RE Workshop at 5:00 before regular Council meeting
I am taking this opportunity to request that we meet an hour
earlier on Wednesday evening at 5:00 before the regular council
meeting in a workshop session. The meeting will be posted as
such.
The purpose of the meeting is to discuss the possibility of Tax
Increment Financing on the 40 acre parcel that is partially
proposed to be the site of the Willow Glen development. We need
to decide if we can and want to offer TIF on this project. I met
with Gerald last week and he indicated he would not do the
development without TIF. Apparently, TIF is only available for
the townhome portion of the parcel, if the townhomes qualify. I
feel that the townhome project will drive the commercial
development, especially after talking with Gerald's real estate
agent and the interest expressed by prospects for the commercial
property. Sid Inman from Ehlers and Associates will be present
at 5:00 to discuss the limitations and restrictions for TIF in
regards to this project.

CITY COUNCIL MEETING
SEPTEMBER 25, 1996
Pursuant to due call and notice thereof, the City Council of the City of Centerville held a
regular council meeting on September 25, 1996, at the City Hall. Mayor Wilharber called
the meeting to order at 7:05 p.m.

APPROVAL OF MINUTES:
MOTION by Helmbrecht, seconded by Brenner to approve the September 11, 1996
minutes with corrections. Motion carried unanimously.
PAYMENT OF CLAIMS:
Centennial Fire District - MOTION by Wilharber, seconded by Brenner to approve the
Centennial Fire Districts disbursements. Motion carried unanimously.
City of Centerville - MOTION by Buckbee, seconded by Brenner to approve the city's
disbursements. Motion carried unanimously.
Wilharber questioned the FEMA payment. Nyberg stated FEMA indicated by letter they
would contact the city within 60 days if fees exceeded $3,500. The final cost is $3,966.00
an overage of $410.00, subtracting a credit of $1,065.00 from the first payment, which
leaves $2,901.00 remaining.
Pay Estimate No. I - Clearwater Meadows partial pay estimate No. 1. Helmbrecht
commented she would like to see the percentage of the expenditures year to date included.
MOTION by Helmbrecht, seconded by Brenner to approve the Clearwater Meadows
partial pay estimate number 1. Motion carried unanimously.
Pay Estimate No. 3- Main Street/Progress Road/Elementary School Watermain Extension
Project. Helmbrecht suggested residents be informed of what steps need to be taken for

hook up and deferring payments. Stewart stated the Building Inspector needs to inspect
the lines prior to final approval.
MOTION by Brenner, seconded by Helmbrecht to approve the Main Street/Progress
Road/Elementary School Watermain Extension Project Pay Estimate number 3. Motion
carried unanimously.
Pay Estimate No. 9 - Acorn Creek Project. Powers - Rasmussen asked if curbs and gutters
were done. Nyberg said yes. Further, this will be the last pay estimate before the final
payment. Helmbrecht asked if 73rd and Old Mil] Rd drainage was taken care of Nyberg
said the valley gutters had been taken care of Helmbrecht asked the amount of the
retainer. Nyberg said $15,000.00.
MOTION by Helmbrecht, seconded by Brenner to approve the Acorn Creek Project Pay
Estimate number 9. Motion carried unanimously.

PETITIONS AND COMPLAINTS
APPEARANCES
Dean Johnson - Resource Strategies, Comprehensive Plan - Johnson explained the
Comprehensive Plan document is meant to be taken in general use but the city should stick
to the plan or may be subject to a lawsuit. Resource Strategies can not get into great detail
but has provided a single source document to allow persons and committees to know
where to go for further information. Johnson explained the Metropolitan Council (Met
Council) has determined 2020 MUSA growth. Met Council has began to concentrate on
2040 MUSA growth, which will effect the service boundaries on the water shed districts.
Met Council is close on predicting the 2 to 4 year possible growth. Met Council would
like the traffic forecast within 5 years. Met Council will look hard to find anything that
would be in conflict in their growth trends. Johnson felt Centerville's growth is within line
of the metropolitan Forecast, so if the City sticks to the plan, no alterations will be
required. Although if someone stops in and wants to change the plan with hard facts the
City can address Met Council for a change. Johnson explained laws have changed and the
zoning ordinance must stay consistent with the subdivision ordinance. Johnson addressed
the mixed -use districts and suggested the City look at the downtown area with some
creative options such as, smaller lots. Although the city is limited to their options as far as
growth. Further, the City's ordinances should be consistent and comply with Met
Councils requirements. Such as, ordinance provision requiring sewer connections to be on

