This cost pays for the capital costs associated with water systems such as elevated storage, water treatment facilities, and maintenance. r Property Owner Costs The individual property owner will be responsible for the connection between the property line and the individual building. Because of the many different configurations this cost varies considerably and is difficult to estimate. Mayor Wilharber called the meeting to order at 6:00 P.M. PRESENT: Tom Wilharber Theresa Brenner Sanna Buckbee Mary Jo Helmbrecht ABSENT: Laura Powers - Rasmussen STAFF /CONSULTANTS: Jim March Ry -Chel Gaustad Dave Nyberg APPROVAL OF MINUTES: September 25, 1996 Minutes - MOTION by Brenner, seconded by Helmbrecht to approve the September 25, 1996 minutes with corrections. Motion carried unanimously. October 9, 1996 Minutes- MOTION by Helmbrecht, seconded by Brenner to approve the October 9, 1996 minutes with corrections. Wilharber yes, Buckbee abstained, Helmbrecht yes, Brenner yes. Laura Powers- Rasmussen arrived 6:10 p.m. PAYMENT OF CLAIM: Centennial Fire District - MOTION by Helmbrecht, seconded by Brenner to approve the October 17, disbursements. Motion carried unanimously. City of Centerville - MOTION by Helmbrecht, seconded by Brenner approve the October 10 through October 23 disbursements. Motion carried unanimously. Clearwater Meadows - Pay Estimate No. 2. MOTION by Brenner, seconded by Helmbrecht. Motion carried unanimously. City of Centerville October 23, 1996 Council Meeting Eagle Pass - Pay Estimate No I - MOTION by Helmbrecht, seconded by Brenner to approve the Eagle Pass - Pay Estimate No. 1, as per MSA letter dated October 15th. SET AGENDA: Committee Report Letter from Anoka County Sheriffs Department Holiday Party Resolution for Clearwater Meadow MOTION by Brenner, seconded by Powers - Rasmussen to approve the set agenda. Motion carried unanimously. PETITIONS AND COMPLAINTS: UNFINISHED BUSINESS: Eagle Pass Final Plat - Nyberg stated all issues with Eagle Pass where addressed in the October 7, letter. March commented he received a letter from the Eagle Pass developers and the letter laid out the structure for a park area. In the letter the following items were listed as follows: Value of the 2.5 acres of land $ 37,500. Excavation & Soil work at $ 12,280. Court & Play structure $ 60,000. Parking area $ 8,200. Along with other miscellaneous items it totals out to be around $1 17,000., which includes the fence and lighting. Wilharber stated March had received a letter which commits the Eagle Pass developers. Nyberg said the Eagle Pass Plat looks good to MSA and would recommend it to the City. MOTION by Buckbee, seconded by Helmbrecht to approve Eagle Pass Final Plat dated October 18, 1996. Buckbee yes, Helmbrecht yes, Wilharber yes, Brenner yes, Powers - Rasmussen opposed. Tv%0 C G v 1✓ i Developers Agreement on Eagle Pass - Helmbrecht questioned Nyberg on the �ueatler siren. Nyberg was checking with Paul Palzer as to the radius of the siren. MOTION by Helmbrecht, seconded by Buckbee to approve the development agreement contingent upon deed forms delivered and required paperwork with the park dedication change. µoTtOl Carried w ri Informational Meeting - Clearwater Meadows Assessment, Brian Drive Water Services - Nyberg explained the proposed improvements as a watermain trunk south of City Hall, watermain trunk along Cottonwood Court and services provided to the property which would include all residents of Brian Drive. Nyberg explained the break down on the 2 City of Centerville October 23, 1996 Council Meeting proposed assessments: the total assessment being $1,644.91 for 10 years, at an interest rate of 8 %. The first year starting at $270.38 and the second year through tenth year $245.14. Nyberg explained other non- assessment costs, water availability charges and the individual property owner will be responsible for the connection between the property line and the individual building. Willow Glen Update - Gerald Rehbein requested preliminary plat approval. Helmbrecht questioned the outlot A access. Rehbein commented it would be left as is. Rehbein said if a larger commercial business needed all 20 acres or a smaller business needs a smaller area, leaving it as is opens options. Nyberg commented on additional parking and suggested putting in a berm provision to buffer the potential surrounding properties. Nyberg suggested roads which were too long must have either a fire hydrant or turn around. Further, if the council approves the plat tonight Milo will meet with staff and the Engineers to determine what is required for wrap around roads, fire hydrants, cul -de -sac and