Pursuant to due call and notice thereof, the City of Centerville held their regularly
scheduled meeting of January 2, 2013, at City Hall, 1880 Main Street.

I. CALL TO ORDER
Mayor Wilharber called the meeting to order at 6:30 p.m.
Ms. Tammy Omdal, Northland Securities, Inc., Representative, was present and gave a
brief overview of the needed modifications to the current Development District No. 1
Program which was first approved on September 29, 1987. Ms. Omdal stated that to
address the proposed TIF District 7 which would encompass the proposed development
of Lots 2 and 3, Block 1 of the Royal Oaks Industrial Park for construction of a 15,000-
20,000 square footage manufacturing company which will house an existing Centerville
business. Ms. Omdal stated that the required 30 day notice for public hearing was
waived by both Anoka County and Independent School District #12 who were able to
schedule meetings with their respective boards and provide the City with written
comments and their support.
Ms. Omdal stated that a revised economic development plan including District No. 7 had
been placed before them which incorporated desired modifications by the business owner
which would be discussed more in depth during the public hearing.
Ms. Omdal also stated that the revised document addressed the above stated
modification, its corresponding assumptions for funding, tax ramifications, market values
of the property, timing of the district's certification to the County for property tax values,
etc. Ms. Omdal stated that the TIF District would be for a period of 9 years with an
estimated $185,000 in tax increment. Ms. Omdal also stated that a public hearing is still
needed to commit economic assistance to HAF Equipment to construct a new
manufacturing facility within the City.
Administrator Larson stated that his discussions with the business owner have included
the potential for hiring additional staff and entering into a minimum assessment
agreement.

Mayor Wilharber opened the public hearing at 6:57 p.m.
II. PUBLIC HEARING(S)
1. Amendment of Development District No. 1 & Tax Increment Financing
(Economic Development) District No. 7 — Lots 2 & 3, Block 1 Royal Industrial
Park
Ms. Omdal reassured Council that the plan before them this evening is a plan which
outlines the proposed project; however, a development agreement that would be entered
into by the business owner and the City, at a later date, would refine all detailed
requirements.
No one present wished to comment on the project or the TIF Plan.
Motion was made by Council Member Fehrenbacher and seconded by Council
Member Love to close the public hearing at 7:00 p.m. All in favor. Motion passed
unanimously.
2. Res. #13 -001 — Amending the Development District No. 1 & Establishing a Tax
Increment Financing (Economic Development) District No. 7 — Lots 2 & 3, Block
1 Royal Industrial Park
Ms. Omdal stated that Council had previously been provided with a resolution in their
packets; however, she suggested minor changes to reflect information recently provided
by the business owner and his architect. The most recent plan suggests initial construction
of less than the originally proposed 15,000 square foot building and to also construct the
project in phases. Phase one (1) would take place in 2013 with the construction of a
12,000- 15,000 square foot building and phase two (2) would take place within the
following five (5) years of approximately 5,000 - 18,000 additional square feet being
added to the building.
Ms. Omdal recommended that language on page 3 of the approving resolution, (ii) be
modified to include the new request of the owner and to read "The project will be
completed in phases, with the first phase of 12,000 to 15,000 square feet constructed in
2013 and an additional 5,000 to 18,000 square feet estimated to be constructed within the
next five (5) years." Ms. Omdal also stated that the Economic Development plan Figure
3 -3 had been modified to incorporate the appropriate funding for the reduction in
building size.
Administrator Larson stated that the project tax increment can only support $50,000 in
assistance in Site Improvements /preparation costs for a 12,000 square foot building;

however, if the building is enlarged to 15,000 square feet the assistance could be up to
$60,000.
Motion was made by Council Member Love, seconded by Council Member
Fehrenbacher to Adopt Res. #13 -001 - Amending the Development District No. 1 &
Establishing a Tax Increment Financing (Economic Development) District No. 7
Lots 2 & 3, Block 1 Royal Industrial Park with the recommended modified
language. All in favor. Motion passed unanimously.
3. Authorize City Attorney to Prepare Development/Subsidy Agreement
Administrator Larson suggested that Legal Counsel be authorized to prepare the
Development/Subsidy Agreement.
Motion was made by Council Member Fehrenbacher seconded, by Council Member
King to Authorize City Attorney Glaser to Prepare Development/Subsidy
Agreement.
Discussion: Council Member Fehrenbacher requested that Attorney Glaser project the
amount of time that he would incur on this item. Attorney Glaser responded that he
anticipated no longer than one half of a day's time.
All in favor. Motion passed unanimously.
4. Schedule Public Hearing to Amend Business Subsidy Policy
I
Administrator Larson felt that Staff would be able to notice a public hearing for January
23, 2013 for both the Business Subsidy Policy and consideration of awarding a Business
Subsidy for the proposed project.
Motion was made by Council Member Love, seconded by Council Member
Fehrenbacher to Schedule a Public Hearing to Amend the Business Subsidy Policy
January 23, 2013. All in favor. Motion passed unanimously.

of Public Works staff.
Motion was made by Council Member Fehrenbacher, seconded by Council Member
King to approve the Consent Agenda as presented. All in favor. Motion passed
unanimously.

