An expanded "Week in Review" to commemorate the 50th Edition
Development gradates
Senior Housing - Five units have been sheet - rocked. Attached is
a schematic of the design for the entrance sign for this project.
The application has been sent in to the M.S. Society for
charitable gambling funds for ADA reimbursable items.
Lakeland Hills - I spoke to Mike Black on Tuesday to receive an
update on this development. They had over 200 people pass
through their model home on Sunday. The model home is listed for
$249,000. He indicated they have commitments on 8 -10 lots. We
received our second permit application for this development.
There are three additional lots staked for homes at this time.
He indicated that one of the homes being proposed on the Creek
would be over a $300,000 total package. They will be bringing in
a copy of their entrance monument design this spring.
Willow Glen - There are 38 units that have had final inspections
in this development. They plan to request building permit # 8 in
the near future.
Eagle Pass - This project continues on a slow, but steady pace.
The development is turning out to be a unique, attractive
subdivision.
Acorn Creek II - This project should be finaled out this year.
Clearwater Meadows - This project should be finaled out this
year.
* Ken Cook returned to work on Tuesday. Welcome back Ken!
* I had an interesting meeting with the school board
superintendent on Tuesday. Mr. McClellan indicated that the
school board was considering finding sites for two buildings
that would be constructed as locations for Kindergarten
classrooms. Mr. McClellan would like to build one building on
the west edge of the district and build one building in
Centerville. The district could construct the buildings
themselves, or enter into a long term lease, if someone else
wanted to construct the building. Mr. McClellan indicated
that the buildings would probably not be needed in 10 to 12
years. He would like to see the buildings constructed in a
manner so that the buildings could be converted to a
commercial usage in the future. He estimated a building need
of approximately 15,000 to 20,000 square feet. I suggested
several sites that may be appropriate in Centerville. He was
going to take this information back to the school board.
One location that I suggested was the old City Hall site.
* Visu -Sewer was in the community this week jetting and
televising approximately 5,000 lineal feet of sanitary sewer.
The sewer lines looked to be in good condition. There were
some areas that were suspect for sump pumps discharging into
the sanitary sewer. Approximately thirty new leakproof sewer
manhole lids have been ordered and installed in areas where we
have had inflow into the sanitary sewer.
* Paul, Tim and Robert completed defensive driving classes.
* The Rice Creek Watershed District is planning to have a public
meeting at 7 :00 on March 18th at City Hall to discuss their
plans to treat Centerville Lake this fall with alum to improve
the water quality. They have mailed notices of this meeting
to property owners surrounding Centerville and Peltier Lakes.
* The Request for Proposals for Engineering Services have been
sent to the following firms : Bonestroo, Rosene, Anderlik &
Assocs., Inc., Short Elliot Hendrickson Inc., TKDA, H.R.
Green, BRW, Bolton and Menk, Hakanson Anderson Associates,
Inc.., OSM, Rieke Carroll Muller Associates, Inc., Mccombs
Frank Roos Assocs. Inc., and RLK. The deadline is April 6,
1998 at 4:OOPM.
* Training continued on the Banyon Accounting software. The
payroll component has been installed and is operational. The
training for the Fund Accounting component is scheduled for
March 11th.
* The date for the MN Design Team screening visit has been set
for April 17.
* A meeting was held with representatives from Lino Lakes in
regards to the water interconnect, the 21st Avenue Joint
Powers Agreement and the rates they will charge businesses for
utility services located outside of their corporate
boundaries. Substantial progress was made on each item.
Complete details will be discussed at the next Council
meeting.
* Well monitoring in connection with the wellhead protection
program is being conducted this weekend.

INTERCONNECT AGREEMENT
CONTRACT FOR JOINT USAGE OF WATER FACILITIES
BY AND BETWEEN THE CITY OF LINO LAKES AND
THE CITY OF CENTERVILLE, ANOKA COUNTY, MINNESOTA
THIS AGREEMENT, made and entered into this _ day of 1998, by
and between the City of Lino Lakes, a municipal corporation, situated in Anoka County,
Minnesota, hereinafter called `Lino Lakes ", and the City of Centerville, a municipal
corporation, situated in Anoka County, Minnesota, hereinafter called `Centerville ". Both Lino
Lakes and Centerville have the authority to enter into this agreement pursuant to Minnesota
Statute 471.59.
WHEREAS, Lino Lakes has constructed a water system capable of providing
emergency and peak demand water supply service to Centerville, and Centerville is
considering water system improvements including the construction of an elevated water
storage tank and trunk watermains.
WHEREAS, until this water system in Centerville is fully developed with source,
distribution, and storage capacity, this area can be more effectively served by interconnection
with the Lino Lakes water system.
WHEREAS, after the completion of the Centerville water system a more reliable water
supply in both Lino Lakes and Centerville would result from the interconnection between the
two communities; water systems.

