Dear Mr. Witter:
At your request, I have preformed a complete appraisal and prepared this summary report of the former
Olson residence, at 7261 Main Street, Centerville, MN 55038.
The appraisal assignment was to estimate the market value of the aforementioned property in fee simple
interest after a total taking made by the Anoka County Highway Department for its Highway Project SP 02-
614-24, Main Street, as of January 18` 2012. The purpose of the appraisal is to estimate the current fair
market value of the remaining parcel.
Market Value has been defined as the most probable price which a property should bring in a competitive
and open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently,
knowledgeably and assuming the price is not affected by undue stimulus. Implicit in this definition is the
consummation of a sale as of a specified date and the passing of title from seller to buyer under conditions
whereby: (1) buyer and seller are typically motivated; (2) both parties are well informed or well advised,
and each acting in what he considers his own best interest; (3) a reasonable time is allowed for exposure in
the open market; (4) payment in terms of cash in U.S. dollars or in terms of financial arrangements
comparable thereto; and (5) the price represents the normal consideration for the property sold unaffected
by special or creative fmancing or sales concessions granted by anyone associated with the sale.
We have not considered any liens, title defects, outside financial interest or encumbrances that may affect
the Market Value of the property. Our survey concerns only with the physical value of the property as
revealed to us, and does not include personal property, assets, or equipment.
Based upon inspection of the subject property and in consideration of the various physical, legal, social,
and economic factors that influence real estate, the following conclusions of value as of January 18 2012
is as follows:
The Estimated Market Valuation of the above mentioned property is - $29,350.00

Jeff, If you not mind an input on this item regarding lakeshore property.
There are two parcels of lakeshore that the City has the opportunity to buy. If possible,
we should buy both.
The first parcel is a strip of land on Centerville Lake at what we have been calling
Trailside Park. St Paul Water Services owns that land and has granted us permission to
use it for the purposes of hold Bald Eagle Water Ski Shows every Thursday evening. They
are willing to selling to the City. They want market value. Dallas had an appraisal done
on this property. It appraised for $8,900. This issue just came to my attention about a
week ago.
I would put the Centerville Lakeshore (Trailside Park) as my number 1 priority and the
Olson property on Peltier Lake as #2 priority. Bear in mind that I would really like to
see the City buy both. I rank the Centerville Lakeshore as #1 because we have an immediate
and continuing use for that property (the waterski shows) and it is much more affordable.
Last summer was the first year that the waterski shows were at that location. They drew
200 to 250 people per show. I think that is an impressive turn out; obviously the
community enjoys the show.
The Committee has not yet discussed either property as this has all come up in the last
week or so. It is on their agenda for next Wednesday.
I believe that we will have raised enough money to go out for bids on the sand volleyball
court for LaMotte Park by this summer. I have recommended to the Committee that we
continue to pursue that project as our number 1 priority. However, as soon as we have the
$10,000 required for the volleyball court secured in a reserve account, I am willing to
commit to raising the funds necessary to secure the St Paul Water Service property
adjacent to Trailside park. (Those are my views not the Committee's commitment - as I
said, they have not yet discussed the issue.) We can not make the same commitment for
the Peltier Lake property. $29,000 is beyond the reach of our Committee.
Dallas and I have discussed the use of the Peltier lake site a couple of times. We have
talked about putting a sail boat mooring field there and /or racks for canoes or kayaks.
this will take some planning to figure out what could be done.
I will not be at the Committee meeting this Wednesday evening. Maybe Steve can fill us in
on the views of the Committee.
