Present: Vice- Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Brian Peterson Q D 0' Committee Member Suzanne Seeley � Committee Member Mark Haiden Absent: Chairperson Patrick Branch One Committee Member seat is vacan Also Absent: Council Member Steve King Public Works Director Paul Palzer I. CALL TO ORDER Roll Call Vice - Chairperson Grahek called the June 6, 2012 Parks & Recreation Committee Meeting to order at 6:43p.m. II. SET AGENDA Motion was made by Committee Member Hadden, seconded by Committee Member Peterson to add number 8 "Movies in the Park - September" under Updates. All in favor. Motion carried unanimously. III. APPEARANCES 1. Mr. Tom Lee was unable to attend this meeting, but had sent an email to inform the Committee members that he will not be available for the July 24`" show (Music in the Park). Mr. Lee will let the Committee know if the band scheduled for that evening will need all or some of our equipment. He had asked that someone from the P & R to provide assistance to the band by doing the set up for him at 5:30pm, if needed. The equipment is located in the warming house. 2. Mr. Kevin Waeghe, an interested candidate for the vacant position on the Committee. IV. CONSIDERATION OF MINUTES Consideration of the June 6, 2012 Parks and Recreation Committee meeting minutes: Page 1 of 5 Motion was made by Committee Member Seeley, seconded by Committee Member Peterson, to approve the June 6, 2012 meeting minutes as submitted. Further discussion insued regarding V. Committee Business 1. Trailside Park it was determined that 1 a park benches was listed under Trailside Park and should have been under Cornerstone Park. See also Action Item 12 -06 A friendly amendment to the motion was made to modify V. Committee Business: Remove 1. Trailside Park and change a. Park Benches to 1.a. Cornerstone — Park Benches and to change b. from Portable Toilets to l.b. Trailside — Portable Toilets. All in favor. Motion carried unanimously. V. COMMITTEE BUSINESS 1. Park Updates a. Cornerstone - Park Benches — It was suggested that the two donated benches be placed by the center gardens with one facing east and the other facing northeast; several bids have been received to pour two cement slabs for the benches totaling approximately $1,300.00. The Committee was not in favor of pouring new concrete pads and would prefer that the benches be moved onto the existing concrete and anchored. Motion made by Committee Member Seeley. seconded by Committee Member Haiden to recommended to Council to have Public Works place the two benches, by the center gardens with one facing east and the other facing northeast, on the existing concrete and anchor them. All in favor. Motion carried unanimously. b. Trailside - Portable Toilets — This would be the responsibility of the Bald Eagle Water Ski Club; the toilets need to be placed by the lake; the Committee or Public Works should be aware of the location/placement of these. Need to inform the Ski Club of this proposed action. Motion made by Committee Member Peterson, seconded by Vice -Chair Grahek to recommend to Council to approve the request from the Bald Eagle Water Ski Club to obtain and place a portable toilet(s) at their own expense. with communication from Staff as to when and where the placement should be. All in favor. Motion carried unanimously. 2. Sand Volleyball Court a. Quotes, Specifications, Preparation & Construction Currently there is $11,000 set aside for the construction of one court, which includes the recent donation of $5,000 from the Dead Broke Saddle Club. Discussion was had regarding the costs of construction in 2012 versus 2013 and moving dirt from the proposed location to fill other low areas in other parks. This project may need to be postponed until 2013 depending on the best bid received and total funds available this fall, with bid requests going out at the beginning of the year, with construction to begin in the spring. If a reasonable bid is obtained, plus the receipt of additional funding, this project may go forward this fall; an advantage would Page 2 of 5 be that the cost may be lower than in 2013 and the work could be during a less busy time of year for the contractor. Committee Member Haiden will communicate with Mr. Palzer regarding obtaining additional bids, for fall construction, from companies who specialize in park construction. b. Dead Broke Saddle Club Donation A $5,000 donation has been received from the Dead Broke Saddle Club and a thank you letter was forwarded to them on June 21, 2012. 3, Special Event Permit Application — Fete des Lacs SkatelRun/Walk This application has been approved by the Council. 4. 