SECTION 1 . J QENERAL CONDITIONS
1. fn consideration of the covenants and agreements herein set forth, Centerville
shall construct a water system connection to the public water system of Lino Lakes subject to
all terms, conditions, and provisions of this Agreement as hereinafter expressed.
2. Water flow recording meters shall be installed at the interconnection line for the
purpose of measuring the flow from the Lino Lakes water system into the Centerville water
system and the flow from the Centerville water system into the Lino Lakes water system.
3. Lino Lakes shall have ownership and be responsible for operation and
maintenance of the water line located within the corporate boundaries of Lino Lakes.
Centerville shall have ownership and be responsible for operation and maintenance of the
interconnection line, metering manhole, and appurtenances of the water lines located within
the corporate boundaries of Centerville.
4. Centerville shall commence with the design of the metering manhole within 60
days of the date of agreement. Centerville shall, within nine (9) months from the date of this
agreement, construct and have operational the metering manhole.
5. The meter shall operate automatically according to an agreed upon telemetry
system to provide each City with water during an emergency condition.
SECTION 2, CHARGES
Each of the meters installed pursuant to this Agreement shall be read at the end of each
calendar quarter. The city with the greatest net flow will bill the other city, by the 10th of the
month following the end of the calendar quarter, for the amount due based upon such excess
flow. Payments for water usage shall be at the current respective City residential water rate at
the time of billing, including any flat rate that shall be calculated by dividing the total water

used by the average water consumed per household. Payments shall be made on or before the
20th day of the month following the end of the quarter, and shall be administered by current
city ordinance. Centerville shall pay for project costs, including construction costs, pre -
engineering, and construction engineering, for the Centerville meter vault systems. Lino
Lakes shall pay for the cost of the Lino Lakes control systems.
SECTION 3 WATER STANDARDS AND CONSTRUCTIO N
1. Lino Lakes and Centerville agree that they shall exercise reasonable care to
prevent toxic or harmful substances from contaminating the water supply of either party. Each
city's water supply shall provide clean, safe, potable water. On a yearly basis, each city shall
supply the other city with copies of yearly analytical test data from the Minnesota Department
of Health, Division of Environmental health. In addition, on a yearly basis, each city shall
supply test results from a recognized testing lab, whose analyses were performed by EPA or
other recognized standard procedures. There shall be results provided for hardness,
manganese, iron, and volatile organics. If either city allows volatile organics to be discharged
into the water system, such items shall be eliminated by the responsible city. Failure to
comply with this section shall be ground for immediate termination of the water exchange
system.
2. The designated place of connection of the water system of Centerville with the
water system of Lino Lakes is designated as the intersection of 20th Avenue and Cedar Street.
In the event either party feels the expansion of the water system within the city's boundaries
will adversely impact its ability to supply water to its residents, it may elect to terminate this
Agreement upon three (3) years written notice. Lino Lakes shall waive any permit application
or fee for work in utility easements or connection.

3. All watermain construction within Centerville or Lino Lakes shall meet the
most recent City Engineers Association of Minnesota "Standard Utilities Specifications for
Watermain and Service Line Installation and Sanitary Sewer and Storm Installation." Neither
party shall substantially change the specifications for any parts of the water system which
would be interconnected between the cities without the notification of the other.
SECTION 4 INDEMNIFICATION
Each parry agrees to indemnify the other and save the other harmless from any and all
claims or demands for damages arising out of or which may result from the water supply
pursuant to this Agreement, and from the use, installation, maintenance, and repair of its
facilities as set forth in this Agreement.
SECTION 5 TERMINATION
In addition to the termination provisions in Section 3, either city shall have the right to
cancel this Agreement on account of any violation of the terms and conditions of this
Agreement by the other city by first giving thirty (30) days written notice to the other party of
such violation and a failure to correct the violation within said thirty (30) day period of time.
Either city shall have the right to cancel and annul this Agreement, without cause, by first
giving three (3) years written notice to the other party of such intent to cancel this Agreement,
no further payments shall be due hereunder, except obligations arising prior to the effective
date of termination. Upon such effective date of termination, the connection between the
water system of Lino Lakes and the water system of Centerville shall immediately be
disconnected.

