ADJOURNMENT Parks & Recreation Committee Meeting Minutes 10-05-11 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, October 5, 2011 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled meeting Wednesday, October 5, 2011 at Centerville City Hall, 1880 Main Street. Present: Chairperson Patrick Branch Vice-Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Brian Peterson Committee Member Suzanne Seeley Absent: Committee Member Kevin Selander Committee Member Mark Haiden Council: Council Liaison Steven King Staff: None Also present were Rob Faust, his Mother and Paul from Public Works ____________________________________________________________________________________________________________ I. CALL TO ORDER Roll Call Chairperson Branch called the October 5, 2011 Parks & Recreation Committee Meeting to order at 6:35 p.m. II. SET AGENDA Kevin Amundsen requested that Can Recycling be added as item #4 Motion was made by Jon Grahek, seconded by Kevin Amundsen, to set the October 5, 2011 Parks & Recreation Committee Agenda with the above addition. All in favor. Motion carried unanimously. III. APPEARANCES Mr. Rob Faust, Eagle Scout Flag Pole Project Flag Pole Mr. Rob Faust made an appearance to update the committee on the progress of his Eagle Scout Project to install a flag pole in Cornerstone Park. Mr. Faust stated that the flag pole is installed and that he anticipated meeting with the Hugo American Legion regarding funding and language appropriate for the dedication plaque. Mr. Faust also stated that the plaque mounting needed to be large enough to prevent 1 of 3 Parks & Recreation Committee Meeting Minutes 10-05-11 theft and would be installed on a large rock. Lighting is a requirement for this project with new estimates being received in the amount of $600 including parts and labor. Mr. Faust felt that a dedication ceremony would take place on November 11, 2011 which is Veteran’s Day with the utilization of his grandfather’s flag. Kiosk Chairperson Branch suggested that the kiosk be the first trail sign to be completed and suggested that it include history of the community and a trail map on the reverse side. Mr. Palzer stated that the Public Works department is currently in possession of the keys to the sign. Discussion ensued regarding an additional sign being placed at the entrance to Centerville on the east side. Public works has keys to the Kiosk door. Bald Eagle Ski Club Discussion ensued regarding the possibility of placing cement bleachers or landscaping some sort of seating at the location with discussions being held with the Club and landscapers. IV. CONSIDERATION OF MINUTES September 7, 2011 Parks & Recreation Committee Meeting Minutes Page 5, Remove item 2a and 2b. Page 6, Remove the word “next” from end of 3rd line Motion was made by Committee Member Peterson, seconded by Committee Member Amundsen, to approve the September 7, 2011 Parks & Recreation Committee Meeting Minutes with the above corrections. All in favor. Motion passed unanimously V. COMMITTEE BUSINESS Conducting Committee Business Excluding a Staff Liaison The Committee voiced concerns and had discussion regarding open meeting requirements, necessities of communications, purchases, minute taking versus hiring of an individual in an attempt to continue progress with fulfilling the goals of the Committee. Council Updates Chairperson Branch requested that Council Liaison King provide the Committee with Council updates. Consideration of reserving/renting park facilities An example from the City of Stillwater was presented to the Committee for review. Discussion ensured regarding the length of the document, the necessity of such a document and the status quo. Consensus was to take no action on this item at this time. Park Benches for Trailside Park Discussed in previously. Committee Member Kevin Selander No discussion was had regarding this issue. 2 of 3 Parks & Recreation Committee Meeting Minutes 10-05-11 Lions Special Event Permit Motion was made by Committee Member Grahek, seconded by Committee Member Seeley, to approve the Centerville Lions Special Use Permit Application as presented. All in favor. Motion carried unanimously. Cornerstone Park Pavers Motion was made by Chairperson Branch, seconded by Committee Member Amundsen, to designate Committee Member Amundsen and Committee Member Seeley to proof read and approve the four language blocks in Cornerstone Park. All in favor. Motion passed unanimously. VI. UPDATES Parks and Rec Budget Update Movies in the Park It was stated that approximately 65 individuals attending the movie “How To Train Your Dragon.” Chairperson Branch suggested that future similar events should be held indoors and there was concern regarding the serving of food within those sites. Line Balance The Committee was supplied with information from Finance Director Jeziorski stated that the Parks and Recreation line item contained $1,584 for the year and discussion ensued regarding the use of the funds. Motion was made by Committee Member Grahek, seconded by Chairperson Branch, to request that the City Council set a side the $1,584 to be used for trail signs. Ayes – 3 (Committee Members Grahek, Seeley & Chairperson Branch); Nays – 2 (Committee Members Peterson & Amundsen). Motion carried. Can Recyling Committee Member Amundsen supplied the Committee with research regarding aluminum/pop can recycling and stated that a firm named NRI does supply collection bins; however, there was currently a waiting list for their use. The