Pat,
Good to here from you, thanks for writing, I am still the president, and I would love
to come down and talk at a meeting, we still are doing about the same thing as last
year, not much has changed, we had a great year and a very successful home show
attendance. I agree park benches would be a great addition.
I would love to talk more, I will stay in touch.

Tom,
Are you still the president of the waterski club? As we have done in the past two
years, the Parks and Recreation Committee wants you or a club spokesperson to
come to one of our meetings and talk about your summer plans.
I am still interested in making improvements to your show site (which we call
trailside park). The Committee has been focused on building a sand volleyball
court in LaMotte park. After working on it for 3 years, we have put aside enough
money to build that facility this Spring.
Now is the right time to set a new objective. The Committee will be talking about

that for the next couple of months. The new project has not been set and will be a decision
make by the full committee. Trailside park benches are just one option under consideration.
We should have a discussion on what site improvements the waterski club is capable and
willing to do and what improvements the City should make. I know that last year your club
had it's own budget problems and the Parks and Recreation Committee's budget is also
pretty thin. So we need to be realistic but we also need to plan for what we can collectively
do with the resource that we do have.

Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on Wednesday, January 2, 2013 at the Centerville City
Hall.

I. CALL TO ORDER
Chairperson Branch called the January 2, 2013 Parks & Recreation Committee Meeting
to order at 6:32 p.m. at Centerville City Hall administrative offices.
ROLL CALL — SEE ABOVE
II. SET AGENDA
Motion was made by Committee Member Haiden, seconded by Committee Member
Peterson to add number 7 "Volunteer Flyer" under Committee Business and delete
number 4 "Irrigation — Hidden Spring Park/Cornerstone Park ", also under
Committee Business and to add #5 "City Council consideration of Volleyball Court"
under Updates. All in favor. Motion carried unanimously.
III. APPEARANCES — None
IV. CONSIDERATION OF MINUTES
1. Consideration of the December 12, 2012 Parks and Recreation Committee
meeting minutes.
Motion was made by Committee Member Waeghe, seconded by Committee
Member Bettinger to approve the December 12, 2012 meeting minutes with the
following changes under Committee Business: #1 first paragraph: add coma
between the words application & tabling; #2 — add "was provided to the committee
members" between the words contract and which; #3 correct word "prenting to
preventing "; #6 correct word "discuss to discussion ", new paragraph beginning

with "The services provided..... ", delete the words 11 alon2 CSAH14 from Main
Street to Mount Trail to the City's property along Main Street then south through
the Park" and replace with "along LaMotte Drive following the trail north to Main
Street, then followinp- the Main Street/County 14 to the Rice Creek Chain of Lakes
Park entrance" All in favor. Motion carried unanimously.
V. COMMITTEE BUSINESS
1. Centennial Lakes Little League — Request to Use Entire Facility at Laurie
LaMotte Memorial Park from April 1 through August 1, 2013 (Monday —
Friday, 4:00 p.m. — Dark) Submitted w/o application.
The Committee supports the use of these facilities by this group, but because they would
be using the majority of the fields, the Committee would like clarification as to the
dedicated use of the fields, their schedule in advance and the schedule being kept at the
Centerville City Offices during the season. The Committee realized a financial loss with
the concession stand due to the Little League vacating the fields mid - season.
The Committee desired for Staff to contact the Little League and request that a
representative appear before them at their February meeting.
2. Schwan Super Rink Contract/Council Discussion — Council Blessing School
Usage
Brief discussion took place.
Motion was made by Committee Member Peterson, seconded by Committee Member Seeley
to donate the City's annual one hour of ice time to the Centerville Elementary School All
in favor. Motion carried unanimously.
Chairperson Pat Branch will contact the principal of the school to discuss this donation.

3. Thank you to Girl Scouts
Committee Chair Branch will complete this task.
4. Irrigation — Hidden Spring Park/Cornerstone Park - AGENDA ITEM
REMOVED
5. Skate Party January 12, 2012
Skating rink opening tonight (1 -2- 2013); event to be held even if warm weather; Wargo
will provide Cross Country Skiing equipment and staff and also provide a telescope; may
need a volunteer to help with the telescope (suggested Wayne LeBlanc). Committee
Member Seeley will contact Wargo Nature Center to check on a volunteer or to check
with Mr. LeBlanc directly. She also offered to check with Committee Member Haiden
regarding wood for the fire. Supplies of hot cocoa mix, popcorn, oil and salt have been
purchased. Volunteers are asked to arrive at 5:30 p.m. Non - committee volunteer Terry

will not be available; Committee Member Haiden offered to find some youth volunteers
and most of the committee members would be available. Information currently on the
website and other locations; needs to be added to sign board in front of City Hall.
6. Email Account — Receive Information of Interest (Twitter, etc.)
After discussion, it was determined to delete this item from future agendas and the action
item list.
7. Volunteer Flyer — Council Member Seeley
Committee Member Seeley gave an update on a proposed Volunteer Flyer for Centerville
based on a sample from Forest Lake. Some suggestions included having a volunteer form
along with the P & R activities schedule and possibly a short survey included in the
utility billing in April and on the website. She also discussed this idea with staff.
vi. UPDATES
1. Council Updates — Council Member Steve King (at Council Meeting)
Committee Chairman Branch informed the committee that the Council approved
the City of Lino Lakes placing an aluminum can collection point in the parking lot
at the City Hall. Proceeds to the proposed park on Centerville Road and Birch
Street (southeast corner)
2. Kiosk Inserts — Committee Member Amundsen
No update. However, Chairperson Branch mentioned there is a wealth of material
at the Anoka County Historical Society that could be used if and when a historical
kiosk might be built.
3. Smart Phone Application — Committee Member Peterson
No update; change name from Application to Map
4. Enhancement Items for Music in the Park — Committee Members Grahek &
Amundsen
The headphones have been purchased at a cost of $107 including tax. The cable
has not yet been purchased.
5. City Council consideration of Volleyball Court
Per Committee's desire, the Goetz Landscaping Proposal was forwarded to
Council Member King and also placed before Council at their January 9, 2013
meeting for consideration. Council approved this item.