SECTION 6 INSPECTION
1. The City Engineer of Lino Lakes or any employee authorized by the City
Council of Lino Lakes shall be permitted, at the expense of Lino Lakes, to inspect the
construction, as well as the operation, of the water system in Centerville at any reasonable
time to see that same is being constructed and operated according to the plans and
specifications and operated in compliance with acceptable municipal practice and that the
Agreement herein contained is being complied with insofar as reasonably necessary to protect
the City of Centerville.
SECTION 7 EFFECTIVE DATE OF THIS AGREEMENT
This Agreement shall take effect and be in force after the date of execution of the same
by the proper officers of Centerville and Lino Lakes, pursuant to a resolution of the governing
bodies of the municipalities, accepting and agreeing to abide and be bound by the terms,
provisions, and conditions hereof and authorizing such execution.

PROPOSED RIGHT -OF -WAY
21ST AVENUE CORRIDOR
As requested, we called Mr. Mike Sheehy of Sheehy Construction to discuss the
possibility of acquiring right -of -way along the Sheehy property, for the proposed 21st
Avenue road along the Lino Lakes /Centerville corporate Boundary.
According to Mike, he was not aware of any plans to construct a road along the 21st
Avenue corridor. I explained the plans to him, with the road proposed to be constructed
approximately 1/3 of the distance through his property from the north property line.
Mike said that they are not in favor of the road continuing along his property. He is not
opposed to the project altogether, but said Sheehy Construction constructed their
building as far back from 20th Avenue as possible to minimize potential complaints on
the use of the building and property for storage. The facility is currently used for storage
of equipment and materials. Mike said they have no plans to develop the property for at
least 10 years.
I asked Mike about acquiring right -of -way along the property boundary. Mike said they
would accept this and know that the road will eventually extend through their property.
He said they would expect fair compensation and requested that the negotiation include
salvaging and installing the chain link fence along the facility.

THE CITY OF CENTERVILLE, ANOKA COUNTY, MINNESOTA
REGARDING CEDAR STREET ROADWAY
IMPROVEMENTS AND MAINTENANCE
THIS AGREEMENT, made and entered into this _ day of 1998, by
and between the City of Lino Lakes, a municipal corporation, situated in Anoka County,
Minnesota, hereinafter called "Lino Lakes ", and the City of Centerville, a municipal
corporation, situated in Anoka County, Minnesota, hereinafter called "Centerville ". Both
Lino Lakes and Centerville have the authority to enter into this agreement pursuant to
Minnesota Statute 471.59.
RECITALS
a. Lino Lakes and Centerville desire to improve Cedar Street by constructing
street curb and gutter and storm sewer between 20th Avenue North and the Lino Lakes
corporate boundary.
b. The street shall be constructed to a mutually agreeable street section that will be
approved with the initiation of a feasibility study by the City.
C. A portion of the Project is to be constructed within the corporate limits of Lino
Lakes and a portion is to be constructed within the corporate limits of Centerville.
d. Subject to the terms hereof, Centerville is assuming full responsibility for the
design and construction of the Project to be built both within the corporate limits of Lino
Lakes and Centerville.
e. Lino Lakes and Centerville recognize and acknowledge that the Project will
benefit both Lino Lakes and Centerville.

f. Lino Lakes and Centerville will both assess the benefited properties within their
jurisdictions for a portion of the costs of the Project, all as is more fully set forth below.
PURPOSE
The purpose of this Agreement is to set forth the terms of the agreement Lino Lakes
and Centerville have reached regarding the design and construction, maintenance, and
financing of the Project both within the corporate limits of Lino Lakes and Centerville, in
accordance with Minnesota Statutes, Section 471.59.
AGREEMENT
NOW, THEREFORE, in consideration of the mutual undertakings herein expressed,
Lino Lakes and Centerville agree as follows:
1. Centerville is responsible for the design and construction of both the portion of
the Project located within Lino Lakes and the portion of the Project located within Centerville.
a. Centerville shall design the Project, administer the construction of the
Project, and conduct inspections of the construction process. Lino Lakes shall have the
right to inspect, review, and comment upon construction of the Project. Lino Lakes
shall have the right to review and approve the final plans and specifications prior to
advertisement for bids. Both cities shall have the right to approve the final plans and
specifications on future phases constructed south of the project.
b. For purposes of performing its obligations under this Agreement, Lino
Lakes hereby grants to Centerville the rights to use the streets and public ways of Lino
Lakes for purposes of constructing the Project, including any excavations necessary to
perform work incidental to the performance of this Agreement; and Lino Lakes hereby
agrees, through its departmental agencies, to cooperate to the fullest extent in the
protection of any excavations or barricades that may be necessary for the work
performed by Centerville.

