CITY OF CENTERVILLE
CITY COUNCIL MEETING
March 14, 2012
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled meeting of
March 14, 2012, at City Hall, 1880 Main Street.

I.CALL TO ORDER
Mayor Wilharber called the meeting to order at 6:30 p.m.
II.PUBLIC HEARING(S)
None.
III.APPROVAL OF AGENDA
1.The Mayor reviewed the Set Agenda with Council and the inclusion of replacement pages for a
presented resolution and the appearance of Police Chief Coan & Captain Nelson to present the
2011 Centennial Lakes Police Department Annual Report.
Motion by Council Member Love, seconded by Council Member Fehrenbacher, to approve the
Agenda as presented. All in favor. Motion carried unanimously.
IV.APPROVAL OF MINUTES
1.February 22, 2012 City Council Meeting Minutes
Council Member Love questioned discussion regarding Council Member Fehrenbacher being appointed
Chair of the Centennial Lakes Police Department Governing Board and Council Member Paar being
appointed the Chair of the Centennial Fire District Steering Committee.
Motion by Council Member Fehrenbacher, seconded by Council Member King, to approve the
February 22, 2012 City Council Meeting Minutes as presented. All in favor. Motion carried
unanimously.

Motion by Council Member Fehrenbacher, seconded by Council Member Love, to approved the
Consent Agenda as presented. All in favor. Motion carried unanimously.
VI. AWARDS/PRESENTATIONS/APPEARANCES
Police Chief James Coan along with Captain Nelson were present to briefly review the Centennial Lakes
Police Department 2011 Annual Report. Chief Coan stated that the report addressed statistics, profiled
each City, reviewed policing philosophies, staffing and the department’s 2012 Management Plan. Areas
of discussion ensued; statistical upswings and downturns, ticketing authority, partnerships with other law
enforcement agencies (Lino Lakes Police Department/State Patrol), the IRS, FBI, immigration and CERT.
Chief Coan stated that the Department constantly reviews statistical data and is proactive toward crimes
that are on the upswing attempting to continue the goals of the Department.
Discussion ensued regarding animal feces on trails/sidewalks and property abutting these throughout the
community, owner responsibility for cleanup, potential signage, bicycle patrols and public education.
Consensus of Council was that they are supportive, appreciative and proud of the services that the
community has been receiving.
VII. OLD BUSINESS
1. None.
VIII. NEW BUSINESS
1. Res. #12-009 – Resolution Reestablishing Precincts & Polling Places
Mayor Wilharber reviewed the resolution with Council.
Motion by Council Member King, seconded by Council Member Love, to approve Res. #12-009 –
Reestablishing Precincts & Polling Places within the City as presented. All in favor. Motion
carried unanimously.
2. Approve Documents to be Submitted to Anoka County for Trail Project
a. Supplemental Agreement #1 - $13,588.90
b. Change Order #1 – Deduct $1,585.85
c.Work Order #1 - $14,991.16
Administrator Larson briefly reviewed the agreement between Anoka County and the Contractor (Veit)
stating that originally Veit submitted expenses of $43,000 that occurred due to the State shutdown;
however, through lengthy negotiation the fees were decreased to $13,588.90. Engineer Statz briefly
reviewed Change Order #1 with Council stating that Veit failed to comply with MNDot standards for
certain concrete walkways and pedestrian curb ramping; however, these same areas passed strength
testing. Engineer Statz reviewed Work Order #1.

Engineer Statz stated that there remains one item and that is traffic control and it is anticipated that that
will cost an additional $800 to $3,000. Council had concern regarding punch list items that the Contractor
has yet to complete.
Administrator Larson stated that Engineer Statz and Staff did very well negotiating these modifications.
Council had concern regarding the fees that would be charged to the City for Engineer Statz’s time.
Engineer Statz stated that he felt he kept his costs very close to his estimate.
Motion by Council Member Fehrenbacher, seconded by Council Member King, to approve the
presented documents to be submitted to Anoka County. All in favor. Motion carried unanimously.
IX. ANNOUNCEMENTS/UPDATES
Administrator Larson reminded Council of their scheduled March 28, 2012 Work Session where they will
be discussing the Downtown Redevelopment Status with the Beard Group and their goals of business
outreach/retention stated Work Session at next meeting Beard Group and to continue discussions of their
goals associated with business retention and resident services satisfaction surveys.
Council Member King stated that the Parks & Recreation Committee discussed two submitted appraisals
of surplus property from the CSAH14/Main Street project and the City’s potential desire for the parcels.
Council Member King stated that additional discussion would be had at their next meeting regarding these
items.
Council Member Fehrenbacher stated that at the last Five Cities (Centerville, Circle Pines, Columbus,
Lexington and Lino Lakes) had met and discussed the grant application submittal to the Rice Creek
Watershed District for the use of salt brine deicing methods for roadways, meeting bi-annually with the
next meeting in August and that the City of Hugo participated in the meeting.
Mayor Wilharber reported that the City is working to repair lighting issues within the downtown area.
Mayor Wilharber also reported that several registration forms were available on line; Festival of the Lakes
8K Walk/Run, 10 Mile In-Line Skate Race, Kids Free ½ Mile Fun Run Parade and Garage Sale Days; the
Parks & Recreation Committee seeking volunteers to provide minimal maintenance to several park
entrance monument marker flowerbeds; and a Parks & Recreation Committee vacancy.
X. ADJOURNMENT
Motion by Council Member Love, seconded by Council Member Fehrenbacher, to adjourn the
meeting of March 14, 2012 at 7:10 p.m. All in favor. Motion carried unanimously.
