ADJOURNMENT �� Parks & Recreation Committee Meeting Minutes 07-06-11 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, July 6, 2011- 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled meeting Wednesday, July 6, 2011 at Centerville City Hall, 1880 Main Street. I I I. CALL TO ORDER I I Roll Call � I Chairperson Branch called the July 6, 2011 Parks & Recreation Committee Meeting to order at 6:35 p.m. I II. SET AGENDA � Committee Member Peterson requested a discussion of the baseball fence at Waterworks be added under � Updates as # 10. Motion was made by Committee Member Seeley, seconded by Committee Member Grahek, to set the July 6, 2011 Parks & Recreation Committee Agenda with the above addition. All in favor. Motion carried unanimously. III. APPEARANCES Mr Rob Faust, Eagle Scout Flag Pole Proiect Mr. Rob Faust made an appearance to update the committee on the progress of his Eagle Scout Project to install a flag pole in Cornerstone Park. Mr. Faust reported the ground sleeve had been delivered and he had a group assembled to begin polishing the flagpole on Friday, July 8`�. Mr. Faust plans on installing the flagpole the end of July or the beginning of August, he will let the committee know when he picks a date. His installation is not dependant on the Trail Project as he is not using left over concrete. Mr. Faust 1 of 5 Pazks & Recreation Committee Meeting Minutes 07-06-11 stated Public Works has the area marked for the flagpole and kiosk, but he will check with Mr. Burmeister, Trail Project Manager, regarding any grading changes. Mr. Palzer, Public Works Director, had recommended a solar light and a locking mechanism installed higher up on the pole to tie off the flag to prevent vandalism. Mr. Faust is ready to order this equipment with the committee's approval. Mr. Faust plans to donate a flag that belonged to his grandfather who was in the Navy. The committee was in favor of the solar lighting, but was concerned that it wouldn't be bright enough. There is a similar flag with solar lighting in Hunters Crossing which committee members will take a look at. Discussion was had as to adding another solar light or figuring out how to get electric to the flag pole at a later date if it turns out the one solar light does not provide enough lighting. IV. CONSIDERATION OF MINUTES June 1, 2011 Parks & Recreation Committee Meetin$ Minutes Motion was made by Committee Member Amundsen, seconded by Vice-Chairperson Grahek, to approve the June 1, 2011 Parks & Recreation Committee Meeting Minutes as is. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS Lighting of Fla�aole at Cornerstone Park This item was discussed under Appearances. I Veteran's Memorial Plaaue Suggestion � The following was suggested: Honoring all those who have served & protected our freedom. 'I The committee likes the verbiage, but would like the input of a Veteran, perhaps Mr. Hathaway. It was felt this honors all who have served, not just those who died. The committee would like Mr. Faust to contact the VFW or a Veteran(s) to get their opinion on the wording of the plaque. Consideration of Centerville Lion's Special Use Permit � Fete des Lacs The committee reviewed the Special Use Permit submitted by the Centerville Lions for Fete des Lacs and only had one concern; the section completed by the police refers to the same service `as in past years' which is not clear to those who do not know what service was previously provided. Resurfacing Eagle Park Tennis Court Mr. Paul Palzer, Public Works Director, presented the committee with two bids for resurfacing the tennis court at Eagle Park. Council Member King questioned whether there was a regular maintenance schedule for the court and timing of expending funds for this project. Chairperson Branch explained that the tennis court was installed more than ten years ago and has received little to no maintenance; however, , resurfacing has been discussed previously and not budgeted until 2011. It is felt that if minimal maintenance in not provided at this time, the court will continue to degrade beyond the point of 2of5 I Pazks & Recreation Committee Meeting Minutes 07-06-11 maintenance and a total reconstruction would be needed. The committee discussed the submitted bids and felt that Court Surfaces & Repair would provide a more extensive resurfacing procedure than Lee's Sport Surfacing. Motion was made by Committee Member Amundsen, seconded by Chairperson Branch to recommend to City Council acceptance of the submitted bid from Court Surfaces & Repair, Inc. for $3,690 to resurface the tennis court at Eagle Park. All in favor. Motion carried unanimously. Movies in the Park — Select Movies & Eauiument Committee Member Peterson felt the committee should attempt to find a sponsorship for Movies in the Park to help offset costs of a higher lens projector. With the projector used last fall it was