2. The total cost (except those associated with the sale of bonds and special
assessments) of the Project, including, without limitation, construction costs, legal,
administrative, and engineering fees, shall be allocated between Lino Lakes and Centerville
proportionately, 50% to Lino Lakes and 50% to Centerville.
3. Each city has the right to terminate Agreement prior to award of construction
contract.
4. Each municipality shall be solely responsible for their share of the costs of the
Project. Each municipality shall be responsible for the sale of bonds, if any, and levy of
special assessments against properties within their city boundaries.
5. Lino Lakes shall pay to Centerville monthly, as certain portions of the
construction are completed, the Project amounts then due and payable for work completed.
Upon completion of the entire Project, Lino Lakes will make the final payment after receiving
the final cost statements from Centerville for the ompleted Project.
6. Each municipality shall obtain property or right -of -way easements within their
municipal boundaries prior to award of contract that are needed for the Project and the costs
shall be paid separately by each city.
7. Before this Agreement shall become binding and effective it shall be approved
by an appropriate resolution of the City Council of Lino Lakes and of the City Council of
Centerville, which shall be attached hereto as Exhibits B and C, respectively.
8. Watermain services may be extended to serve property within the City of
Centerville upon Centerville's request. Fees for connection to such services will be subject to
separate agreement.

10. The City of Lino Lakes shall maintain Cedar Street by performing annual street
sweeping, crack sealing, and pothole filling. The City of Centerville shall maintain Cedar
Street by plowing snow and winter sanding /de- icing.
11. The City of Lino Lakes and the City of Centerville will seal coat the roadway
on a 5 -7 year interval by separate cost share agreement.
12. Each city shall have the right to review and agree with driveway curb cut
locations in the other city.
13. Other projects, such as reconstruction and overlays, shall be completed by
separate agreement between the City of Lino Lakes and the City of Centerville.
IN WITNESS WHEREOF, Lino Lakes and Centerville have caused this Agreement to
be executed on behalf of their proper officers.

POLICY FOR UTILITY CONNECTIONS OUTSIDE OF LINO LAKES
1. The City Council of the city the subject property is located shall pass a resolution
stating that the property can connect to the City of Lino Lakes utilities. The
resolution shall state that any delinquent utility bills shall be paid by the city of
the subject property.
2. The City of Lino Lakes shall bill the property owner directly.
I All maintenance of the utility service shall be the property owners starting at the
point of connection to the utility main.
4. There shall be a 10 percent premium above all current connection charges and
rates incurred according to the Lino Lakes code, as determined by City Council
motion.
5. There shall be a 10 percent premium above all ongoing use charges according to
Lino Lakes code, as determined by City Council motion.
6. Any connection to the Lino Lakes system shall be subject to a review by the Lino
Lakes Public Works Director of the projected water use for the proposed
connection site. The Lino Lakes Public Works Director shall find that adequate
capacity and/or pressure is available within the Lino Lakes system or the
connection shall not be considered.

