HomeMy WebLinkAbout2012-05-02 P & R Minutes - Approved PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, May 2, 2012 ~ 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on Wednesday, May 2, 2012 at Centerville City Hall, 1880 Main Street. Present: Chairperson Patrick Branch Vice Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Mark Haiden Absent: Vice Chairperson Jon Grahek One Committee Member seat is vacant. Also Present: Council Member Steve King Public Works Director Paul Palzer I. CALL TO ORDER Roll Call Chairperson Pat Branch called the May 2, 2012 Parks & Recreation Committee Meeting to order at 6:33 p.m. II. SET AGENDA Mr. Tom Kohl, President of the Bald Eagle Water Ski Show was placed on the agenda under Appearances. ,Haiden Motion was made by Committee Member Seeley seconded by Committee Member , to approve the agenda with the addition of Mr. Kohl. All in favor. Motion carried unanimously. III.APPEARANCES Mr. Thomas Kohl, President of the Bald Eagle Water Ski Show appeared before the 1. Committee and expressed the Club’s appreciation for their support. Mr. Kohl stated that the new show site at Trailside Park has brought higher attendance, provided more exposure and increased membership. Mr. Kohl felt that due to the warmer temperature and mild winter, the season could start in May. Mr. Kohl stated that the show will have a new theme this year based on the Wizard of Oz similar to a June 2, 2012 appearance in Forest Lake. Mr. Kohl reported that the Club had been granted a weed control permit for Centerville Lake in 2011 but did not utilized it and do not believe it will be needed in 2012 either. Mr. Kohl, upon the suggestion of the Chair, City of Centerville Parks and Recreation Committee May 2, 2012 presented several ideas for improving the audience’s comfort while viewing the shows at Trailside Park. Council Discussion at their May 25, 2012 Council Meeting. Administrator Larson Dallas stated that the Bald Eagle Waterski Show desires to again provide practices and shows within the City at Trailside Park. Administrator Larson stated that the City owns property that abuts CSAH14 and the St. Paul Regional Water Department owns the property that abuts the lake. Administrator Larson stated that the City has an agreement in place with the Water Department to utilize the property and it expires in 2013. Attorney Glaser suggested a more formal permit for the Bald Eagle Waterski Show, Inc. which would help elevate liability concerns and add protection for the City. Administrator Larson stated that due to Attorney Glaser’s vacation and Bald Eagle Waterski Show’s scheduled use the item has been forwarded to them for consideration slightly premature even though the permit needs minor refinement. IV. CONSIDERATION OF MINUTES Consideration of the April 4, 2012 Parks and Recreation Committee meeting minutes. Requests were made to amend the meeting minutes with the following corrections:  2012 Music in the Parks, Page 3 – Paragraph 3 change “commenced” to “commended”;  2012 Music in the Parks, Page 3 – b. Expenditure of Funds for Refreshments (Ice Cream, Popcorn & Drinks) within the motion change “approve” to “recommend”;  Earth Day/Park Clean up, Page 4 – change “days” to “day” and “place” to “placed”. Motion was made by Committee Member , seconded by Committee Member , to approve the April 4, 2012 meeting minutes as amended. All in Favor. Motion carried unanimously. V. COMMITTEE BUSINESS 1.Minute Discussion Some Committee members felt that the minutes have become too brief for understanding and that there should at least be several sentences that capture the gist of the discussion. 2.Sand Volleyball Court The Committee felt that there was confusion in the amounts that have been held in reserve for the project and requested that the Finance Director attend the next meeting. 3. Park Clean Up The Committee felt thatMr. Palzer may not have received all of the Committees notes from the Earth Day Cleanup and various park necessities. 4.2012 Music in the Parks Flyer Page 2 of 4 City of Centerville Parks and Recreation Committee May 2, 2012 A request was made to make several modifications to Mr. Tom Lee’s flyer including removing pop and modifying “Season 3” to “Season 4”. Motion was made by Committee Member Peterson, seconded by Committee Member Seeley, to approve the use of the presented flyer with the above stated modifications. All in Favor. Motion carried unanimously. 5. Park Facility Permit Application – Centennial Soccer Club ~ Acorn Creek & Laurie LaMotte Memorial Park (April 23 – June 30, 2012) & Park Facility Permit Application – Centennial Little League ~ Laurie LaMotte Memorial Park (May 6 – June 24, 2012) Motion was made by Committee Member Peterson, seconded by Committee Member Seeley, to approve the requests as presented. All in Favor. Motion carried unanimously. 6. Park Facility Permit Application The Committee felt that applicants were not completing the entire application and directed Staff to:  Verify dates of request so that duplication did not occur  Develop a calendar available to all with approved requests  Provide page 2 of the application, verifying amenities requested 7.Special Permit Application – Fete des Lacs 8K Run/Walk, In-Line Skate The Committee briefly discussed the application and deferred this item to their June meeting. UPDATES VI. 1. Placement of Donated Park Benches ~ Cornerstone Park Consensus of the Committee was to install the two benches adjacent to the circle with Committee Member Amundsen coordinating with Mr. Palzer their exact location. The Committee recommends the installation of anti-skateboarding devices on the benches similar to what is being utilized by the City of Forest Lake. 2. Letter to Mr. Jeff Perry, Anoka County Parks ~ Rice Creek Chain of Lakes Regional Parks Clarification was provided to Staff that Mr. Perry is associated with Anoka County Parks and not Wargo Nature Center. VII. ADJOURNMENT Page 3 of 4 City of Centerville Parks and Recreation Committee May 2, 2012 Motion was made by Committee Member and seconded by Committee Member to adjourn the May 8, 2012 Parks and Recreation meeting at 8:37 p.m. All in favor.