difficult to see anything on the screen until the sun actually went down and this could be improved on with a different projector. Committee Member Peterson is also trying to figure out how to have the movie in the hockey rink as sitting in the grass was undesirable. The movie in 2010 was projected onto the warming house overhang. The cost will be reduced this year because of the purchase of the PA system, only some of the equipment will need to be rented. The movie itself is the most expensive part. Chairperson Peterson suggested letting Creative Kids pick out the movie(s). Bulletin Board Color for Kiosk Mr. Greg Burmeister, Trail Project Manager, asked that the committee look at colors for the kiosk cork I board and make a recommendation. Ms. Stephan had inquired as to whether the color will fade in the sun and it will, so this affected the choice the committee made. Instead of going with a darker color, they selected light blue which should fade less and somewhat matches the color on the City Logo. Ms. Stephen will pass this information on to Mr. Burmeister. Festival of the Lakes 8K Run/Walk/Skate I Free Comfort Yoga as Part of Fete des Lacs was added to the agenda as information to the committee. !, Ms. Thia Casanova will be offering a free yoga session in Hidden Spring Park from 3— 4 p.m. on Saturday, July 30�' and would like to be included in any advertising that is done for Fete des Lacs events. Chairperson Branch stated it was too late too include this item in the adds which will go in the paper as the final copy has been sent already, but there are other venues such as the web site. Fire Department Waffle Breakfast Fund Raiser was added to the agenda for consideration in adding to the Fete des Lacs advertising also. The Fire Department Committee responsible for the open house and associated events being held on Saturday, July 30�` is also meeting Wednesday, July 6th so a schedule of their events will not be available until Thursday, July 7�'. Chairperson Branch is concerned about the low numbers registered for the 8K Run, In-Line and Kids Fun Run. T'he committee discussed various other ways of advertising and encouraging early registration. VI. UPDATES � Irrigation Svstem at Laurie LaMotte Memorial Park 3 of 5 Parks & Recreation Committee Meeting Minutes 07-06-11 Mr. Paul Palzer, Public Works Director informed the committee that the installation of the irrigarion cannon system will begin July 18, 2011. The Committee questioned whether this would at all interfere with Fete des Lacs? Committee Member Amundsen also stated there is dead grass that probably will need to be replaced. Consideration of Reserving/Renting of Parks Committee Member Seeley felt the fee to reserve/use a park should be kept minimal, but the deposit for cleanup should be higher, for instance $25/$150. She stated the biggest problem Anoka County Parks has is this mess left after an event. A lengthy discussion was had as to whom to chazge, how to charge, and the reasons behind possibly charging for use of the parks. The comrnittee tabled this item until the next scheduled meeting for further discussion. Bald Eagle Water Ski Shows Bald Eagle Water Ski Club sustained damage to their jump during the July l storm but are repairing it. Large trees also fell on the Trailside Park property during the same storm. The trees are owned by St. Paul Water Utility who will have them removed from the property. There is concern about seeing more lake shore erosion with the loss of the big trees on the shore. Thursday, July 7th will be the ski club's first show. Music in the Park A practice session was held Tuesday, July 5�' with Mr. Tom Lee's Band and the City's PA system. � Committee Member Amundsen, Committee Member Peterson and Vice-Chairperson Grahek set up and operated the equi�ment. Mr. Lee will assist with the set up for the first Music in the Park event on I Tuesday, July 12 . Ms. Stephan requested a committee member take responsibility for each Music in I the Park event to insure there was at least one member available to greet the band, show them where the j performance would be, deliver the payment and be responsible for set up and take down of the , equipment. There are also 2 events where ice cream and popcorn will be available to the residents at the � performance. July 12 BBB Jazz Combo Committee Member Peterson July 19 Rusty's Rocking Jamboree (Popcorn & Ice Cream) July 26 Mean Gene & the Woodticks August 9 BBB Jazz Orchestra Committee Member Seeley August 16 Tom Lee (Ice Cream) August 23 7 Cats Swing Committee members needed to check their schedules before committing to an evening. Signage for Trails Chairperson Branch and Committee Member Seeley continue to gather information to present to the committee, both from Anoka County Parks and other cities. Chairperson Branch would like to make this an Eagle Scout Project if