1.0 INTRODUCTION
On February 25, 1998, the Centerville City Council adopted Resolution 98-04,
authorizing a feasibility study to examine proposed street and utility improvements for
Parkview Addition, a development located east of Centerville Road and west of Eagle
Pass. The developer of the project, Mr. Rick Carlson, petitioned for the
improvements. The project location is shown on Exhibit 1.
In conjunction with this project, several watermain alternatives are being considered.
Each alternative would provide benefits to the existing and proposed system, either by
looping an existing dead end line or providing a connecting point for future watermain
construction.
This study will summarize the existing conditions, proposed improvements, estimated
construction costs, and proposed financing options for the project. Overhead costs
include administration, engineering, fiscal, and legal expenses, as well as project
contingencies.
2.0 FEASIBILITY, COST - EFFECTIVENESS, AND NECESSITY
City sanitary sewer and watermain fa ilities are located on streets adjacent to Parkview
Addition. It is therefore feasible and cost - effective to connect sanitary sewer and
watermain to these utilities and provide sanitary sewer and water services to the
proposed 42 lots in the development. It is also feasible to provide a looped watermain
system to Chauncy Barrett Gardens (a senior housing facility), which was constructed
in 1997, and to provide watermain for a future loop to the west on Center Street and
future watermain south of Center Street. The watermain would be extended from
Parkview Addition to this area. Completing these improvements in conjunction with
the Parkview Addition development would also be cost- effective and would prevent
future disruption to lots once the property is sold and built upon.
Based on information contained within this study, the proposed improvements are
necessary, cost- effective, and feasible from an engineering point -of -view.
3.0 EXISTING CONDITIONS
The area which will be developed as Parkview Addition is currently undeveloped, and
is proposed to be rezoned to R2A — Single Family Residential. This area is entirely
within the Municipal Urban Service Area (MUSA) boundary.
There is a wetland located on the east end of the property. This wetland was delineated
in the summer of 1996 by the Anoka Conservation District.

The site drains generally from northwest to southeast. Runoff then drains to the
drainage easement along the south side of the plat, then west to the ditch system on
Centerville Road. Approximately 10 percent of the site currently drains to the wetland.
Centerville Road, an Anoka County highway, runs along the west end of the plat.
Twelve -inch sanitary sewer exists along this road corridor. The Eagle Pass
development is north and east of Parkview Addition. Dupre Road, which is northeast
of the proposed Parkview Addition, was constructed as part of the Eagle Pass
development, and has 8 -inch sanitary sewer and 12 -inch watermain under the road.
Chauncy Barrett Gardens, which was constructed in 1997, has an existing 8 -inch
watermain which ends with a hydrant located just east of Centerville Road.
4.0 PROPOSED EMMOVEMENTS
Parkview Addition is proposed as a 42 -lot, single family residential development. The
proposed improvements within the plat include sanitary sewer, watermain, storm sewer,
and street construction. Other potential improvements outside of the plat include the
looping of the watermain to Chauncy Barrett Gardens, the extension of the watermain
along Centerville Road, and the construction of a bituminous path along the west side
of Centerville Road to Laurie Lamotte Park, located west of the plat.
4.1 Sanitary Sewer
The proposed sanitary sewer is shown on Exhibit 2. The proposed sanitary
sewer includes 8 -inch PVC pipe to serve the 42 lots. The sanitary sewer will
connect to the existing 12 -inch sanitary sewer on Centerville Road.
A sanitary sewer service will also be provided to the proposed east Tourville
property lot, located in the northwest corner of Parkview Addition.
The existing sanitary sewer on Centerville Road is approximately 19 feet deep.
If sanitary sewer were constructed at minimum grade to the existing sewer, the
sewer would be 16 feet deep at the most shallow point. Therefore, there will be
adequate depth to serve the homes by gravity sewer. All homes will be
constructed as split -entry homes. After development is complete, the increase in
flow to the existing sanitary sewer will be approximately .0147 MGD.
4.2 Watermain
The proposed watermain is shown on Exhibit 3. The proposed watermain
includes 8 -inch PVC pipe to serve the 42 lots. The watermain will connect to
the existing 12 -inch watermain on Dupre Road.

