CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
May 3, 2011
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
meeting on May 3, 2011, at 6:30 p.m.

I. CALL TO ORDER.
The meeting was called to order by Chairperson Mosher.

II.PUBLIC INPUT/HEARING
1. Comprehensive Plan Alignment – Zoning
Notice of hearing on the proposed zoning changes had been given by published and mailed
notice according to law, to affected properties and to those properties located within 350’.
After a brief explanation of the reasons for the rezoning and the specifics of each location,
the hearing was opened to public comment.
a. R-1 (Rural Residential) Change to R-2 (Low/Medium Density
Residential)
Speakers:
Fred Fisher-Opposed to the rezoning. Specifically, he does not intend to develop
his property and desires to retain the agricultural activities allowed in
the R-1 zoning district.
Jodie West- Lives nearby in an R-5 zoning district. She would not like to see
more development near her home. Feels the higher density allowed
in the R-2 zone would diminish the value of her property.
b. R-2 (Single Family Residential) Change to R-3 (High Density Multi-
Family) and R-2a to R-3

Speakers:
LaNae Marshall-Opposed to the rezoning of the lake front property of Defoe.
Would not want to be burdened with the costs of improvements to
serve the adjoining property.
Eric Marshall- Questioned how the property would be developed.
c. R-2 (Single Family Residential) Change to M-2 (Mixed Use)
Speakers:
Wendy Brilowski- opposed to being included in the M-2 zoning district. She feels
that zoning will make it much more difficult to sell her property due
to the restrictions on expansion.
d.I-1 (Industrial) Change to B-1 (Commercial)
Speakers:
None
It was noted for the record that no written comments have been received either
before or during the hearing. After everyone who wished to speak had been given an
opportunity to do so, a motion was made by Commissioner Wood to close the
hearing. Motion seconded by Commissoner Wekseth, all voted in favor. The motion
passed.
III.OLD BUSINESS

IV.NEW BUSINESS.
1.Adoption of Findings & Recommendation for Rezoning:
The Commission discussed the rezoning. Some questioned whether all of the rezoning should be
implemented, given the negative comments heard at the hearing. Staff was directed to find out if
there are consequences for the City if some of the rezoning was to wait until development was
ready to occur or it was requested. The Commission considered whether they were ready to make
a recommendation on any of the locations.
a. R-1 (Rural Residential) Change to R-2 (Low/Medium Density
Residential)
Consensus was that this one might be delayed until the property owners request it.
b. R-2 (Single Family Residential) Change to R-3 (High Density Multi-
Family) and R-2a to R-3

Consensus was that the Commission was ready to move forward with the Chauncey
Barrett and Willow Glen properties, but not sure about the other two locations.
Motion by Commissioner Lee, seconded by Commissioner Montain to direct staff to
prepare findings and a recommendation in support of the rezoning of the Willow
Glen and Chauncey Barrett locations on the map. All in favor. Motion carried
unanimously.
c. R-2 (Single Family Residential) Change to M-2 (Mixed Use)

No consensus
d.I-1 (Industrial) Change to B-1 (Commercial)
No objections were heard on this proposed rezoning.
Motion by Commissioner Montain, seconded by Commissioner Wekseth to direct
staff to prepare findings and a recommendation in support of the rezoning of area G
on the map. All in favor. Motion carried unanimously.
Motion by Commissioner Montain, seconded by Commissioner Wekseth to table
action on the other rezoning until staff can provide an answer to the question of
consequences for inaction in bringing the zoning map into compliance with the Comp
Plan. All in favor. Motion carried unanimously.
V.DISCUSSION ITEMS
It was noted that Commissioner James Wekseth is resigning at the end of this meeting. He
has sold his home and will be moving out of Centerville.
VI. CONSIDERATION OF MINUTES
Motion by Commissioner Montain, seconded by Commissioner Wood to approve
minutes from the April 5, 2011, meeting. All in favor. Motion carried unanimously.
VI. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Wood, seconded by Commissioner Wekseth to adjourn the
meeting at 8:31 p.m. All in favor. Motion carried unanimously.