Committee had questions regarding liability. Motion was made by Committee Member Grahek, seconded by Committee Member Seeley, to obtain a recycling bin from NRI when available. All in favor. Motion passed unanimously. Adjournment Motion was made to adjourn the meeting of October 5, 2011 by Committee Member Seeley, seconded by Committee Member Grahek. All in favor. Minutes were transcribed by Committee Member Peterson 3 of 3 Supporting Notes: 2012 Skating Parties This may be the most important thing that needs to be done at the Nov meeting. Set the dates for the Jan and Feb Skating parties at LaMotte Park and what additional attractions you may want to include, such as the hay ride. Also pick a middle of September date for the skating party at the Schwan Center. We forgot about that free skating party this past year. Eagle Scout Project: 1. Help Rob Faust wrap up his Eagle Scout project. Designate a Committee member to represent the full committee at the Veterans Dedication (Nov 10 2. I am concerned about how the bill for installing the lights will be paid. The City maintains that Rob should pay this bill as part of his project. Determine if he has the cash to do that. If not, consider paying the balance out of the Parks Programs Line. Trailside Park Benches: 1. I have had e-mail exchanges and telephone conversations with the folks from Bald Eagle Waterski Show club. Tina will come back and address the Committee, at our request, early in the Spring. She will present their plans for the 2012 season. 2. Tom Kohl, new club president, and I will meet at Trailside the week after Thanksgiving. Tom is a landscape designer. We will talk about the most cost effective way to install some handicap accessible seating at the show site. Park Budget Update: The Council approved moving the funds remaining at the end of the year in the Parks Program line to a reserve account for Park Signs. There was approximately $1500 in that line at the October meeting. We can use some of that money for good expenses - such as helping Rob pay the electrician's bill - but that will reduce what we can set aside for park signs. Letters: Dallas Larson has signed and sent letters to Deadbroke Saddle Club, Running Aces, and Eaglebrook request donations. What we do with the donations will depend on instructions we may receive with the contributions. Our initial intentions are to put whatever donations we may receive in the sand volleyball reserve account. Copies of the letters should be in your meeting packages. I wrote the letters with help from Teresa and Dallas. Kevin Selander: sent Kevin an e-mail note immediately after our October meeting, but have not received his reply. I have not called him - so I will try to make that call before the meeting. Cornerstone Park Kiosk: Please discuss what the Committee wants to see for information boards in the new kiosk. In your packages you should have a couple of power point slides. My intention was to offer these slides as a starting point in the discussion. My ideas was to use the two sides to the kiosk for different purposes. One side could give some information about Centerville. 1 download the Centerville history from the City's website. This is just a copy /paste of that website. The other side could show the trail map we have had for some time, or we could try to get the art work the County used for their signs. In addition we should reserve space for park activity posters. We do not need to make a hasty decision. If someone wants to do more research or take some time to explore an altemate idea - that is a good approach. LaMotte Hockey Rink: We have a request to use the hockey rink as a practice rink for a girls team. The follow is an e-mail responding to that request. Hi Thanks again for setting us up for the use of Lamotte park for dryland training for the girls hockey team last year. We are hoping we can use the facility again this fall. Please advise at your earliest convenience, if we would be able to use the facility again this year. I still have the access code for the lock box from last year (Unless it has changed ?). My team manager is checking our practice schedule for proposed dates and times that we would like to use the rink. I will send to you in another email with the dates. Mr. Branch stated that he would ensure that your request was placed on their November 2, 2011 agenda for consideration. Mr. Branch desired for me to contact you to inform you that at the present time, the City has no other requests for the use of the hockey rink this fall; however, the Committee would request your schedule so that they can make a well - informed decision. If you have use scheduled prior to the Committee's meeting, please feel free to utilize the rink pending review of the Committee. Sincerely, Teresa Bender, City Clerk November Meeting Minutes: Thank you Brian for taking the minutes at the October meeting. At the December meeting, I will ask Jon to lead the meeting and I will try my hand at minutes taking. That will be a challenge. For the November meeting, we need one of you (not Jon or Brian) to take the minutes. I think that it is a simple necessity that we reduce the volume of our minutes. We need to record the important factors of what decisions were made and maybe a few key points of the discussion. There is a simple format that covers the required items. Let's use it. In addition to decisions that were pasted with a formal motion. We need to have some recording of planning discussions that were