Watermain services will also be provided to the two proposed Tourville
properties, located in the northwest corner of Parkview Addition.
There are two alternatives for construction and extension of the watermain
through Parkview Addition. The alternatives are as follows:
4.2.1 Alternative 1 -Loop Watermain With Dead End At Senior Housing
and Loop the Watermain Within the Development
Alternative 1 is shown in Exhibit 5. The watermain within the
development would be the same as described above, but the watermain
would not dead end at a hydrant east of Centerville Road or a hydrant at
Park Terrace. Instead, the 8 -inch PVC watermain on Park Terrace
would be extended to the west then 12 -inch PVC watermain would run
north on Centerville Road. This watermain would connect to the
watermain on Parkview Road with a tee, and extend north to connect to
the existing watermain constructed with Chauncy Barrett Gardens.
4.2.3 Alternative 2- Extend the Watermain South On Centerville Road To
Center Street
Alternative 2 is shown in Exhibit 5. This alternative must be constructed
in conjunction with Alternative 1. Therefore, the watermain would be as
described in Alternative 1, with one exception. The watermain west of
Park Terrace would end at a tee on Centerville Road, and the 12 -inch
PCV watermain would extend also south to Center Street.
4.3 Storm Sewer /Storm Water Drainage/Wetland Mitigation
The proposed storm sewer is shown on Exhibit 4. Preliminary sizing of the
storm sewer has a range of 15 -inch RCP to 24 -inch RCP. These sizes are
subject to change depending on review of drainage calculations.
Catch basins will be located at low points in the streets to collect stormwater.
The storm sewer will be designed for a 5 -year storm, per City Ordinance
requirements. A 36,400 square foot (.84 acre) stormwater pond is proposed to
be located at the northeast corner of the plat. The overflow from the pond will
run along the south end of the plat (within a 20 -foot drainage easement) to the
ditch system along Centerville Road.
Approximately 10,900 square feet of the existing wetland are proposed to be
filled, and approximately 12,150 square feet are proposed to be mitigated.

4.4 Street Construction Within Development
Exhibit 6 shows the standard street cross - section for residential streets in the
City of Centerville. Geotextile fabric will be placed under the road with 20
inches of modified select granular borrow and 6 inches of Class 5 aggregate
base. Drain file will also be installed along the length of the road.
4.5 Sidewalk and Path Construction Within Development
The sidewalk and path locations are shown on Exhibit 7. Five -foot wide
concrete sidewalk will be constructed on the north side of Parkview Road. The
sidewalk will run from Centerville Road on the west to the plat boundary on the
east.
A 10 -foot wide bituminous path will be constructed from Park Circle to the park
located within Eagle Pass.
4.6 Street, Sidewalk and Path Construction Outside Of Development
There is approximately 170 feet between Dupre Road and the north plat
boundary of the proposed Parkview Addition. Therefore, Parkview Road will
be extended from the plat bo ndary to Dupre Road through Outlot B of the
Eagle Pass development. The Centerville standard street for residential streets
will be used for this extension.
The 5 -foot sidewalk on the north side of Parkview Road will also be extended
from the plat boundary to Dupre Road.
A 10 -foot wide bituminous path will also be constructed along the west side of
Centerville Road. This path will extend south from Parkview Road
approximately 250 feet, then extend west to an existing park.
5.0 IMPLEMENTATION CONSIDERATIONS
5.1 Easements and Permits
Permits from the MPCA and the Department of Health will be required for the
sanitary sewer and watermain systems, respectively.
Mattke Engineering has applied for a Rice Creek Watershed District permit for
impacts to the wetland and for storm drainage and grading plan issues.
Temporary construction easements may be required for the proposed watermain
construction along Centerville Road.

All additional work will be within the proposed Parkview Addition or within
City right -of -way.

A fee of $1,741.23 was used as the standard watermain fee for existing
properties that will be connected to City watermain. This fee represents the fee
of $1,644.91 that was adopted in 1996, increased by 5.86%, based on the
Engineering News Record (ENR) construction cost index increase for the period
April 1996 - March 1998.
5.4 Project Schedule
The following project schedule for the Parkview Addition Street and Utility
Improvements project is based upon guidelines established in Minnesota State
Statues, Chapter 429, Local Improvements, Special Assessments. These dates
may be revised as the project continues to progress through City Council
review.

6.0 CONCLUSION
The proposed project would provide City streets and utilities for the lots in Parkview
Addition. Watermain alternatives 1 and 2 would also improve the City system by
looping existing dead end lines and by providing watermain for future extension or
looping of the watermain. The estimated total cost of the project including all
alternatives is $581,937.38, with costs within the development assessed to the
developer, and some of the costs outside of the development assessed to adjacent
property owners.
Based on the information gathered and the analyses presented, the proposed
improvements are feasible from an engineering point -of -view.

