during shows) to keep clear. Also, I am having one made that says "Centerville, home of the Bald Eagle Water Ski Team" So exciting!!!!! I will talk to Mark about the dock agreement and liability and one of us will get back to you ASAP. Come on down and see us any Tues. or Thurs. We'd be happy to see you all. Signage for Trails Update from Mr. Paul Palzer: When I was at LaMotte Park the other day, several persons from Anoka County were in a vehicle driving the trail and are installing new trail signs along the current and new trail areas. Just want to make sure the committee is aware of this to coordinate any signage with the county. Concession Stand at Laurie LaMotte Memorial Park The City received donations in the amount of $1475 from the Centerville Lions and two individuals who wish to remain anonymous, to support the concession stand. Attached is a revenue /expenses statement from the Finance Director of where we stand today for the concession stand operation (without accruals). To date we have purchased the Nemco hot dog steamer and miscellaneous initial outlay supplies with the donation, but are not going to purchase any more equipment at this time. City Administrator Larson said he would suggest that we continue as we have been through the season. We can then assess what is needed for next year. At that point the Lion's trailer may or may not be in the mix. Festival of the Lakes 8K Run Chairperson Branch was able to have the fliers for Music in the Park and the 8K Run included in the Friday Flash distributed to elementary students. Irrigation for Cornerstone Park Update from Mr. Paul Palzer: Pat wanted to know the most cost effective way to water all of the plantings and that would be with an irrigation system. I have asked Rob the Eagle Scout who is installing the flag pole in this park if he wanted to add this to his project and will meet with him this Wednesday for an update to see if he is interested in taking this on too. Otherwise, I have not gotten any quotes for this work. Recently, we received a telephone call regarding a request to reserve Hidden Spring Park for an upcoming wedding. Staff explained that it was a first come first serve usage and if the desired they would need to arrive early to reserve it. Some investigation was completed on Staff's part to survey surrounding communities' usage policies and they are as follows: Hugo No alcohol in park Reserve pavilions for $5 Lino Lakes No alcohol in park Non - resident - $25.00 Less than 30 individuals (parks restraints) A minimal fee would offset the additional electricity, clean up, maintenance of the park and rubbish collection.
