(L) Conditional uses. (1) Automotive vehicle and motorized equipment sales and service, excluding salvage operations, provided: (a) the outside sales lot shall not be larger in square footage than the one and one -half times the square footage of the building devoted to the related business. (b) the sales lot used to park vehicles to be sold or serviced shall be separate and distinct from the area of the premises used to park vehicles necessary to satisfy the minimum parking required by this Code. (c) all repair assembly disassembly or maintenance of vehicles shall occur within a closed building except minor maintenance including tire inflation, adding oil and wiper replacement. Vehicles that are inoperable or are missing body parts shall be stored inside a building. (d) the proposed site shall not abut a residential district. The meeting was called to order by Chairperson Mosher. 1. Roll Call II. PUBLIC HEARING. Application withdrawn for the conditional use permit from Jessica Evers for a kennel to be located on the property at 7055 21 Avenue III. OLD BUSINESS. None IV. NEW BUSINESS. None V. DISCUSSION ITEMS 1) Snowmobile Regulations. Discussion was held regarding snowmobile regulations. Administrator Larson reported that he had met with administrators from Circle Pines, Lexington and Lino Lakes. Snowmobile regulations were discussed and all of the cities are willing to consider changes to their rules in and effort to coordinate with neighboring cities. Also, the matter was discussed with City Council and they are also willing to consider changes. It appears that Centerville has some of the most restrictive rules especially on the hours of use. The Commission agreed that some of the Centerville rules could be relaxed to better match neighboring cities. The major items include: allowing snowmobiles to come into and leave the city by the most direct route, even during the restricted hours; speed limit could be increased to 15 mph; prohibition of studs could be removed in favor of following whatever state law has on the subject; equipment rules could be removed in order to defer to what is in state law; Lino Lakes might be encouraged to defer to state Page 1 of 2 City of Centerville Planning and Zoning Commission January 3, 2012 law regarding driving under the influence. The administrators would continue to work on this, trying to coordinate the adoption of similar rules in each of the cities. 2) Meeting schedule. The commission agreed that the next meeting would be deferred one week due to precinct caucuses on the regular night, however if the agenda doesn't have anything requiring immediate attention, the February meeting will be cancelled. VI. CONSIDERATION OF MINUTES Motion by Commissioner Montain, seconded by Commissioner Lee to approve minutes from the December 14, 2011, meeting. All in favor. Motion carried unanimously. VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT Motion by Commissioner Wood, seconded by Commissioner Koski to adjourn the meeting at 7:25 p.m. All in favor. Motion carried unanimously.