possible. Concession Stand at Laurie LaMotte Memorial Park 4 of 5 Parks & Recreation Committee Meeting Minutes 07-06-11 Mr. Mike Jeziorski, Finance Director updated the committee with the following: The little league base8all season has been extended and as such the Concession operation will be extended too. The anticipated final concession stand operation date is 7/21/I1. I know everyone is eager to see the operating results for the concession stand through June, but more than likely I won't have these completed until 7/S/11 so I will forward those onto you when they become available. The committee has been discussing the possibility of a trailer of some sort for recycling cans. There was concern this might be a violation of the City's Waste Management contract? Ms. Stephan will do further research and report back to the committee. Item will be added to the August Agenda. Moving of the Garage to Laurie LaMotte Memorial Park The Fire Department garage has been moved from the old Public Works site and was set into place at Laurie LaMotte Memorial Park on 6/30/11. DNR Tree Grant Mr. Mike Jeziorski, Finance Director, reported to the committee that the trees have been planted and staked. The staking was a DNR requirement. The DNR will be doing a final inspection and confirming the teims of the grant have been met. The reimbursement request has been completed and sent into the DNR so we anticipate receiving reimbursement sometime in July. Committee Member Amundsen said there are two different views on staking trees and not every one agrees sta.king is a good idea as it can have a tendency to actually make the trees weaker. It was suggested the stakes are left for a year and then removed. Trail Proiect The trail project is suspended with the State shutdown. All equipment has been pulled, but the contractor �� is still monitoring erosion control. Ball Fields Additional Fencing At the previous committee meeting the committee discussed the possibility of using some of the ball fence from Waterworks to reduce the numbers of foul balls that are landing inside the spectator area. Mr. Defoe had previously offered the fence to the City. Committee Member Peterson went to look at the fence and said the Waterworks ball field fence has a four foot overhang, Laurie LaMotte Park would need three of these. There was some discussion on whether it would be possible to make what would be needed or buy as an attachment. VII. Transcribed by Kim Stephan 5 of 5 � � � � � °��� � i �; ���` TO: Honorable Mayor & Council Members FROM: Staff SUBJECT: Eagle Park Tennis Court Resurfacing Project DATE: July 8, 2011 The Parks & Recreation Committee reviewed two bids for the resurfacing of the tennis court at Eagle Park—the two bids were Court Surfaces & Repair at $3,690 and Lee Sports Surfacing, LLC at $3,400. , After review of the bids, the Park and Recreation Committee recommended going with Court Surfaces & Repair at $3,690 as they believed the service was more �, comprehensively laid out in the bid and only $290 more in cost. That said, City Staff (Mr. Palzer, Mr. Larson, and Mr. Jeziorski) recommend awarding the service to the I lowest bidder as they believe the bids were comparable and that the same outcome would be reached and at a lower cost. I TO: Parks & Recreation Committee FROM: Kim Stephan DATE: July 26, 2011 SUBJECT: Updates Lighting of Flagpole at Cornerstone Park There is an estimate from Rivard Electric obtained by Mr. Palzer for flag pole lighting. Discussion between Chairperson Branch and Mr. Paul Palzer: Paul, � We need your advice and guidance on when we should allow Rob to proceed with the flagpole. We have had at least a two week delay on the construction of Cornerstone Park due to the State shutdown. I I would think that we should wait until Cornerstone Park is graded and the landscape is complete. We don't i have to wait until all of the landscaping is done but the walks, etc, should be in. Do you agree? I My gut reaction is that we should call Rob and tell him that due to the delays in construction we need to delay his project, but we need to give him some idea of when he might be able to get into the park. Either Kim or I could make that ca11. But we need to know when he might expect to be able to start. Pat i Pat, � All of the grading work that was to take place was under the alternate that was not approved by the Council, so no grading work will be taking place except for moving the driveways and removal for the concrete. Veit needs to place a test section of colored concrete for approval and Greg and I thought it might look good around the flag pole area. There would be enough for a 12' diameter circle with a 2-3' hole in the center to install the flag pole, unless Rob can coordinate this with the contractor. What are your thoughts? Of course the contractor has the option to put it in place, but the color may not match