suggested the Capital Improvement Program be updated from 1994 and sent in to Met
Council when complete. Such things as, City Wells, City Storage, Major Park expenses,
lift stations, source of funding, time frames and how parks are dedicated will be required.
Brenner asked when Senior Housing updates would be due for this comprehensive plan.
Johnson suggested after Met Councils first review and prior to the city's public hearing.
Johnson also suggested a resolution indicating when the city will comrnit to having each
issue complete. Wilharber questioned page 17 & 19 if the comprehensive plan addressed
the new FEMA maps. Johnson said no, if there is a new map it should be included.
Wilharber asked if the new developments be included on the new map. Johnson explained
the connections to the MUSA expansion is based on the physical numbers the city actually
has connected. March asked what a typical time frame the city would be looking at to
have MUSA extension. Johnson said a typical time frame would be about 60 days.
Johnson said if a change is required he suggested putting it on the developer to make it
logical and paying the associated fees. Brenner asked about the high density areas that
have been excluded from future development. Johnson commented the city needs to place
high - density areas to comply with the Met Council requirements, and stated it should be
best if done before the preliminary plan goes to Met Council. March questioned the
density of the Housing Action Plan. Johnson stated Met Council requirements must be
met and Centerville should be okay. Dan Tourville of 6994 Centerville Rd, questioned the
inappropriate spacing of the green area on the growth map. Johnson stated all errors
should be addressed now. Further, suggested lake property located by Waterworks be
dedicated as a high density area. Helmbrecht questioned the value impact on the change
of land use. Johnson said if its not a legally conforming use it may be subject to a lawsuit.
Limiting the land to a park designation would be a nice buffer between the high/low
density areas. Tourville questioned the zoning in the downtown area. Johnson comment
the zoning should be addressed in the zoning ordinance which is stated on page 45,
Further, the zoning ordinance should address townhome developments, nixed uses, such
as the downtown area, to accommodate the city's needs. Brenner asked who should
address each of the built items on page 57 -58. Johnson suggested each item should be
addressed by the Planning and Zoning except. Completion of a local surface water
management plan which should be the Engineer, Ordinance provisions which require
connection to public sewer and water when available and evaluate the feasibility of
establishing housing and economic development initiatives which should be addressed by
City Council.
MOTION by Brenner, seconded by Powers- Rasmussen to have Dean Johnson submit the
Comprehensive Plan to the Metropolitan Council with improvements. Motion carried
unanimously.

MOTION by Buckbee, seconded by Brenner to set the date of October 23, 1996, at 6:00
P.M. for a public hearing. Motion carved unanimously.
Nyberg stated the cost of the project would be a percentage and assessed to each property
owner. He would contact Joyce Sevens regarding her assessment. Nyberg stated Danell
had talked to the County and the best way is to shift all the assessments onto Outlot C
since Gerald owned it, then Rocky wouldn't have the assessment.
Council Table - Wilharber stated March had spoke with Northern Forest Products and
they could supply the city with names of persons who do custom woodworking. Issue
was tabled.
NEW BUSINESS:
Animal Control Contract - March had spoken with the police department and Otter Lake
would be more convenient than Anoka County.
MOTION by Buckbee, seconded by Helmbrecht that city staff notify Anoka County
regarding terminating the contract and contact Otter Lake to use their services. Motion
carried unanimously.
Regional Meeting - Wilharber asked if anyone was interested in attending the regional
meeting. Due to schedule conflicts no council members would be in attendance. March
suggested, Gaustad and Westbrock and himself attend.
MOTION by Wilharber, seconded by Brenner to allow March, Gaustad and Westbrock
attend the regional meeting on October 17, in Watertown. Motion carved unanimously.
Council Wages - Wilharber explained the current monthly wage is $95.00 for council
members and $175.00 for Mayor. Buckbee suggested an increase to $150,00 for council
and $200.00 per month for the Mayor. Wilharber included mileage expense, extra
meetings, and projects then suggested an increase in both Council and Mayors pay.
Brenner suggested $225.00 per month for the Mayor. Wilharber suggested tabling the
issue until the ordinance was looked at and what would need to be done.
Letter of Support, RARE about kids -
MOTION by Helmbrecht, seconded by Brenner to send the KARE about kids, letter of
support to the Anoka County Commissioners. Motion carried unanimously.
Lease purchase of truck, salvage value of old plow - Wilharber questioned if it would be
purchased or leased? March stated Paul recommend to purchase the truck. Wilharber
commented purchasing a smaller truck that can plow and do other jobs instead of getting a
large plow truck that will have limited uses. Helmbrecht asked if this was included in the
1997 budget. March said no but the city does have a fund balance.

