HomeMy WebLinkAbout2012-09-04 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular meeting on September 4, 2012, at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Commissioner Thomas Wood Commissioner Russ Koski Commissioner Olaf Lee Commissioner Matthew Montain Commissioner Eric Larson Commissioner James Flint ABSENT: Council Member Love STAFF: Administrator Dallas Larson OTHERS PRESENT: None I. CALL TO ORDER. The meeting was called to order by Chairman Mosher at 6:30 p.m. 1.Roll Call II.PUBLIC HEARING - Amending City Code, Chapter 156, Section 156.016 – 156.052 & Zoning Districts by Grid Administrator Larson reviewed the modifications to the grid that were suggested by the City Attorney. Most of the changes related to daycare and residential facilities that are necessary to conform to State law. The Commission requested that staff draft guidelines for the placement of residential facilities that treat juvenile sex offenders. Also, the City Attorney will provide some needed definitions. No one present wished to offer comments on the proposed ordinance amendment. No written comments have been received. The hearing was duly closed. III.OLD BUSINESS - Snowmobile Regulations. Nothing to report, still waiting on neighboring cities. IV.NEW BUSINESS. 1. Ord. #XX, Second Series Amending City Code, Chapter 156, Section 156.016 – 156.052 & Zoning Districts by Grid. Request for Conditional Use Permit – 6995 – 20 Avenue South, Miller Mobile Marine, B-1 Commercial Zoning District The applicant was present to explain the proposed use of the property and that they would use the two larger buildings to store boats for the winter and operate a boat/motor repair business. They would repair boats and motors within the buildings along with completing repairs at the dock of the owners. They requested that they be allowed to use the fenced storage for certain items, but assured the Commission that nothing would be visible above the fence from neighboring properties or from the street. They hope to eventually purchase the property, but currently rent. Motion by Commissioner Larson, seconded by Commissioner Koski to schedule a public hearing on the proposed conditional use for October 2, 2012, at 6:30 p.m. All in favor. Motion carried unanimously. th 3. Rezoning of 7087 - 20 Avenue South (P-1 ~ Public to B-1 ~ Commercial) The Commission discussed the City’s intention to sell the Old Public Works site. It was noted that the zoning on the property is P-1, but neighboring property is zoned B-1. Motion by Commissioner Larson, seconded by Commissioner Lee to schedule a public hearing to rezone the parcel from P-1 to B-1 for October 2, 2012 at 6:30 p.m. All in favor. Motion carried unanimously. V.DISCUSSION ITEMS - None VI. CONSIDERATION OF MINUTES Motion by Commissioner Montain, seconded by Commissioner Koski to approve minutes from the August 7, 2012, meeting. All in favor. Motion carried unanimously VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT Motion by Commissioner Larson, seconded by Commissioner Koski to adjourn the meeting at 7:40 p.m. All in favor. Motion carried unanimously.