RE LaMotte Park Revision
A revised plan for LaMotte Park was unveiled at the last meeting
of the Park and Recreation committee. The new plan received
overwhelming support from the committee. The plan will be viewed
and discussed at the next Council meeting. The sketch plan was
created by a landscape architect from the firm of Hoisington
Koegler. The new plan reduces wetland impacts, incorporates
three ball fields, playground equipment, a larger pleasure
skating rink, two soccer fields and an expanded parking area.
There are many advantages of thi new concept over the old
design. The new plan will result in a significant cost savings
over the old design. If the Council supports this revised sketch
plan concept, a proposed budget and potential timeline for
development could be further investigated.

the tally of actual expenditures and revenues. The City is waiting for final recommendation
from Carolyn Drude to release the funds. This is the final action required on the

Using the above numbers as City costs, the revised developer- financed project cost is
$417,751.44. This results in an assessment credit to the City of $8,191.60.
ASSESSMENTS
Several assessments were levied to finance this project. The Developer was assessed
$13,310.72 for each of the 32 lots platted with the subdivision. Eight Brian Drive residents were
assessed $1,644.91 for water services. One Brian Drive resident (Edgett property) was
assessed $2,500.00 for a water service. The Stevens property was assessed $1,644.91 for a
water service and $3,500.00 for a sewer service. Below is a summary of the total assessments
on the project.

WHEREAS, the Church of Saint Genevieve is scheduled for an event on April 21, and August
16, 1998; and
WHEREAS, the Church of Saint Genevieve has applied for authorization for exemption from
lawful gambling license for the above mentioned days.
NOW THEREFORE, be it resolved by the Centerville City Council of the City of Centerville
that the Church of Saint Genevieve be granted approval for a lawful gambling license application
for April 21, and August 16, 1998, and that the 30 day waiting period has been considered and
that the fee be waived.

PLANNING AND ZONING COMMISSION
February 3, 1998
Pursuant to due call and notice thereof, the Planning and Zoning
Commission of the City of Centerville held their regular meeting
and three public hearings on February 3, 1998, at City Hall.
Meeting was called to order by Chairperson Kathy Welk.

MEETING CALLED TO ORDER AT 7:04 P.M.
PARKVIEW DEVELOPMENT - Public Hearing
Mr. Rick Carlson was in attendance to make a presentation on his
proposed Parkview development. Mr. Ted Mattke of Mattke
Engineering was also present with Mr. Carlson.
The subdivision is proposed to consist of 42 single family lots
that would consist of split - level, split -entry homes. The
request is to rezone the property to R2A zoning. The minimum
home values proposed would be $140,000 to $150,000.
Mr. Mattke gave a presentation on the drainage of the property.
The developer has been in contact with the Rice Creek Watershed
District and they support the developer's concept. The proposal
is to enlarge and deepen the wetland on the east edge of the
property to accommodate storm water run -off. The ditch on the
south boundary of the property would drain towards the west. The
ditch is proposed to be located on the center of the property
line between the Parkview development and the north boundary of
the Center Oaks development. The Center Oaks lots that would be
affected would be resodded at developer's expense approximately
10' per lot.
Orville Hughes, 1793 Center Street, asked how the drainage to his
property would be affected. The developer responded that the
drainage plan would not adversely affect his property.
Mary Jo Helmbrecht, 1745 Main Street, asked if the ditch on the
south side of the development could handle the run -off from this
development and asked if the Public Works Director had commented
on the tear drop design cul -de -sacs.
The developer responded that their calculations show that the
ditch could be regraded to properly drain the development and
that the Public Works Director had recommended the tear drop
design be retained in the plat design.
The homes in this development would have a 1,050 square foot
minimum on the ground floor. The garages would be 2.5 stalls
minimum. The developer would pave the trails prior to home
construction if needed, but he would prefer to pave the trail the
following year.
Linda Broussard - Vickers asked the City Engineer for a
recommendation on tree planting or a berm along Centerville Road.
Mr. Carlson commented that he would like to plant some 16 to 18
Norway Pines along Centerville Road and stagger a row of these
trees on a 20' basis. Mr. Carlson indicated that he would like
to place a monument on the east side of Centerville Road near the
entrance to this development.
Discussion occurred on the need to loop the watermain for this
project. The looping would be coordinated in the developer's
agreement. The loop would benefit this development as well as
existing developments.
Motion made by Linda Broussard - Vickers to close the public
hearing, seconded by John Buckbee. Motion carried.
Main Street /Dupre Road Bank Proposal - Roger Kolstad
Mr. Roger Kolstad was in attendance to discuss a potential bank
that would like to locate to the west of the entrance of the
Eagle Pass development. Mr. Kolstad also explained his request
to vacate Clearwater Road.
The sketch plan that was presented showed that vehicles would
enter and exit off of Dupre Road.
At this time the County has not commented on this sketch plan.
Mary Jo Helmbrecht, 1745 Main Street, mentioned she has a concern
with residential homes being blocked in by commercial. She would
like to see this area zoned for mixed use, the same as the
downtown area as proposed in the Centerville Comprehensive Plan.