well with a separate batch. I expect the contractor to install this test section next week. Paul Email correspondence from Chairperson Branch to Mr. Rob Faust: We have several issues to resolve: Issue #1 — Location: Paul Palzer has marked the location with a pink stick. I don't think the location is a real issue, but the three of us need to be sure we have found the same location Issue #2 — Timing: As you know the State of Minnesota shut down has impacted the larger T&E Project. I would think that their delay would also delay your project. Paul was a bit more optimistic, but there does remain an open issue. Issue #3 — Concrete: The T&E contractor has to do a pour a test area of concrete and it needs to be the same color as the rest of their project. Paul is suggesting to the contractor that they do their test pour on your site. That could same you some work and_ enhance the overall out come. However, the contractor has latitude as to how he does that test. Issue #4 — Lighting: I am still not convinced that the solar lights will be satisfactory and have proposed another solution of placing the lights on the existing street lamp poles. I asked the Mr. Mike Jeziorski, Finance Director, if the Park Programs line item was where the Skate Nights and Movies in the Park were to come from and he answered, `you are going to want to double check with , Chairperson Branch, but this is what I have down from my notes. My name is Brian Peterson; I serve on the Centerville Parks and Rec Committee with Pat Branch. You may know that in Sept we are having "Movies in the Park". Last year was our first year for this event. Since I am not very familiar with children's movies, I found sedecting a movie title to be the most d�cult part of the program. I am wondering is you would be willing to assist us in the selection of a movie title? Perhaps the children could even participate in the selection but I would leave that to your discrerion. My thought is that participating in the movie selection could be a fun activity for the children, increase our audience participation and provide us with a better title selection. Since the Movie is being shown in public and outdoors, there ends up being several licensing issues that make the movie selection more difficult. Our vendor and myself can assist in navigating those issues. Some movies may not be shown outdoors at all, I believe some movies may only be shown outdoors at certain times of the year and pricing is of course different for movies. Music in the Park Committee Members need to commit to an event for the remaining performances. There is no event on August 2 as it is National Night Out. All of the remaining performers will be using the PA system so a Committee Member who knows how to use the equipment will need to be present at these events. We will need 6 folding chairs for the BBB Jazz Orchestra. I will commit to picking up the ice cream for Mr. Lee's event. August 9 BBB Jazz Orchestra Committee Member Seeley August 16 Tom Lee (Ice Cream) August 23 7 Cats Swing One of the last pieces of equipment needed for the PA system is a`snake,' defined as follows: Music venues, concert halls, and recording studios also use a thicker, hose-like cord called a snake cable (or I a"snake'), which consists of a bundle of many individual cables with patch bavs at either end so that audio gear can be connected. The patch bay is a flat panel of audio connectors where XLR cables (often both "male" and 'female') and 1/4 inch jacks can be plugged in, The "snake" cable makes setup more convenient, I because if a sound engineer did not have a"snake'; she or he would have to run 20 or 30 individual I microphone and instrument cables from the stage to the mixing booth. The cables could get tangled or mixed up, and it would be hard to know, when faced with 20 connectors at the end of the cable run, which cable was associated with which microphone or instrument. The patch bay is numbered, so that the engineer can note which microphone or instrument is plugged into each numbered connection. I City Council approved $2700 for the PA system and $2,484.35 has been spent, leaving $215.65. Vice- I Chairperson Grahek has been discussing this with Mr. Tom Lee and looking at equipment on Craig's List. Per Finance Director this can be purchased by a committee member as long as it is within budget and the � amount reimbursed by the City. A PO should be gotten through the City Clerk with vender, what are you buying, what is it for, and how much supplied. We should have this equipment by the August 9�' performance if possible. Irrigation Svstem at Laurie LaMotte Memorial Park Mr. Greg Burmeister reports the irrigation contractor started Monday, July 25th with system layout and anticipates a 3 week completion. RecvclinS of Aluminum Cans at Laurie LaMotte Memorial Park P&R has been talking about an idea proposed by