HomeMy WebLinkAbout2012-04-03 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular meeting on April 3, 2012, at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Eric Larson Commissioner Russ Koski Commissioner Olaf Lee (Arrived at 6:34 p.m.) Commissioner Thomas Wood Commissioner Matthew Montain Commissioner James Flint ABSENT: None STAFF: Administrator Dallas Larson OTHERS PRESENT: Council Member D Love I. CALL TO ORDER. The meeting was called to order by Chairperson Mosher at 6:30 p.m. 1.Roll Call All present except Lee. Commissioner Lee arrived at 6:34 p.m. II.PUBLIC HEARING - Proposed amendment to City Code Section 156.030, (L) Conditional Uses in Commercial B-1 Zoning District. Notice was duly given by publishing in the Citizen. No one was present to speak with regard to the proposed amendment. The Commission discussed the proposed amendment. Consensus was that the changes were acceptable, but it was suggested that the amendment Change 156.030, L, c, allow vehicle storage in a screened area in addition to storage within buildings, but that outside storage should have a 90 day time limit. Motion by Commissioner Lee, seconded by Commissioner Montain to close the public hearing at 7:40 p.m. All in favor. Motion carried unanimously. III.OLD BUSINESSNone - Page 1 of 2 City of Centerville Planning and Zoning Commission April 3, 2012 IV. NEW BUSINESS. Proposed amendment to City Code Section 156.030, (L) Conditional Uses in Commercial B-1 Zoning District. The Commission agreed to modify the draft text in subsection c, to permit outside storage of vehicles in a screened area with a maximum limit of 90 days, if there are parts missing from the vehicle, the vehicle is inoperable or is unlicensed. Motion by Commissioner Mosher, seconded by Commissioner Koski to recommend approval of the the code amendment as modified. Voting in favor of the motion: Mosher, Koski, Flint and Wood. Voting against the motion: Larson, Lee and Montain. The motion was declared to have passed. Council member Love asked those voting against the motion to explain their concerns. They indicated a desire not to further restrict the use of private property. Council member Love will share this concern with the City Council. V. DISCUSSION ITEMS 1) Snowmobile Regulations . Nothing new to report, discussion is still taking place between the neighboring cities. Goal is to have something back by August. VI. CONSIDERATION OF MINUTES Motion by Commissioner Larson, seconded by Commissioner Mosher to approve minutes from the February 8, 2012, meeting. All in favor except Montain who abstained. Motion carried. VI. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT Motion by Commissioner Wood, seconded by Commissioner Montain to adjourn the meeting at 7:55 p.m. All in favor.