Mr. Kolstad indicated that the bank would like to be open by
October 1, 1998. Mr. Kolstad estimated the building and land to
be valued at $750,000. Mr. Kolstad estimated the taxes generated
to be $33,600 per year.
Marcel Rivard, 7072 Progress Road, has concerns that only a
portion of Clearwater Road is being asked to be vacated.
Jake Shoepe, 7084 Dupre Road, has concerns that traffic would
increase on Dupre Road. He estimates that lots would sell more
slowly in the Eagle Pass development if this plan was approved.
Mr. Shoepe also had concerns regarding the safety of school
children that walk to the elementary school. Mr. Shoepe is
totally against the project and believes the outcry would be huge
if Eagle Pass was fully developed. Mr. Shoepe suggested that
maybe the Public Works site would be a more suitable location.
John Buckbee indicated he has some concerns with spot zoning. He
would encourage looking at a mixed use concept,
Mary Jo Helmbrecht, 1745 Main Street, mentioned she liked the
idea of a nice building coming into the downtown.
Motion by John Buckbee, seconded by Linda Broussard- Vickers to
close the public hearing for rezoning the potential site. Motion
carried.
VACATION OF CLEARWATER ROAD
The public hearing for vacating Clearwater Road was opened.
Marcel Rivard, 7072 Progress Road, mentioned he was in favor of
vacating the entire right -of -way for Clearwater Road.
Discussion occurred on the need to investigate that no platted
lots would be land - locked.
Motion by Linda Broussard- Vickers to close the public hearing for
vacating Clearwater Road, seconded by John Buckbee. Motion
carried.
APPROVAL OF MINUTES
Motion by Linda Broussard- Vickers to accept the December minutes,
seconded by John Buckbee. Motion carried.

COUNTY BANK
Mr. Greg Owens (County Bank President) and Mr. Mike Kraft (Schay
Architects) were present to discuss their interest in locating a
bank in the commercial strip south of Willow Glen. They are
representing a nearly $55,000,000 community owned banking group.
They would propose to construct a 3000 -4000 square foot facility.
They are primarily interested in a site at the northwest corner
of the intersection of 21st Avenue and Main Street.
They would propose a small scale residential style bank situated
on approximately 1.7 acres. The facility would have a number of
community banking amenities. The possibility could exist for
including leasable space in this building to other commercial
users. The total land and building cost estimate would be in the
range of $750,000 to $1,000,000.
Linda Broussard- Vickers would have preferred to see a common road
on the north boundary of this property to serve the commercial
lots.
John Buckbee questioned the building materials to be used for
this facility. The response was block and brick. The opening
date for this facility would be sometime in 1998.
A question was raised if both banks could coexist. The response
was that both institutions would have to do their own studies.
PERFORMANCE AUTO
Ken Strantz was present to seek input on constructing a building
on the property owned by Sonny DaBruzzi (RO -SO contracting). Mr.
Strantz would lease the building from DaBruzzi's.
J. March indicated that a water service would have to be
installed for a new building. Mr. Strantz will approach the
owner to see if he is interested in connecting to City utilities.
PARKVIEW ADDITION
The City Engineer was present to discuss his review of this
development. A meeting needs to be scheduled with the Eagle Pass
developer's to coordinate the connection of the roadways in this
development with Dupre Road in Eagle Pass.
Discussion occurred on how the determination for a 7 ton roadway
would be specified. Kathy Welk mentioned that as a member of
Planning and Zoning she has concerns with making sure that the
road specifications are adequate.

presented, contingent upon the items being followed in the City
Engineers memo dated January 30th, the Dupre Road connection
being coordinated and the watermain looping resolved, seconded by
Linda Broussard - Vickers. Motion carried.

and vacation of Clearwater Road from Mr. Roger Kolstad, seconded
by John Buckbee. Motion carried.
TOBACCO ORDINANCE
Motion by John Buckbee to set a public hearing to discuss the
proposed tobacco ordinance, seconded by Kathy Welk. Motion
carried.
Motion by John Buckbee to set the date for the March Planning and
Zoning as March 12 due to precinct caucuses, seconded by Linda
Broussard- Vickers. Motion carried.