Mr. King to set up an aluminum can collection point as a fund raiser for the parks. The discussion raised a concern that if we do set up an aluminum collection point are we in violation of any contractual agreements with Waste Management. The City Clerk researched the contract we have with Waste Management and discussed it with our representative and it is not violating any part of our contract. There is also potential for SCORE Funds to pay for a portion of this program. Concerns from Committee Member Peterson: I had a couple of thought today on the can recycling topic that I wanted to share. Here were some concerns which I was trying to overcome. I think the typical "Can Trailer" that I have seen is unsightly and just plain ugly. Also I think a trailer would be expense and take a good deal of time to recoup the cost. Trailers are not cheap and add to that the cost of some custom welding to build a cage and now it is likely very expensive. For these reasons, I am opposed to a"can trailer" My suggestion is that we build or have built for us, a large wooden box to hold the cans. I suggest this because it could be painted and look a lot nicer than a wire frame trailer. The cost would also be significantly less money. My suggestion is based on the, assumption that public works could use their equipment to lift this box full of cans onto a trailer for one of us to take to the recycler. I am also assuming they have a trailer which could be used. Informational email correspondence from Committee Member Peterson: I also noticed an article in the local newspaper (I forget which one), where a pop can trailer was stolen in Hugo. It is a good heads up for us on this topic. However, what was most interesting to me was the article stated the trailer belongs to National Recycling, Inc. I believe the trailer was at a school. This leads me to believe that a NRI lent the trailer to the school if they brought the cans to them. If we pursue the can recycling, this is something that we should look into. Concession Stand at Laurie LaMotte Memorial Park There was surplus inventory from the concession stand which will be donated to the Parks & Recreation Committee for their use. The supplies are mostly soda and water which Chairperson Branch felt could be used for the 8K Run or Music in the Park. Financial reporting from Mr. Mike Jeziorski, Finance Director regarding the Concession Stand: Here is where the concession stand operation stands as of today - 7/2S. Again, we still anticipate having a few more expenses trickle in, but we should be really close to breaking even when everything is said and done. Concession Operation — 25% of profits go to Lions: Donations: $1,475 Sales: $2,588 Initial Outlay: ($699) Cost of Goods Sold: ($831) Net: $776 Wages: ($1,468) Supplies ($158) Net: $131 Trail Prniect Mr. Greg Burmeister reports Veit has again started work on the trail with clean up after the shut down. They are working to complete the storm sewer construction on CASH 54 and adjacent areas; also they have started on construction of the retaining walls. We have our first weekly meeting Tuesday, July 27th and I should have a better idea of schedules. Skate Park Usage/Securitv Cameras Following is email correspondence from Mr. Paul Palzer, Public Works Director: Just an update and question for Parks & Recreation. We have noticed about an 80% drop in use of the skate park during the day since we installed the surveillance cameras at the park. Has anyone else noticed less activity there during the evening hours? Future Easle Scout Proiects Email correspondence from Chairperson Branch sent to Mary Capra: If the Boy Scouts are open to the City recommending Eagle Scout projects, I have a list of four projects I hope a Scout finds suitable 1) Park and Trail signs similar to those used by the County. We have a couple of proposed sign designs that keep the budget reasonable. Still this may exceed the funds the Scout has available. if that is the case, I believe that I could find a way to share the cost between the Scout and the City. 2) For Trailside Park (where the Bald Eagle Water Ski Show performs) a11 we really want there is one or two benches that can be accessed from the existing county trail. Because of the hill this could be a little complex and the two benches could become to projects 3) We need an irrigation system in Cornerstone park. Paul says if a Scout puts the system in place he will connect it to a water source. The value of this project is to protect the value of the landscaping that will be going into that new park without placing an undue burden on the City staff. 4) I still do not have a specific plan, but we need to place some form of historic marker in our parks that acknowledges the history of the Native Americans and the early settlers in our town. Can you help match a Scout to one or more of these suggested projects?
