PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
meeting on August 9, 2011, at 6:30 p.m.
PRESENT:
Chairperson Darrin Mosher
Commissioner James Flint
Commissioner Eric Larson
Commissioner Matthew Montain
Commissioner Russ Koski (Newly appointed)
ABSENT:
Commissioner Thomas Wood
Commissioner Olaf Lee
STAFF:
Administrator Dallas Larson
OTHERS PRESENT:
Council member D Love
Russ Koski executed the oath of office and then took his seat on the Commission.
I. CALL TO ORDER.
The meeting was called to order by Chairperson Mosher.

II.PUBLIC INPUT/HEARING -
The Commission held a public hearing to consider an
amendment to City Code, Chapter 156, Zoning which provides authority to grant
variances.
No one was present to offer comments on the proposed amendment.
Motion by Commissioner Larson, seconded by Commissioner Mosher to close the
public hearing. All in favor. Motion carried unanimously.
Motion by Commissioner Montain, seconded by Commissioner Larson to approve the
prepared findings and recommendation for adoption of the ordinance to amend
Chapter 156 approving standards and procedures for considering zoning variances.
All in favor. Motion carried unanimously.
III.OLD BUSINESS

1. Comprehensive Plan Alignment – Zoning
R-2 (Single Family Residential) Change to M-2 (Mixed Use)
The Commission discussed the change and the options, if the Commission does not
pass this. Commissioner Koski reported that he met with property owners Mark &
Wendy Brilowski about the change of zoning on their property. They were not fully

aware of what they were allowed to do as a single family use in the M-2 district.
Specifically, dwellings may be increased by 33%.
Motion by Commissioner Mosher, seconded by Commissioner Flint to approve the
findings and recommendation for changing the zoning on certain parcels from R-2 to
M-2. All in favor. Larson voted Nay. The motion carried.
NEW BUSINESS.
IV.
1.Amend City Code as it relates to granting variances.
Action taken earlier in the meeting.
V.DISCUSSION ITEMS
None
VI. CONSIDERATION OF MINUTES
Motion by Commissioner Larson, seconded by Commissioner Montain to approve minutes
from the July 5, 2011, meeting. All in favor. Motion carried unanimously.
VI. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Larson, seconded by Commissioner Montain to adjourn the
meeting at 7:35 p.m. All in favor. Motion carried unanimously.
