City Gardens: As Kim did a lot of the work to plant and maintain the City’s garden, I think that we need to be concerned as to how this is going to be done in 2012. This is a maintenance item and as such it is a Public Works responsibility. However, the did not do this work last year, and they have also lost one full time person. So, it is unlikely that they will be able to do more work on the gardens this summer. I think that the committee should take on the responsibility of overseeing the gardens. Not doing the work but ensuring the work is done and becomes a source of city pride. To accomplish this role, we need a plan that outlines who is going to do the work and what they will do. Paul has some good ideas along this line. For example Public Works already has the mulch that is needed. Last month we talked about organizing volunteers to take care of the gardens. I think that is the only workable answer. I had an occasion to talk with Nancy A. Then she completes her Master Gardener training, she can provide us guidance and the volunteers guidance on what needs to be done. Please discuss this item and expand on the plan. February skating party 2. Paul has some interesting ideas on doing the on the lake. Sounds like great fun to me.Please give this consideration. Think safety first. Yoga-in-the-Park 3. Thia Cassanova has offered to do again. She did this last year as part of Fete des Lacs at Hidden Spring Park late in the afternoon after the runs and parade. She ask that we include her event in our advertising. I agree to do that. Please approve this event with the understanding that it is a free event open to all who want to participate. PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, January 4, 2012 ~ 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on Wednesday, January 4, 2012 at Centerville City Hall, 1880 Main Street. Present: Chairperson Patrick Branch Vice-Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Mark Haiden Absent: None One Committee Member seat is vacant. I. CALL TO ORDER Roll Call Chairperson Patrick Branch called the January 4, 2012 Parks & Recreation Committee Meeting to order at 6:32 p.m. II.SET AGENDA Committee Member Amundsen requested that Volunteer(s) to Maintain Flowerbeds be added under New Business, Item #8. Motion was made by Committee Member Amundsen, seconded by Committee Member Haiden, to set the agenda as amended. All in favor. Motion carried unanimously. APPEARANCES III. None. CONSIDERATION OF MINUTES IV. Consideration of the December 7, 2011 Parks and Recreation Committee meeting minutes. A request was made to amend the meeting minutes with the following corrections: under Appearances modify “please” with “pleased” and under Open Items, Item #6 add the word “not” to the sentence. Page 1 of 5 Parks & Recreation Committee Meeting Minutes January 4, 2012 Motion was made by Committee Member Peterson, seconded by Committee Member Seeley, to approve the December 7, 2011 meeting minutes as amended. All in favor. Motion carried unanimously. COMMITTEE BUSINESS V. 1. Committee Transcriber A. Funding was approved by the City Council B. Position Description ~ this is a part-time position and is estimated to be five (5) to six (6) hours per month. It requires attendance at the monthly meeting, taking necessary notes and producing meeting minutes, following a standard format to ensure compliance with the Minnesota State statutes. C. Ms. Linda Neudecker was hired as the Committee transcriber. 2. 2012 Parks Plan (A Forecast of 2012 Activities & Expenditures) The 2012 Parks Plan includes the following: * Goals/Policies/Principles * 2012 Park Objectives * 2012 Park Activities * 2012 Fete des Lacs Events * P&R Volunteer Program * P&R Revenues/Reserves * P & R Discretionary Budget The Committee discussed several modifications: 2012 Park Objectives - raise funding of $5,500 to be added to the sand volleyball court line item; add park benches at Trailside Park; and maintenance expenditures associated with park monument markers. 2012 Park Activities – the necessity of publicity; 2012 Fete des Lacs – entrance fees, a free registration for a team of 10 or 10% discount for a team of 10; Volunteer Program – Add notice for volunteers to the Kiosk at Cornerstone Park; Revenues/Reserves – discussion was had regarding utilizing the $714 remaining from the donation received in 2011 for costs associated with the 2012 Concession Stand; Discretionary Budget – removing the Eagle Scout Matching amount of $500 and applying those dollars to the miscellaneous/unallocated amount. Discussion ensued regarding additional funding sources with alternative avenues to be researched. The Committee desired to include information about upcoming events on the municipal water/sewer bills. The Committee also discussed developing an “Adopt A Park’ type program for flowerbeds and other light maintenance such as watering and weeding monument markers. 