MOTION by Buckbee, seconded by Helmbrecht to authorize the city staff to purchase the
Chevrolet truck at $23,515.64, to be financed by the city, including the 9 foot plow and
trade in the old truck. Motion carried unanimously.
COMMITTEE REPORTS
Helmbrecht concerning the incident with the fog - the county could be approached to put
in a flashing yellow light near the school cross walk.
MOTION by Helmbrecht, seconded by Brenner to have staff contact Anoka County
regarding the warning signs. Motion carried unanimously.
Brenner reported on the EDC. They did not have a meeting but they put up the City
Sign. There was a good turn out and good staff support, Jim, Ken, Paul, Danell and
Ry -Chel. Brenner would like a letter to EDC thanking them for their time and help from
the City Council_
Helmbrecht reported she thought it was nice the city was included during the oral
interviews which weighted 50% of the hiring process for 2 part -time Police Officers. She
enjoyed the interviews and was glad she attended.
ADMINISTRATOR REPORTS
Tim Danielson's Probation - March reported Tim's probation is over on October 1 St.
March referred to Paul's written recommendation offering permanent, full -time
employment. March explained the union negotiation workshop is scheduled for October
2, at 5:00 P.M. and the lawyer will be present.
MOTION by Buckbee, seconded by Helmbrecht to hire Tim Danielson as a permanent
full -time employee. Motion carried unanimously.
MOTION by Wilharber, seconded by Buckbee to hold a union negotiation workshop on
Wednesday, October 2, 1996. Motion carried unanimously.
Cable Commission - March stated he had attended a Cable meeting. March reported Coon
Rapids chose to leave the cable Commission and they have tried to persuade Blaine to go
with them - although Blaine plans to stay on. March plans to meet with the cable
commission representative in the next couple weeks. March will relay the information to
Buckbee.
Other - Dirt pile north of Tom Thumb will be leveled off and a fee was collected for a
permit.
Gaustad reported the'96 fall newsletter will be at the next council meeting for editing.

Eagle Pass Development - Nyberg requested the council to approve the Eagle Pass Plans.
Helmbrecht asked if there were trails underneath roads. Nyberg said no. Helmbrecht
asked what was decided with the island and what did other cities say. Nyberg said the
islands would be the city's responsibility, if the city were to include it. Wilharber said it
looks good and the safety is good. Stewart suggested having the association maintain the
island. March commented since the association will be maintaining the grounds the island
could be included. Council requested the island remain in the plan and be maintained by
the association. Nyberg said the plan includes a temporary turn around and sidewalks have
been added for a future connect into Brian Drive. Buckbee asked if this included water
going to Heritage. Nyberg said yes, sheet 12 indicated the watermain which is a 12 inch
line for the future extension down Centerville Road. Further, there is a watermain
connection behind City Hall.
MOTION by Buckbee, seconded by Helmbrecht to approve the Sanitary Sewer,
Watetmain, Storm Sewer and Street Improvements for Eagle Pass Development dated
September 18, 1996. Motion carried unanimously.
Stewart recommended a letter be sent to the Eagle Pass Developers indicating the
developers will assume all risk of the project since the final plat has not been approved.
MOTION by Buckbee, seconded by Helmbrecht to send a letter to the Eagle Pass
Developers. Motion carried unanimously.
Brenner suggested including the developers agreement a no change in grade, to prevent
erosion and to include seeding or sod. Buckbee said Ordinance 8 requires seed or sod
within one year.
Water Supply Plan with Lino Lakes - Nyberg suggested a two way meter be placed on
21 st & Main or 20th & Cedar. Nyberg commented Lino Lakes would charge Centerville
the same fee as a large unit user. Nyberg suggested using the interconnect for emergency
reasons and put in Centerville's own water tower. March asked what additional
information is needed prior to doing a feasibility study. Nyberg said he could do a run
down on the interconnect and a water tower. March asked the cost to do a feasibility
study. Stewart said about $1,500 to $2,000. Helmbrecht and Brenner commented they
would like to see plenty of options. March asked if a list of options could be available
before the approval. Nyberg said yes. Brenner asked a time table be included. Buckbee
suggested the plans be made and in place by January, 1 at. Stewart suggested including in
the developers agreement homes will hook up when water is available. Buckbee
suggested a letter be sent to Lino Lakes stating we have received their letter and we are
researching the issue.
Clearwater Meadows Assessments - March suggested setting a Public Hearing for
Clearwater Meadows Assessments on October 23, 1996 at 6:00 P.M.

