REALIGNMENT OF COUNTY ROAD 14 OPTIONS: • No turn at church, continue on Goiffon, curving around on Cedar Street, up 20 Ave to Main Street ( Couny's Idsa) • No turn at church, continue on Goiffon, turn on Heritage, connect onto Dupre Road, to Main Street (Pod Henslin Idea) • Use 20 Ave North up to 170 Street make road to the west connecting with 35W. Or possibly the County's access from 35E to Lino Lakes without an interconnect on 35W. Additionally 170 Street (to the east) could connect with 35E. 2. 35E & 35W: Need a way to interconnect the two highways. Possibly at the connection of 35E & 35W when they merge into 35. It is my understanding that Commissioner Langfeld and myself plan on attending the meeting at the Centerville City Hall, on April 14, 1999, to begin a dialog between the County and the City regarding this issue. In an effort to assist you in preparing for this meeting, I am faxing with this Memo, a one (1) page copy of environmental issues to be considered; a copy of the 1978 and 1998 traffic counts for the Centerville area so that you can see how traffic has increased in the entire area over that 20 year period; and a copy of a portion of the Centerville City Map that shows a possible alignment around the south end of the City. As Commissioner Langfeld indicated to you, there is an immense amount of planning and studies that must be done prior to this realignment even being a project for consideration, but we do look forward to working with you to a successful conclusion of this issue. See SCHEME 1B and SCHEME IC. • Goiffon Road reidentified as CSAH 14 extension to Heritage Street intersection then eastward to Clearwater Road (New Connection to CSAH 14) extension as perimeter of Historic Old Town and St. Genevieve Church Core Area. • Vacate Sorel for Sunday church parking area from Goiffon to Centerville Road. As you may recall, the Minnesota Design Team was in society0flondscapeArdtitocts Centerville in September 1998 to assist the community in its efforts to plan for its future. ALGA -MN Amerimr Institute of Graphic One issue we were asked to explore was Anoka County's proposal for County Road 14. Aris,Mhtnesota According to information provided to the Design Team, County State Aid Highway xal and urban Affairs (CSAH 14) is an A -minor arteri with the following traffic volumes: St. d state university L'oCatap on CSAH 14 in Centerville 1986 Counts 19% Counts Minnesota Ertension Sermce L West of 20th Avenue 3627 6730 Hubert H. Humphrey Institute Along Centerville Lake, west of downtown 2922 5794 of Public Affairs, University ofMinnesota In addition, the Design Team was told that reconstruction of the road, between Interstate College of Arch itecure and 35E on the east and a point north of Centerville Lake on the west is scheduled for 2003 - landsrape Architecture, 2010, and that it was to be a four -lane urban design. The dog -leg in the road, Unitwsay of Minnesota immediately west of the downtown area, would also be realigned into a curve. MCDS h innewto Community While the Design Team is mindful of the County's proposal to accommodate additional lkorbPment Soddy traffic on CSAH 14, we expressed several concerns with the improvements. These concerns are directly related to the impact a highway will have on the city's efforts to recapture its small -town character. The Centerville community has strongly expressed its desire to retain and nurture its small town character and to shape development so that its character will not be compromised. The attached exhibits, reproduced from the Design Team's presentation to the community, convey our ideas on how to do that. 275 Market Street Those concepts are (Design Team exhibit 4 9): Suite 54 • A four -lane highway. built to urban standards, would even more severely Minneapolis, W5 Minnesota 5405 divide the community into two sections, one north and one south of the existing 55 highway. -- 2.399.3577 612.338.7981 FAX www.minriesotadesignteam.org • Residents said they felt that crossing the highway, or using it for walking and bicycling, is too dangerous. This is particularly true for school children at Centerville Elementary School. The school is located on the highway in the downtown area. In addition, the school is one of only two or three centers of the community, and the Design Team members learned during the visit that safety for all residents was an issue. The Design Team felt that widening the highway would encourage motorists to travel even faster, thus making the situation more dangerous for residents and for school children. • Motorists traveling at higher rates of speed are unlikely to be attracted to businesses along the roadway. The community expressed a desire to revitalize its downtown area, building on its French - Canadian heritage and its small town character. This revitalization concept was reflected in several exhibits for a streetscape in the downtown area, reuse of existing buildings that represent the community's heritage and a community center plan that builds on Centerville's strengths and assets. It is unlikely that could happen if motorists on a four -lane highway are traveling so fast they are not aware of businesses in the downtown area. The Design Team thought that the County's proposal for a 120 -foot right -of -way, accommodating a four-lane highway, would likely mean the removal of several buildings, particularly in the downtown area, and would not enable the community to realize its intention to retain a small town character. It addition, it would exacerbate what the community feels is an already dangerous situation. With these concepts in mind, the Design Team proposed the following: • An urban section between Interstate 35E on the east and Mill Road on the west. Within this I -foot t -of -way, there would be a two -lane highway, a path on both sides of the road for snowmobiles, bikes and pedestrian, and a ditch. • A village center section between Mill Road and Westview Street. Within this 56 -foot right-of-way there would be a two -lane road, one parking lane, a path for bikes, and walkable sidewalks on both sides of the street. • A parkway section between Westview Street and the northern city boundary. Within this 60 -foot rid t- of -wav along Centerville Lake, there would be a two - lane road with a boulevard median, one parking lane and, close to the take, a path for bikes and pedestrians.