2012 Music-In-The-Parks 3. Page 2 of 5 A. Volunteer Director - Mr Tom Lee has volunteered to organize the Music-in- the-Parks Program. B. Music Jamboree – Mr. Tom Lee has proposed via e-mail note to hold a Music Jamboree on a weekend in June as a kick off for the 2012 Music-in-the-Parks season. Details of the Music Jamboree are not available at the present time. Mr. Lee will be invited to appear at the February meeting to discuss his plans. January Skating Party and Hay Ride 4. Discussion was had regarding the necessity for canceling the January 14, 2012 Skate Night and Hayride due to the lack of ice and warm weather. It was determined to confirm the rescheduling of the hayride for the February 11, 2012 skate night non- weather dependent. Motion was made by Committee Member Branch and seconded by Committee Member Amundsen to cancel the Skating Night and Hayride scheduled for January 14 and reschedule this activity for February 11, 2012. All in favor. Motion carried unanimously. Wargo Nature Center – Cooperative Programs 5. Committee Member Seeley reported that the charge of $100 is the same as in 2011. Wargo Nature Center will provide snowshoes and/or a naturalist and telescope for studying the stars. Both the snowshoes and stargazing are weather dependent. 6. Centennial Lakes Little League A letter was received requesting reserving LaMotte Fields & Facilities from April 1 – August 1, 2012 – M-F, 4:00 pm to Dusk. The permit application was discussed. Motion was made by Committee Member Grahek and seconded by Committee Member Seeley to approve the request from the Centennial Lakes Little League to reserve LaMotte Fields and Facilities from April 1 through August 1, 2012 ~ Monday through Friday from 4:00 pm to Dusk. All in favor. Motion carried unanimously. 7. Centennial Lakes Little League A letter was received regarding their concerns about the in-field of field #1 at Laurie LaMotte Memorial Park. This item was tabled until staff discussions with the League were completed and the next meeting. 8. Volunteer(s) to maintain flower beds It was felt that volunteers should be in place by mid-April. Committee Member Amundsen’s wife may be available to assist with organizing volunteers and plantings. It was felt that an additional one or two individuals would be required. Page 3 of 5 Parks & Recreation Committee Meeting Minutes January 4, 2012 Discussion ensued regarding the potential for use of the City’s Cushman for transportation from one park to another and criteria for a master gardener. VI. UPDATES Council Updates - Council Liaison King 1. City Council Member King stated that Council will be discussing their annual appointments to Commissions/Committees and he desired to remain on the Parks & Recreation Committee as the Liaison. Council Member King reported that the Council recently amended City Code, Chapter 90, Regulation of Dogs and Other Animals. Selander Letter 2. A letter of appreciation was sent by the Council Members to Former Committee Member Kevin Selander for his five years of service as a member of the Parks and Recreation Committee. Trailside Park Benches Plan 3. See December 7, 2011 P & R minutes. Cornerstone Park Kiosk 4. The Committee felt there was a need to create inserts for the Kiosk and rebuild the existing trail map. Discussion ensued regarding size requirements. Committee Member Amundsen is working on the graphics for the trail map insert. Trail Signs Design – Mr. Paul Palzer 5. It was previously suggested to have two designs – a larger sign for the main entrances to the trail system and smaller signs for intersections and smaller parks. The Committee discussed possibly adding mileage markers to the signs. Discussion ensued regarding the use of alternative vendors with the City of St. Paul as being an option. Park Permit Reservation Form 6. The presented form was reviewed and modifications were made to delete the Park Permit Guidelines Items #1-4 on the reverse side of the form and to add additional amenities to the photo of Laurie LaMotte Memorial Park. Motion was made by Committee Member Haiden and seconded by Committee Member Grahek to approve the Park Permit Reservation Form with the proposed changes. All in favor. Motion carried unanimously. REVIEW OF ACTION ITEMS The Committee discussed the process for removing items of completion, the placement of new items and the addition of a revised “Action Items” being included with the approved minutes. VIII. ADJOURNMENT Motion was made by Committee Member Haiden and seconded by Committee Member Seeley to adjourn the January 4, 2012 Parks and Recreation Committee meeting at 8:57 p.m. All in favor.
