ADJOURNMENT WEEK JIM REVIEW Edition # 45 1 -19 -98 through 1 -23 -98 ----------------------------------------------------------------- Building permits issued this period = 2 Building permits issued YTD = 3 * A meeting was held with Rick DeGardner (Park and Recreation Director) and Marty Asleson (Environmental Coordinator) representing Lino Lakes on the subject of the "Greenway Corridor". They plan to resubmit a grant application to the Legislative Commission on Minnesota Resources. The grant was denied last year. The new deadline is the end of February. The grant request is for $500,000. This grant is proposed to be partially matched by the City of Lino Lakes, City of Hugo, the-Rice Creek Watershed District and some undetermined amount by the City of Centerville. After reviewing the grant application, it appeared to me that the grant application was in a very rough format. The application proposes to acquire approximately 360 acres of land and to develop a paved trailway of nearly 25,000 lineal feet. The entire project cost is projected to be $725,000. I would find it hard to believe that this amount coul even cover the land acquisition. The options for extending the "Greenway" through Centerville would be to place a paved path along Main Street or possibly extending a path south of Center Street along the Metropolitan Council's sewer interceptor easement. The concept is to preserve the natural environment along the creek in Hugo and to extend a paved trail from Hugo into the proposed regional trail corridors in Anoka County. I would support the concept in one of the mentioned scenario's above, but made it clear that the City would probably not support a "Greenway" all the way through the City along the creek disturbing the existing developments. A meeting is scheduled in Hugo next week on this topic and I have it on my schedule to attend. Please contact me if you would like further information on this topic. * I had a meeting with Mr. Brent Coatney of Terminal Transport and his builder RJRyan on Tuesday. All of the items that were mentioned in the last "Week in Review" on this subject were based on a telephone conversation with the owner. At our face to face meeting, all of the same items were reiterated. They would like to build a 15,000 square foot building comprised of offices and shop space. The building would be block or concrete. The builder had brought pictures of similar buildings that they have erected and they were all very attractive. The builder wanted copies of our design standards which we provided. The owner is very interested in Centerville because of our location, freeway access and proximity to their major accounts. They will be working with the owner to try and acquire this site. * Our cable access equipment blew up during our last power outage. We had the cable commission technician look at the equipment and he indicated that it could be the keyboard or the modulator that was damaged. He indicated that they did not have the ability to solve the problem themselves and referred us to a technician from the White Bear Lake system. We are exploring the costs of repairing our current system. The equipment we now use is original equipment dating back to when the cable commission purchased equipment for all of the cities. Of the seven communities in the cable system, I believe we are one of two communities that have not upgraded the cable access equipment. It may be to consider this option. * A meeting was held with Gerald Rehbein on Thursday to discuss the water and sewer extension down 20th Avenue. The item is going to be placed on the agenda for next Wednesday. A timeline has been prepared for this project, based on bidding the project in mid February. We would have to hold an assessment hearing, before awarding this project. I have asked the Engineer to prepare a cost estimate of deepening the gravity sewer proposed to be installed by Met Council versus constructing our own lift station to serve this corridor. The Engineer will be prepared to present this information at our next meeting. I have been reviewing the joint powers agreement that we received from Lino Lakes. I believe we should include the interconnect, temporary service to the proposed convenience store and a proposed utility rate policy in one agreement while we have some leverage with Lino Lakes. MEMORANDUM DATE: January 23, 1998 TO: Honorable Mayor and Council FROM; Ry -Chel Gaustad, CMC City Clerk RE: _ Trio Inn Mr. Greg Hellings will be present to assist and discuss the Trio Inn liquor law violation. The Council will need to consider a penalty based on the violation. In the past, the Council discussed requiring the Trio Inn owner to pay the City's associated fees to discover the violation and to prosecute the case. Another option discussed was to suspend the liquor license for a defined amount of time. At this time we are verifying with the Police Department and City Attorney's actual expense incurred with this violation. As you know, we have completed many aspects of the design of this project and have previously reviewed our preliminary design with the City Council. We estimate that we could have the project completed and ready for bidding in approximately two weeks. Our proposed schedule for the project Is as follows: January 28, 1998 Council review and update February 11, 1998 Council approve plans and authorize for bidding February 19, 1998 First publication, Forest Lake Times February 20, 1998 First publication, Construction Bulletin March 12, 1998 Bid Opening With the above schedule, we could report to the Council on March 25th with results of the bidding, We will provide an immediate update on the results through the "Week in Review". At the March 25 meeting, we could then review assessment options, given the bidding results, and set a schedule for an assessment hearing. Construction would begin as soon as the weather and posting of toed limits allows. Nyberg, Project Manger DENRw O;�pro�1260086085221?4.jan z020'd .„_ -^ _ _ - 6S ;80 8665 -M -NUE MEMO DATE : January 23, 1998 TO Honorable Mayor and Council FROM : Jim March RE Fruth /Fischer Comprehensive Plan Amendment Request As you may recall, the Fruths and Fischers had approached the Planning and Zoning Commission with a request to have the Commission support a Comprehensive Plan amendment to have their - property included in the current MUSA. After listening to the Fruths /Fischers detail how they have made many attempts over several years to notify City Staff and Council that they would like to sell their property as soon as possible, the Planning and Zoning Commission made a motion to recommend to Council that a plan amendment be considered to include this property in MUSA at City expense. At the last Council meeting, it was the consensus that the comprehensive plan amendment seemed to be unjustified. The Council requested a detailed analysis of the impacts of this amendment to the operations of the City. After discussing this issue with Tori Boers (land use planner) from the Metropolitan Council, she indicates that the amendment would probably be looked upon in a poor light since the plan was just recently approved as well as the entire Met Council staff being aware of the sewer constrictions in the Centerville and Lino Lakes area. Ms. Boers also indicated that a plan amendment to advance property such a short time period would probably not be seen as an urgent need if there was no identified developer and community need for a project. I would recommend that the Council pass a motion to deny the request for plan amendment based on the information received from the Metropolitan Council. MEMO DATE : January 23, 1998 TO Honorable Mayor and Council FROM : Jim March RE Compensation Pay Study At our workshop on Wednesday evening, I presented a model that would show a minimum starting salary range at 80% going to the maximum pay in four years in a five step model. After gathering feedback, I am going to also present an 11 grade model and a model that would extend to a six step model. I will have these models available by the meeting on Wednesday night. For my own interest, I am going to analyze the entire Stanton Group IV to determine the percentage of segregation for pay grades based on job position. I will compare this statistical information to the pay grades that Dorothy Person had proposed in her compensation report. I would also like to create a model based on this information. I would anticipate that another workshop may be necessary to sort through this information and to allow input from all sources. I will make a recommendation on Wednesday evening for the retroactive pay percentages for the position of City Clerk and Building Inspector. I will inform all staff and provide copies of all the compensation models as they become available. I will also bring to the meeting figures on fund availability and sources to implement any of the models. Please call me if you have any questions in regards to this issue. Also attached to that list was feedback that I gathered from discussion through a telephone interview with a representative from each of the communities. I am looking for Council direction as to which way you would like to proceed with this issue.
