CITY OF CENTERVILLE
CITY COUNCIL MEETING
May 25, 2011
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held their regularly
scheduled meeting of May 25, 2011, at City Hall, 1880 Main Street.

I.CALL TO ORDER
Mayor Wilharber called the May 25, 2011, City Council meeting to order at 6:30
p.m.
II.PUBLIC HEARING(S)
1.SWPPP/MS4 (Storm Water Pollution Prevention Program)
City Administrator Larson reviewed the program with Council and the audience.
Mayor Wilharber called for input from the audience and none were present to
speak to this item.
Council Member King questioned whether the City tests the storm water ponds
for pollutants. City Administrator Larson stated it is only a requirement if the
pond is dredged and more than 3,000 cubic yards of sediment is being removed.
The City has not as of yet dredged a pond that size.
The Public Hearing was closed at 6:40 p.m.
III.APPROVAL OF AGENDA
Mayor Wilharber requested that Check #’s 26400-26410 be added to the consent
agenda.

Motion by Council Member Fehrenbacher, seconded by Council Member
Love to approve the set agenda as amended. All in favor. Motion carried
unanimously.
IV.APPROVAL OF MINUTES
1.May 11, 2011 City Council Meeting Minutes
Mayor Wilharber called for any corrections and hearing none.
Motion by Council Member Love, seconded by Council Member Paar to
approve the minutes of the May 11, 2011 City Council Meeting as presented.
Ayes – 4, Nays – 0, Abstain – 1 (Fehrenbacher) Motion carries.
V.CONSENT AGENDA
1.City of Centerville May 11, 2011 through May 25, 2011 Claims (Check
#26383-26399) & (Check #26400-26410)
2.Centennial Lakes Police Department Claims through May 11, 2011 (Check
#8395-8427)
Motion by Council Member Paar, seconded by Council Member
Fehrenbacher to approve the consent agenda as presented. All in favor.
Motion carried unanimously.
VI.AWARDS/PRESENTATIONS/APPEARANCES
1. Mr. Glen Olson, Centennial Fire District – Honoring Mr. Jim Scott –
Retired Fire Fighter
Members of the Centennial Fire District were present and Mr. Scott accepted a
plaque honoring his dedicated service to the department and the community for 20
years.

1.Xcel Energy Franchise Ordinance
Administrator Larson and Legal Counsel Glaser gave a brief review of the
proposed ordinance. Lengthy discussion was had by Council and it was the
consensus to table this item until the next meeting.
Motion by Council Member Fehrenbacher, seconded by Council King to
table the Xcel Energy Franchise ordinance until the next scheduled City
Council Meeting. All in favor. Motion carried unanimously.

2.Res. #11-011 – Support of Concept of Cooperation & Collaboration to
Promote Greater Efficiency in the Use of Public Resources – Anoka
County
Administrator Larson briefly reviewed the presented resolution and stated that this
item would provide more efficient services for all municipalities within Anoka
County. He stated that if the resolution is approved, Council should not be
surprised, but rather expect to see a Centerville truck in a neighboring community
and another community’s equipment in Centerville trading services. A discussion
was had by Council as to how this collaboration would work.
Motion by Council Member Fehrenbacher, seconded by Council Member
Paar to approve Res. #11-011 as presented. All in favor. Motion carried
unanimously.
3.Mr. Rick Ringel, Platinum Liquor Request for Off-Sale & Tobacco

Liquor Licenses (Formally Jed’s Liquor, 7093 – 20 Avenue S.)
Administrator Larson explained that all applicable applications, fees and
background search has been completed.
Motion by Council Member King, seconded by Council Member Paar to

approve an Off-Sale and Tobacco Licenses for Platinum Liquor, 7093 – 20
Avenue S. All in favor. Motion carried unanimously.
IX.ANNOUNCEMENTS/UPDATES
Administrator Larson informed the Council that the Eagle Scout Tree
Diversification Project was completed on Saturday, May 21 with 22 trees planted
in Laurie LaMotte Park in spite of very wet weather conditions thanks to the
Scouts and many volunteers. Some back filling and mulching still needs to be
done but should be completed this week.
Mayor Wilharber congratulated the community for meeting Anoka County’s
Recycling Goals of 2010.
“Mayor Wilharber reported that he and Council Member Fehrenbacher had met
with the Mayor and one Council Member from Lino Lakes, Circle Pines and
Lexington to discuss sharing and collaboration. They expect to meet one more
time to discuss ideas and will at that point provide a list of ideas for staff to work
on.”

Motion by Council Member Love, seconded by Council Member Paar to
Adjourn the meeting of May 25, 2011 at 7:13 p.m. All in favor. Motion
carried unanimously.