2012 City Council Goals & Objectives — 1' & R Addendum The goal is to: Foster a sense of community through culture & recreation with the four main objectives as follows: A. Promote, sponsor and encourage cultural activities with a broad range of appeal to the city residents. B. Promote or provide recreational facilities and programs to serve the varied recreational needs of all age groups in the City. C. Maintain City Parks & Trails at a high standard to ensure protection of past investments of tax dollars. D. Promote and protect the history & heritage of the City. Each of these objectives has specific steps to achieve and a timeframe in which to accomplish them. The items in the proposed addendum were discussed, at length, with the following recommendations suggested: B -3 delete current wording and replace with "Seek Future Parklands Development Opportunities: and add to the beginning of D. "Support the City's Efforts to Develop, " This item was tabled until the next meeting when Chairperson Branch is in attendance. In addition there was discussion about the possibility of adding a Frisbee Golf Course, with the holes scattered through out the existing parks as there is not an open space large enough to allow a complete course in one park. VI. UPDATES 1. Council Updates - Council Liaison King Council Member King, due to his attendance at the City Council Meeting, was not in attendance. 2. Trail Signs, Kiosk, Donated Park Benches Placement — P. Palzer & 1{. Amundsen a. Trail Signs — maps printed & signs installed - project completed b. Kiosk Inserts need to be placed — still an open item c. Park Benches — see V. Committee Business — 1 a (on page 2 of these minutes) Page 3 of 5 3. Smart Phone Application — B. Peterson Committee Member Peterson will continue to work on this application specifically for the Centerville area. 4. Registration Status - Festival of Lakes Skate/Run/Walk Registrations received so far: 18 for the Walk/Run; 5 for the In -Line and 16 Kids. Events such as this usually receive the majority of registrations a few days prior to the event. Same day registration is more expensive to curtail this and allow raceday concentration on race packet delivery to registered participants. 5. Field Changes An extended season schedule was provided and showed that there were only a few games scheduled for LaMotte Park through July 19, with several games moved to Lexington since May, and the remainder of the games, from July 23 through the end of the season, were also moved to Lexington. There was an agreement that Centerville would groom and maintain the fields and concession stand for the Centennial Lakes Little League and they were to do some tasks for the City in return. It was suggested that Committee Chairman Branch contact the head of the Little League to determine their reasons for rescheduling their games from LaMotte Park to Lexington. 6. Utility Billing Stuffer — Collaborative Effort This stuffer was included in the utility bill. 7. Purchase of Arrow Signage — 8 K Walk/Run/In - Line Skate 100 arrow signs (red & white), 18 x 12 with white stands were ordered from TheYardSigns.com in the amount of $225 including shipping. Motion was made by Committee Member Amundsen, seconded by Committee Member Peterson to authorize Chairperson Branch to purchase the arrow signs for the Walk/Run/In -Line Skate event, not to exceed $230. All in favor. Motion carried unanimously. 8. Movies in the Park — B. Peterson Committee Member Peterson stated the primary date would be September 15, with the 22 of September being the rain date. He has checked on the availability of movies and suggested "The Lorax ". The cost for this would be approximately $300 -350; it is a premium movie and will be released on DVD this fall. The Committee discussed options for a screen. Information would probably be dispersed through the schools, via the website & the City sign. VII. There was an agreement that Centerville would groom and maintain the fields and concession stand for the Centennial Lakes Little League and they were to do some tasks for the City in return. It was suggested that Committee Chairman Branch contact the head of the Little League to determine their reasons for rescheduling their games from LaMotte Park to Lexington. 6. Utility Billing Stuffer — Collaborative Effort This stuffer was included in the utility bill. 7. Purchase of Arrow Signage — 8 K Walk/Run/In - Line Skate 100 arrow signs (red & white), 18 x 12 with white stands were ordered from TheYardSigns.com in the amount of $225 including shipping. Motion was made by Committee Member Amundsen. seconded by Committee Member Peterson to authorize Chairperson Branch to purchase the arrow signs for the Walk/Run/In -Line Skate event, not to exceed $230. All in favor. Motion carried unanimously. 8. Movies in the Park — B. Peterson Committee Member Peterson stated the primary date would be September 15, with the 22 of September being the rain date. He has checked on the availability of movies and suggested "The Lorax ". The cost for this would be approximately $300 -350; it is a premium movie and will be released on DVD this fall. The Committee discussed options for a screen. Information would probably be dispersed through the schools, via the website & the City sign. VII.
