Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regulazly
meeting on July 5, 2011, at 6:30 p.m.

I. CALL TO ORDER. The meering was called to order by Chairperson Mosher.

1. Comprehensive Plan Alignment — Zoning I
R-2 (Single Family Residential) Change to M-2 (Mixed Use) II
There was much discussion about the proposed change. Commissioner Larson
suggested that the commission go back and revise the plan to eliminate this change.
Motion bv Commissioner Wood, seconded bv Commissioner Mosher to auarove the
findin¢s and recommendation for auproval of the rezonina. Votina in favor: Mosher
& Wood. Votina asainst: Larson. Commissioner Montain abstained. The motion
failed.
rv. NEW BUSINESS.
1. Commission decision regarding which industrial uses in the azea rezoned to B-1
that qualify for Interim Use.
Motion bv Wood that the Commission sonrove findinas and Decision Related to B-1
Interim Use Status. Motion seconded bv Commissioner Larson, all present voted in
favor. Motion carried.
2. Amend City Code as it relates to granting variances.

It was noted that recent legislation passed into law by the State modifies variance authority
of Cities. The change will necessitate a modificarion to the Zoning Chapter of City Code
to conform to the State law.

aresent voted in favor. Motion carried.

FSndingt and Recommendatlon for Rezoning from R-2 bo M-2
The Planning & Zoning Commission met on , 2011, to consider rezoning
certain property in sccordance with the 2030 Compreh�sive Plan, guided uses.
Findings:
1) The City adoptcd its 2030 Comprehensive Plan on August 26, 2009.
2) The 2030 Compreheusive Plan provided guidance for fut�ae laad uses in several parts
of the city.
3) The City is tequirad to briag the Official Zoning Map into conformance with the ,
iatdided uses as indicated by the 2030 Comprehensive Plan.
4) The Planning and Zoning Commission identified apecific properties that would be
affected by the proposed changes to the Official Zoning Map.
5) The owners of pmperties affectod by the proposed changes were notified by mail, and
published notice of the City's intcntion to amend the Official Zoning Map was given
as required by law.
6) A public hearing was held on May 3, 2011, at 6:30 p.m. and aU peisona desiring to
offer comments and teatimony were heazd aad written comments were considered aad
placed in the record.
RECOMMENDATION:
The Planning & Zoning Commission has determined that the following propeRy should
be rezoned from R-2 to R-3 and that the Of�cial Zoning Map should be amended.

The Commission recommends that the council approve iffi findings and recommendatioa
aad further that the Council adopt an otdinance amending the Official Zoning Map
accordingly.
