I will forward your letter to the Planning & Zoning Commission. They will be discussing the possible Ordinance amendment at their next meeting of March 5, 2013 here at City Hall in Council Chambers at 6:30 p.m. The meeting is open to the public if you desire to attend. There are several residences in the area that own dogs; however, it is very difficult to pinpoint who's animal is in violation. It is however, extremely good to contact the Centennial Lakes Police Department when a violation is occurring so that it can be documented and addressed by them. The City has forwarded several letters to these residents to put them on alert regarding animal behavior and possible ordinance violations. Again, I will forward your letter to the Commission for their review and if your schedule(s) allow do not hesitate in attending the meeting and voicing concerns. Thank you again for your email. Although I did not specifically see the issue of having chickens in Centerville on the agenda, I would like to make my opinion known. My husband and I live in the Chauncey Barett Gardens at 7022 Centerville Rd. We rent and have lived there for approximately 2 1/2 years. Myself and others have had problems with constant barking of a dog, the owner being the people wanting the chickens. It has been so bad that we have called Centenial Police, who have gone out there to talk to them. The barking may subside for a day or so, then resumes. I'm talking about barking that can last up to an hour any time of day, any season, and windows open or closed. I work in a school with over 900 children and usually can block out noises but when I come home ready to relax, or on a weekend this has been quite a nuisance. Also, it is quite rude of a neighbor who knows there have been many complaints. I will admit not calling the police, which was suggested we do, as much as I should have. It didn't seem to be the solution to the problem and frankly I gave up. I cannot officially speak for other residents at Chaucey, but I know they feel the same. However, when I recently read the request to add chickens to that residence, I became very annoyed. I can't imagine the dog being less quiet with chickens and the animals they will attract. Neither my husband nor I can attend this meeting, but hope you will consider these concerns when making your decision. And I have lived next to someone who had chickens in the past, without problems. There was not a barking dog involved and despite the list of myths, there were more wild animals around. CALL TO ORDER. The meeting was called to order by Chairperson Mosher at 6:45 p.m. 1. Roll Call II. APPEARANCES: Mr. Charles Reinhardt Mr. Reinhardt, 1723 Meadow Lane presented additional materials relating to keeping chickens in the City. III. OLD BUSINESS. None IV. NEW BUSINESS. None V. DISCUSSION ITEMS: 1. Keeping of Chickens in the City A lengthy discussion was held relating to keeping chickens in the City. Several City residents were present to speak. All seemed to support allowing a small number of chickens in residential areas. Consensus of the Commission was to recommend a change in the City Code to allow up to four chickens in residential areas. Administrator Larson suggested that the Commission request input from the Council before crafting an ordinance. Commissioners felt that a few guidelines should be sent along with the recommendation so that Council understands how the regulations would be applied. Motion by Commissioner Koski, seconded by Commissioner Flint to request that the City Council give feedback on the proposal to allow chickens to be kept in residential neighborhoods. All in favor except Commission Wood opposed. Motion carried. Page 1 of 2 City of Centerville Planning and Zoning Commission February 5, 2013 The following regulations might be among the rules to be included in a code change regulating keeping of chickens in the city: • Maximum number of chickens would be four. • Chicken coops would be permitted in the manner of accessory buildings. • Permits would be issued for chickens and valid for either two or three years. • Coops must be kept a minimum of ten feet from any property line. 0 Coops may be kept in the rear -yard only. 2. Leave of absence. It was reported that Commissioner Montain has joined the Centennial Fire District and will be undergoing firefighter training for the next several months. He has requested a leave of absence from the Commission. The matter will be brought to the Council, but Mayor Wilharber has asked the Commission whether it would be a hardship if the leave were granted. Consensus was that Commission supported the request and wishes Matt success with his training. VI. CONSIDERATION OF MINUTES 1. Planning & Zoning Commission Meeting Minutes of January 2, 2013 2. Motion by Commissioner Larson, seconded by Commissioner Koski to approve minutes from the January 2 and January 8, 2013 meetings All in favor. Motion carried unanimously VII.