RESOLUTION APPROVING THE VACATION
OF PROPERTY
WHEREAS, the Centerville City Council, on its own Motion, proposed to vacate
approximately 200 by 33 feet of Mill Road laying north of its intersection with Peltier
Circle; described as follows:
EASTERLY OF LOTS 1 AND 2, BLOCK 5, NORTH TO SOUTH, 200 FEET
BY, EAST TO WEST, 33 FEET OF SAID PROPERTY LOCATED IN PELTIER
LAKE HILLS ADDITION.
Except easement rights for public utility and drainage purposes.
WHEREAS, a public hearing with respect to said vacation was set for October 1, 1996 in
accordance with Minnesota Statues; and,
WHEREAS, a Notice of Publication of said hearing was published and posted two weeks
prior to the meeting of October 1, 1996; and,
WHEREAS, the Planning Commission did hold a Public Hearing on October 1, 1996 to
inform any and all interested persons relevant to the vacation of said permanent trailway
easement; and,
WHEREAS, it was determined by the City Council that said permanent trailways as
described above is not needed for trailway purposes; and,
WHEREAS, the Centerville City Council reserves easement rights for utility and drainage
purposes over, under and across said vacated property.
NOW, THEREFORE, BE IT RESOLVED, by the City of Centerville, Anoka County,
Minnesota, that the perpetual easement of Mill Road laying 200 by 33 feet northwest of
intersection with Peltier Circle described below is hereby vacated.

RESOLUTION ELECTING TO CONTINUE PARTICIPATION IN THE LOCAL
HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE
METROPOLITAN LIVABLE COMMUNITIES ACT
CALENDAR YEAR 1997
WHEREAS, the Metropolitan Livable Communities Act (Minnesota Stat&s Section
473.25 to 473.254) establishes a Metropolitan Livable Communities Fund which is
intended to address housing and other development issues facing the metropolitan area
defined by Minnesota Statues section 473.121; and
WHEREAS, the Metropolitan Livable Communities Fund, comprising the Tax Base
Revitalization Account, the Livable Communities Demonstration Account and the Local
Housing Incentive Account, is intended to provide certain funding and other assistance to
metropolitan area municipalities; and
WHEREAS, a metropolitan area municipality is not eligible to receive grants or loans
under the Metropolitan Livable Communities Fund or eligible to receive certain polluted
sites cleanup funding from the Minnesota Department of Trade and Economic
Development unless the municipality is participating in the Local Housing Incentives
Account Program under the Minnesota Statutes section 473,254; and
WHEREAS, the Metropolitan Livable Communities Act requires the Metropolitan
Council to negotiate with each municipality to establishd affordable and life -cycle
housing goals for that municipality that are consistent with and promote the policies of the
Metropolitan Council as provided in the adopted Metropolitan Development Guide; and
WHEREAS, each municipality must identify to the Metropolitan council the actions the
municipality plans to take to meet the established housing goals through preparation of the
Housing Action Plan; and
WHEREAS, the Metropolitan Council adopted, by resolution after a public hearing,
affordable and life -cycle housing goals for each participating municipality; and
WHEREAS, a metropolitan area municipality which elects to participate in the Local
Housing Incentives Account Program must do so by November 15 of each year; and
WHEREAS, for calendar year 1997, a metropolitan area municipality that did not
participate in the Local Housing Incentive Account Program during the calendar year
1996, can participate under Minnesota Statutes section 473.254 only if (a) the
municipality elects to participate in the Local Housing Incentives Account Program by
November 15, 1996; and (b) the Metropolitan Council and the municipality have
successfully negotiated affordable and life -cycle housing goals for the municipality:
NOW, THEREFORE, BE IT RESOLVED THAT the City of Centerville hereby elects
to participate in the Local Housing Incentives Program under the Metropolitan Livable
Communities Act during the calendar year 1997.