6. SANITATION:
Attach your "Plan for clean- up/Material Preservation ". Include number, type and location of trash containers to be
provided for the event. Indicate who and how man will be responsible for emptying and cleaning up around
containers during the event. Indicate who and how many will be responsible for cleaning up after animals if they are
present during the event. Indicate who and how many will be responsible for cleaning up after the event. Describe
the number, type and location of portable toilets to be provided for the event (or permanent toilets to be used in the
event.) Include any other plan you have for ensuring post -event cleanliness and material preservation of city
facilities, equipment, premises and streets A deposit of $500 will be required for clean -up and restoration. If
premises are left in satisfactory condition, this deposit will be refunded in full followin¢ inspection.

Contract for Race Timing Services
This Contract for Race Timing Services ( "Contract ") is made effective as of , 2013 by
and between Running Ventures, Inc. and Centerville Parks & Recreation C mittee ("Race
Sponsor").
1. Description of Services. Beginning on the effective date of this Agreement, Running
Ventures will provide to Race Sponsor the following Race Timing Services (collectively, the
"Services ") in connection with the Festival of the Lakes 8K run to take place on July 27, 2013:
a. Provide individual race timing for all participants using bib /spindle timing system.
b. Produce results in format suitable for posting on web.
C. Provide results for award purposes onsite if desired by Race Sponsor.
Race Sponsor will provide runner registration information to Running Ventures in csv format. Running
Ventures will create race database, assign and print bib labels, attach labels to bibs, and make
available to Race Sponsor in alpha order for packet pick up.
2. Additional Equipment. Race timing includes use of Time Machines and Spindles for
determining results. The following additional equipment will be provided to race:
a. Finish Line Display Clock
b. Finish Chute
C. Megaphone
3. Fees. In consideration for the Services provided by Running Ventures under this Contract,
Race Sponsor agrees to pay Running Ventures:
a. A race timing fee of $1.50 per registered participant.
b. Equipment Fee of $75
Race Sponsor will be invoiced following the race.
4. Entire Agreement. This Contract is the entire agreement between the parties and supersedes
all earlier and simultaneous agreements regarding the subject matter.
IN WITNESS WHEREOF, the parties execute this Contract as of the effective date.

You are welcome to do your free yoga class in Hidden Spring Park as a Festival of the Lakes
event. To do this right, we will make this an agenda item for the next (Feb) Parks and
Recreation Committee meeting.
The date is July 27, 2013. That is a Saturday and the time of 3 -4 pm works well. We will
reserve the Hidden Spring park pavilion for a free Yoga -in -the -Parks class.
This is a great time to making this arrangement. It gives us time to include the yoga class on our
flyers and website. I would like some feedback from you about the last couple of years. How
many people came out for the class? Did this event help you increase participation in your
normal yoga program? One of the Committee's major objectives is to promote healthy life
styles. So we always want to know when there is progress toward that goal.

We received your note, thanking the City of Centerville for our support of the Centennial
Day of Service. However, we think the shoe is on the other foot. The City of Centerville
owes a note of appreciation to Daisy Troops 55680 and 54244 for your community
service.
Our parks are a very important part of the community. Parks give young people
gathering and play places for their families and friends. It also promotes and maintains a
healthy life style for all that chose to utilize their wondrous open spaces and tranquil
settings. Your work assists in promoting clean, beautiful places to play, enjoy the
outdoors and provide education to our community regarding lasting footprints, water
quality and retaining the resources that we currently have for others just like yourselves

Thank you very much for your club's donation of $500 toward the Centerville Parks and
Recreation programs.
Like other Minnesota communities, Centerville maintains a limited and declining budget.
Our Parks and Recreation Committee is doing an outstanding job of continuing basic
park programs on a razor thin budget.
In this economic environment, the Committee continues to improve Centerville parks
through donations received from local organizations such as yours and with fee -based
events such as the Festival of the Lakes 8K Walk/Run and In -line skate. Over the past
few years, the Committee has enhanced offerings to its residents by adding amenities
such as Music-in- the -Park, Movie -in- the -Park, new and improved park signage and the
highly anticipated construction of the sand volleyball court in Laurie LaMotte Memorial
Park.

Please also be aware that our Police and Fire Department will need to be notified and you may
need to reimburse them for their time.

Just got a call from Randy Fulton, Vacation Sports, White Bear. He is helping two new
owners of Midwest Events set up a run in Centerville around St Patrick's day week -end.
He asked who to contact in Centerville for a permit. I gave him your name and also told
him he could pull down a copy of the permit form on line. This is a different event than
the 5K Lisa Brickman ( ? ? ?) contacted you about
We should be helpful to these people. Randy has given me a lot of help and sells us our
t- shirts at bargain basement prices. Also Midwest Events could be a great source for
promoting our event.
We should let the committee know this could be in the works. I don't know it either event
will submit their permits in time for the Feb meeting.
I am in favor of supporting both events. It would be nice for Centerville to become a
center for family oriented sport events