raised but did not reach a final decision. For example in this meeting you will talk about the kiosk inserts, but probably will not finalize that issue. We should record the gist of the conversation so that we can advance the discussion at the next meeting rather than repeating it. City Council Meeting The following is what I sent to the council for their approval. I believe they gave their approval as requested Subject: Re: Upcoming Council Meeting Agenda Teresa, 1) Eagle Scout Candidate Rob Faust is nearing completion of his Eagle Project to install a flagpole in Cornerstone Park. The flagpole is up. We have agreed to the wording of veterans memorial plague. This memorial plague will be mounted on a large stone near the flagpole. Scout Faust is planning the dedication ceremony for Nov 10th (The day before Veterans day). Veterans from World War li, Korean War and Vietnam War will be invited to attend. The first flag to fly over Centerville will be a Faust family flag that was used for Rob's grandfathers funeral. His grandfather was a Korean War Veteran. There still is one open issue on how best to mount and pay for a light to shine on the flag. Public Works is working with Scout Faust to get this last item accomplished. The Parks and Recreation Committee request the Mayor and City Council participate in the flagpole dedication ceremony. 2) The Parks and Recreation Committee continues to look to raise non -tax funds for park improvements. Several months ago City Council Member Steve King suggested collecting and recycling of aluminum cans as a fund raiser. NRI, a professional recycling company, has agreed to put a collection point in the parking lot of LaMotte Park. This collection point (see photo) is an no expense to the City. There is a waiting list to get the collection point set up. The Parks and Recreation Committee request Council approval to set up the NRI equipment on a temporary and trial basis to determine the profitability of recycling aluminum cans. 3) The Parks 2011budget line item 101 -45201 -370 Park Programs is underspent. This is the line item that pays for Skating parties, Movies -in- the - Parks, and other mist cost. After paying currently outstanding bills, this line is projected to have approximately $1500 at the end of the year. The Committee request Council approval to move the funds remaining at the end of the year to a reserve account set aside specifically for trail signage. The Committee wants to use that money to purchase trail signs similar to those used by Anoka County. The Committee continues to research the most cost effective way to procure trail signs and the design of those signs. In addition, the Committee is discussing the design of material to be used in the new Cornerstone Kiosk. It is unlikely that the signs can be designed and procured before the end of the year or before the ground is frozen. Hugo, MN 55038 Dear Mr. Anderson: The City of Centerville is seeking monetary assistance from a few community minded organizations in order to make improvements to the City parks and trails. Like other small cities, Centerville is looking for ways to continue improving our City while constrained by an exceptionally tight budget. We are in the process of completing a trail extension project and establishing a new trail head park. The trail extension project is funded through a Federal Grant and took advantage of two small parcels of land the City acquired from Anoka County with the widening of County Road 14. However, 1 there are some finishing details that were dropped to reduce the overall cost. Centerville's Parks and Recreation Committee is trying to find ways to raise the needed funds without the use of additional tax dollars. The specific projects include a sand volleyball court in LaMotte Park, trail signs in LaMotte and Acorn Parks and on the county trail that runs through Centerville. Irrigation systems to protect the City's investment in Hidden Springs and Cornerstone Parks at about $8,000 each are additional projects awaiting funding. Our Parks and Recreation Committee has had some success in getting small improvements completed without the use of tax dollars. We have a new City flagpole and Veteran's Memorial, which will be dedicate on November 10, 2011. This is an Eagle Scout project. The Bald Eagle Water Ski Show has relocated their show site to a small slice of shoreline on Centerville Lake next to the County trail. Improvements to that site are being planned by the water ski club. The City Council has set up a reserve revenue account and set a three year target date for the sand volleyball court in Laurie LaMotte Memorial Park. The Parks and Recreation Committee has taken on the challenge to raise the needed funds. We need $10,000 in a reserve account before we can go out for bids on the sand volleyball court. The Parks and Recreation Committee raised $1,990 from a run and in- line skating event in conjunction with Centerville's 2011 Fete des Lacs celebration. There is now $4,500 in that reserve account. This project may be completed in phases with a parking lot added at a later date, but initial estimates have the volley ball court construction for one at approximately $9,500 with and additional $6,000 needed for drain tile. The City Council has also set up a reserve revenue account to pay for trail signs. Of the $2,400 required by the end of this year we will have approximately $1,000 in that account. The City would greatly appreciate a contribution from Eaglebrook Church.