This letter will confirm our understanding of the services we will provide for the City of
Centerville for the year ended December 31, 1996. We will audit the general purpose
financial statements of the City as of and for the year ended December 31, 1996.
Our audit will be made in accordance with generally accepted auditing standards and
government auditing standards and will include tests of the accounting records of the City of
Centerville and other procedures we consider necessary to enable us to express an unqualified
opinion that the financial statements are fairly presented, in all material respects, in conformity
with generally accepted accounting principles. If our opinion is other than unqualified, we
will fully discuss the reasons with you in advance.
Our procedures will include tests of documentary evidence supporting the transactions
recorded in the accounts, and may include tests of the physical existence of inventories, and
direct confirmation of receivables and certain other assets and liabilities by correspondence
with selected individuals, creditors, and financial institutions. We will request written
representations from your attorneys as part of the engagement, and they may bill you for
responding to this inquiry. At the conclusion of our audit, we will also request certain written
representations from you about the financial statements and related matters.
An audit includes examining, on a test basis, evidence supporting the amounts and disclosures
in the financial statements; therefore, our audit will involve judgment about the number of
transactions to be examined and the areas to be tested. Also, we will plan and perform the
audit to obtain reasonable assurance about whether the financial statements are free of material
misstatement. However, because of the concept of reasonable assurance and because we will
not perform a detailed examination of all transactions, there is a risk that material errors,
irregularities, or illegal acts, including fraud or defalcations, may exist and not be detected by
us. We will advise you, however, of any matters of that nature that come to our attention.
Our responsibility as auditors is limited to the period covered by our audit and does not extend
to matters that might arise during any later periods for which we are not engaged as auditors.

We understand that you will provide us with the basic information required for our audit and
that you are responsible for the accuracy and completeness of that information. We will advise
you about appropriate accounting principles and their application and will assist in the
preparation of your financial statements, but the responsibility for the financial statements
remains with you. This responsibility includes the maintenance of adequate records and
related internal control structure policies and procedures, the selection and application of
accounting principles, and the safeguarding of assets.
Our audit is not specifically designed and cannot be relied on to disclose reportable conditions,
that is, significant deficiencies in the design or operation of the internal control structure.
However, during the audit, if we become aware of such reportable conditions or ways that we
believe management practices can be improved, we will communicate them to you in a
separate letter.
Our fees for these services will be based on the actual time spent at our standard hourly rates,
plus travel and other out -of- pocket costs such as report production, typing, postage, etc. Our
standard hourly rates vary according to the degree of responsibility involved and the
experience level of the personnel assigned to your audit. Our invoices for these fees will be
rendered each month as work progresses and are payable on presentation. Based on our
preliminary estimates, the fee should approximate $6,100 for 1996. The estimate is based on
anticipated cooperation from your personnel and the assumption that unexpected circumstances
will not be encountered during the audit. If significant additional time is necessary, we will
discuss it with you and arrive at a new fee estimate before we incur the additional costs.
We appreciate the opportunity to be of continuing service to the City and believe this letter
accurately summarizes the significant terms of our engagement. If you have any questions,
please let us know. If you agree with the terms of our engagement as described in this letter,

Dear Anoka County Commissioners:
On behalf of the City of Centerville, I am writing in support of the Anoka County
Conference on Children and Youth which will be held on April 30th and May 1, 1997
at the Blaine National Sport Center.
The City of Centerville understands, the purpose of the Conference is to act as a catalyst
to inspire adults to get involved in children's lives, to inform participants regarding current
data on Anoka County youth and resources for youth, and provide a means to unify
around building assets into the lives of children and youth through our communities.
The City of Centerville believes, the Children and Youth are Anoka County's greatest
resource. They need the whole community's support that includes not only city and
county government by businesses, faith communities, health care organizations,
neighborhoods, senior organizations, schools, and community organizations.
We urge and support the realization of the Anoka County Conference on Children and
Youth, and encourage the positive development and building of shared values around our
next generation.
