PRESENT: Mayor Tom Wilharber Council Member Ben Fehrenbacher Council Member Steve King Council Member D. Love Council Member Jeff Paar ABSENT: City Attorney Kurt Glaser STAFF: City Administrator Dallas Larson City Engineer Mark Statz I.CALL TO ORDER Mayor Wilharber called the meeting to order at 6:30 p.m. II.PUBLIC HEARING(S) None scheduled. III.APPROVAL OF AGENDA Mayor Wilharber reviewed the set agenda with Council. Motion by Council Member King, seconded by Council Member Fehrenbacher, to approve the Set Agenda as presented. All in favor. Motion Passed Unanimously. IV.APPROVAL OF MINUTES 1.June 8, 2011 City Council Meeting Minutes Motion by Council Member Love, seconded by Council Member Paar, to approve the June 8, 2011 City Council Meeting Minutes as presented. All in favor. Motion Passed Unanimously. 2.June 8, 2011 City Council Closed Executive Session Meeting Minutes Motion by Council Member Fehrenbacher, seconded by Council Member King, to approve the June 8, 2011 City Council Closed Executive Session Meeting Minutes as presented. City of Centerville Council Meeting June 22, 2011 V.CONSENT AGENDA 1.City of Centerville June 9, 2011 through June 22, 2011 Claims (Check #26445-26458) & Voided Checks #26423 & 26411 w/Replacement Checks #26443 & 26444 & 26444& Check #26459-26473 (Page 7a-7b) 2.Centennial Fire District Claims through June 3, 2011 (Check #4835-4850) 3.Centennial Elementary PTA Request for Bingo Permit for November 4, 2011 & March 2, 2012 Events Motion by Council Member Paar, seconded by Council Member King, to approve the Consent Agenda as presented. All in favor. Motion Passed Unanimously. VI.AWARDS/PRESENTATIONS/APPEARANCES 1.Mr. Greg Kieselhorst, Centerville Lions – Festival Permits & Waiving of Fees Mr. Kieselhorst requested that the Lions be issued various permits for the annual Fete des Lacs events also be considered for a Gambling Permit (LG220) allowing the raffle to be held on Sunday, July 31, 2011 at 3:00 p.m. Mr. Kieselhorst also requested a modification to the dates of the Transient/Peddler/Solicitation Permit to commence June 23 – July 30, 2011. Motion was made by Council Member Paar, seconded by Council Member Love, to approve all of the Centerville Lion’s Festival Permits & Waiving of Fees as presented including a permit for the raffle. All in favor. Motion Passed Unanimously. VII.OLD BUSINESS 1.Xcel Energy Franchise Ordinance – Tabled From Previous Meeting The Council again tabled action on a franchise ordinance for Xcel Energy, as the power company has not approved the draft as Xcel has not agreed to the terms of the fanchise. 2.Consider Turning Off Part of the Downtown Street Lighting Administrator Larson stated that the Centennial Lakes Police felt that there would not be any safety concerns if Council chose to decrease the lighting in the Downtown area along Main Street (CSAH14). The savings will be approximately $300 per year. Council Member Paar stated the lighting and the colored concrete were intended to attract businesses to the downtown area and while he appreciates the $300 savings he believes turning the lights off is a detriment to the downtown area. Motion was made by Council Member Fehrenbacher, seconded by Council Member Love to approve Turning Off Every Other Street Light to Conserve Energy. Ayes – 4, Nays – 1 (Paar) Motion Carried. Stormwater Drainage Problem – East of Centerville Road Between Center Street & Meadow Circle Residents were in attendance to discuss an ongoing drainage problem affecting their properties. Mr. Cameron Letourneau, 6983 Meadow Circle spoke for his neighbors stating they were just looking for some ideas and possibly some help to fix the problem. City Administrator Larson stated Mr. Paul Palzer, Public Works Director, had said the city had cleaned the ditch in this area of growth affecting the drainage 3-4 times over the last 15 years. Property owners felt that the main problem appears to lie within the triangle of cat tail growth between 6956 Meadow Court and 6975 Meadow Circle. City Administrator Larson stated the ditch is clearly City responsibility, but the wet rear yards in the area to the north is not typically a city responsibility. Any work by the city would depend upon available money in the Stormwater Fund. A lengthy discussion was had as to potential ways to fix the drainage. The Council directed staff to look at the drainage issues north of Center Street to Meadow Circle and Meadow Court and to suggest some options to solve the problems. VIII.NEW BUSINESS 1.Minnesota DEED “Shovel Ready” Certification Application – Lots 2 & 3, Block 1, Clearwater Business Park Administrator Larson briefly reviewed the application with Council and requested their support. This program promotes sites that have advanced in the process and are ready to being developed. The net cost after a reimbursement of the application cost from Connexus would be about $3,400 and these costs would typically be incurred anyway prior to a sale for the phase one environmental and title work. Connexus intends to fund the application fee for two communities in 2011 and two in 2012, with only one community selected at this time. There was some discussion as to whether to Council wanted to answer yes or no to the LEED Certified Site Requirement and the Council opted for no. Motion by Council Member Fehrenbacher, seconded by Council Member Paar, to approve the MN DEED “Shovel Ready” Certification Application for Lots 2 & 3, Block 1, Clearwater Business Park as Presented with ‘no’ Selected in the LEED Certified Site Requirement box. All in favor. Motion Passed Unanimously. IX.ANNOUNCEMENTS/UPDATES Administrator Larson informed Council that Anoka County Parks is still planning on connecting to Centerville sanitary sewer, even though neither Metro Sewer nor the City would waive part of the sewer connection fee. A joint powers agreement with Anoka County and Lino Lakes to cover the issues will be presented to council soon. City Engineer Statz updated Council on the Trail Project and how it may potentially be affected by a State shutdown. The contractor will be ready to asphalt the trails on LaMotte Drive, Page 3 of 4 City of Centerville Council Meeting June 22, 2011 Heritage Street, Sorel Street and Mill Road early or mid July. MNDOT may be able to work through a shutdown on some aspects of the project, but may not be able to inspect blacktop or concrete. Council discussed briefly the possibility of hiring an inspector outside of MNDOT to provide material certification on asphalt and concrete. City Engineer Statz also informed Council he was waiting for an update from MNDOT on the problem with the colored concrete on Main Street and Centerville Road. Council Member Paar reported there was Fete des Lacs meeting on Tuesday, June 21 attended by representatives of the Ham Radio Club, Police Department and Centerville Lions to discuss and coordinate events. Budget Work Session was scheduled for the July 27, 2011 Council meeting following the regular meeting.
