City Council 2012-12-12 7:50 p.m.
Minutes of Work Session
Present were Mayor Tom Wilharber, Council Members D Love, Jeff Paar, Steve King,
and Ben Fehrenbacher. Also present were Mark Statz, Stantec and Public Works Director
Paul Palzer.
The purpose of the work session was to cover a variety of agenda items, the most critical
being to meet with representatives of Anoka County regarding improvements to
Centerville Road.
1. Centerville Road (CSAH 21). Representatives of Anoka County included
Commissioner Rhonda Sivarajah and Doug Fischer County Engineer, along
with his Assistant, Curt Kobilarsik
Doug Fischer of Anoka County reviewed preliminary plans regarding the possible
improvements to CSAH 21. The improvement would be: Main Street to Heritage Street -
Mill and Overlay; Heritage Street to Hunters Trail - Full Reconstruction; Hunters Trail to
Birch Street - Reclaim Shape and Pave.
A section of the road between Heritage Street and Dupre Road would have some curb,
but most of the road would be rural section with ditches. Mr. Fischer apologized that his
staff had presented plans for a more substantial improvement, but that funding is not
currently in place for the higher cost version staff had shared. If the project cost is more
than what he described, then the project would need to be part of the county five-Year
Capital Improvement Plan and that would delay the project. The project was discussed at
length along with the merits of a more substantial improvement to the road.
Anoka County would have significantly more right-of-way to acquire, if the design of the
road included more urban section. Even so, some right-of-way will need to be purchased.
That adds about six months to the project planning phase.
The City’s share of the project as described by Fischer, would be about $80,000 and
would rise to about $300,000 with the trunk storm sewer being constructed from the
downtown to LaMotte Park. If trails were added, that would be entirely the City’s cost.
Anoka County would like direction from the City as to the level of improvement that the
City desires and whether any trails or sidewalks should be included. It was noted that
Lino Lakes has responsibility for part of the southerly end of the improvement. Lino
Lakes has indicated that they would not be likely to request that trails be included, but
intend to make trails a developer cost when adjoining property is developed. They also
need to know whether the City wishes to construct trunk storm sewer from the downtown
south to LaMotte Park.
The City Council will include these issues on a work session for some time in January
and will provide a response to Anoka County following that.
2.Paid Time Office (PTO) Policy

Administrator Larson pointed out that the agreement with Local 49, negotiated before his
employment, includes a change in PTO earnings at three years. All non-union Staff have
the first change at five years. Also, the union has a maximum accrual carryover at year-
end of 216 hours, whereas other employees have a maximum of 208 hours. The concerns
of fairness and for encouraging another union were considered. Consensus was that the
non-union staff PTO policy should be changed to conform with those for union
employees.
3.Draft Ordinance Amending Chapter 51 relating to Mandatory Connection to
Municipal Water.
Administrator Larson reviewed a draft ordinance that extends the sunset date to connect
to watermain to 2021 for areas where water is first made available after January 1, 2016.
It was noted that the sunset date was extended from 2012 to 2017 after the 2009
Improvement Project. After considerable discussion, consensus of the Council was that
the ordinance should be presented for adoption as drafted, at the next meeting.
The meeting was adjourned at approximately 9:30 p.m.