Motion was made by Council Member Love, seconded by Council Member
Fehrenbacher to adiourn the Special Meeting of City Council at 7:10 p.m. All in

Planning & Zoning Commission Report and Recommendation.
The Planning & Zoning Commission met on January 8, 2013, to consider a request of
Steven J. Vermeersch on behalf of TBD Company, for a Conditional Use Permit (CUP)
to operate a vehicle repair business at 7137 - 20 Avenue, City of Centerville.
Findings:
1) The Planning and Zoning Commission heard and considered all testimony of
interested persons submitted in writing prior to and in person during the public
hearing.
2) The proposed use may be operated in the B -1 zoning district subject to a Conditional
Use Permit with reasonable conditions.
3) The proposed use is consistent with the Comprehensive Plan.
4) The applicant is willing to conform to conditions in the draft Conditional Use Permit
attached hereto.
RECOMMENDATION.
The Planning Commission finds that the standards for granting a Conditional Use Permit
have been met and recommends that the City Council approve the Conditional Use
Permit, subject to the conditions contained in the draft CUP attached hereto.

APPROVAL OF CONDITIONAL USE PERMIT
1. Permit. Subject to the terms and conditions set forth herein, the City of Centerville
hereby grants approval of a conditional use permit for:
Steven J. Vermeersch and TBD Company, 7137 - 20 Avenue to operate an auto
repair business and subject the conditions of this permit.
2. Property. The permit is for the following described property:

3. Conditions. This permit is issued subject to the following conditions:
a) No more than seven (7) vehicles awaiting repairs shall be stored on the site at any
one time and shall be parked only on a paved surface. Inoperable vehicles shall
not be stored outside a building for more than 72 hours.
b) Vehicles with damaged or missing body parts shall be stored only inside a
building.
c) No more than two (2) vehicles offered for sale shall be parked on the property at
any time.
d) Bulk gasoline or other fuels shall not be stored on site and there shall be no
exterior storage of containers of lubricants or other chemicals.
e) Limits on the noise emitted at the property line shall conform to the noise
regulations contained in City Code Section 91.09 and other nuisance regulations
contained in Chapter 91.
f) Testing of gasoline engines and other noise producing equipment shall be limited
to the hours of 7:30 a.m. to 7:00 p.m., Monday through Saturday.
g) Landowner and the business operator shall jointly and individually be responsible
for the continuing conformance with the permit and that if the proposed use is not
initiated within six (6) months of this date, the permit shall be void.
h) Grantee will follow the applicable standards and requirements of the City of
Centerville, Rice Creek Watershed District, Anoka County, Army Corp of
Engineers, FEMA, Minnesota DNR and any other agency having jurisdiction over
the property and shall secure and file with the City, any permits required by
outside agencies.
i) The City reserves the right to annually review this permit for compliance with the
conditions and may impose additional conditions to mitigate unforeseen
problems.
4. Criminal Penalty. Violation of the terms of this permit is a criminal misdemeanor.

The scope of this work would be to construct a water main in the rear of the back yards and then
run service lines to each of the homes in the neighborhood. The grant would essentially cover the
costs associated with the watermain and the installation of water services (and other associated costs:
engineering, water access charge, permits and water meters) to those that income qualify. The
neighborhood consists of 37 homes. Based upon income surveys returned to date it is projected that
26 homes will qualify as low and moderate income, which is 70% of the 37 homes.

Program Description
Reference the Application Guide for required information for this section
Many homes in Centerville are currently served by shallow wells that are subject to contamination.
Residents in these homes do not have the benefit of a safe public water system. They do not receive
the benefits of a fluoridated water supply and the attendant prevention of tooth decay that is a proven
benefit of public water supplies in Minnesota. This project would pay the costs for low and moderate
income residents in the City of Centerville to hook up to the City watermain in order to get onto City
water in advance of the deadline. Again, this is a relatively high expense for a resident that does not
have the means in which to pay for it. Non income qualified residents affected would be given the
opportunity to connect at their own cost.
Describe the need and urgency for the proposed project. Include the consequences if the project is
not funded.
As earlier stated, many homes are currently served by shallow wells that are subject to
contamination. This project will provide the means for low and moderate income families to connect to
city water. Also, homes with wells do not benefit from the fluoride added to the City water supply and
are not privy to the benefits that fluoride provides teeth. "Over a lifetime, fluoride treated water costs
less than the cost of one dental filling to repair on decayed tooth." (Today -Odom) Also, given the
DNR's mandated change to conservation and conservation rates it would benefit the community to
have everyone on City water in order to manage the amount of water used or at the very least the
ability to track water consumption.
Describe the organization's fiscal management including financial reporting and recording keeping.
The City of Centerville utilizes a fund accounting system consisting of a General Fund, Debt
Service Funds, Other Governmental Funds and Enterprise Funds. All accounts are reconciled on a
monthly basis with financial reporting submitted to respective management in order to monitor line
activity to budgeted amounts. The City goes through an annual audit and submits applicable financial
and budget reports to the OSA annually.

1. TE Grant Trail Project (000616- 08165 -0). Final payment paperwork is being processed with the
County.
2. 2008 Downtown Storm Water Improvements (000616- 08167 -0). A record plan of the project
is being produced.
3. 2013 Street and Utility Improvements (193801520). A preliminary draft of the plans was sent
to City Staff before the Christmas break. We are now addressing comments from City staff and should
have a second draft for review in a week or two, keeping us on our original schedule.
4. CSAH 21 Reconstruction (193801639). Anoka County Staff attended a City Council workshop to
hear the City's thoughts on the proposed improvements. The County presented some preliminary cost
estimates for several options. The City will need to let the County know which option is preferred and if
there are any other requests of the designers.