other things. Nyberg suggested curbs and gutters for drainage. Wilharber asked Bill Henderson from Bright Key Developers, his opinion on curbs and gutters. Henderson said all the other developments have curbs and gutters. Buckbee suggested talking to Milo first, prior to preliminary plat approval. Helmbrecht asked if they approved the preliminary plat and we needed to move some townhomes to accommodate the fire code could they. Nyberg said we could approve the preliminary plat with the contingency upon fire code. March said Gerald Rehbein would not be applying for T.I.F. on this project. Rehbein agreed. oazo J010 MOTION by Buckbee, seconded by Helm recht to approve the preliminary plat with the contingency of the Fire Chiefs approval acid any spurs over 150 feet. Further discussion. Powers - Rasmussen would like 6 units instead of 8. Wilharber yes, Brenner yes, Power$ - Rasmussen nay. Nyberg stated there will be curb and gutter on all the roads.t,�jY� Floodplain Revision for Gerald Rehbein - Nyberg commented the letter from Greg Hellings indicated no conflict of interest, Nyberg said MSA would be working with Gerald Rehbein. NEW BUSINESS: Letter from Randy J. Mancuso of 7227 Clear Ridge - Wilharber explained Mancuso's letter requested reimbursement for the rip rap on the creek bank. March stated in an article from RCWD it indicated there are levels of severity and priority. Brenner saw the property in question, the erosion is occurring near their home and she would like to see 3 City of Centerville October 23, 1996 Council Meeting this request reimbursed. Wilharber commented the city may be setting a precedence. March mentioned the article stated the application first is review from the Municipality than prioritized from the Rice Creek Watershed District. Brenner suggested setting a limit for reimbursements. Wilharber suggested having the engineers look at the whole project. Randy Mancuso stated he tried to look at this objectively because there is a natural erosion issue, but is the city contributing to the erosion and the saturation of the soil? MOTION by Brenner seconded by Powers - Rasmussen to have City Staff investigate the matter contact RCWD and send letter to the residents along the creek if necessary. VxO' � C WR,4 e& U+&P- 04 Citizen and Business person of the year - Wilharber reminded the council and residents of the Citizen and Business person of the year nominations which are currently being accepted. Letter from Anoka County Commission Margaret Laneeld - Wilharber read the letter out loud regarding family violence and abuse. Anoka County Sheriff, Larry Podany asked for Municipal support. Wilharber explained the meeting " A Price of Violence ", was November 14, at 7:00 P.M. Wilharber planned to attend and hoped othei5would too. Laura Powers Rasmussen left at 8:00 P.M. Holiday Party - Helmbrecht requested $200.00 for the holiday party decorations. MOTION by Helmbrecht, seconded by Buckbee to approve the $200.00 expenditure and to direct city staff to explain the expenditure of the holiday party in writing. Brenner suggested looking at other smoke free locations in the future. Walt Neumann sai one C.S.O. could not cover the area so they may have to hire another. Neumann felt there was two options, first stay with Circle -Lex since they are the best in the area and we would get good time and service. Second, if forced into paying too much the city may consider going on our own. Brenner reported on EDC, Don Casanova was at the last meeting and said he will be looking for more space within the next two years. Further, Casanova expressed concern about the length of time for police respond to calls. Brenner explained EDC is asking business owners to talk at the meetings to give EDC a better idea of what the needs are. Further, EDC watched a video on the Minnesota Design Team, a group of people go into cities and do updates throughout out the community. ADMINISTRATORS REPORT: - March received confirmation from the Met - Council the preliminary review will be complete on the Comprehensive Plan in November. 4 City of Centerville October 23, 1996 Council Meeting March reported twelve communities in Anoka County are checking into a joint powers agreement for well head protection planning, the meeting is Wednesday, October 30th at 3:00 P.M. CB Commercial - Representing US WEST for antenna placement on water tower - March is meeting with a representative to discuss interest in locating an antenna on our water tower. March felt several issues need to be discussed in the near future: '97 budget, receptionist, union negotiations, new accounting programs and other issues.
