Home My WebLink About2013-02-06 P & R Minutes - Not Approved PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, February 6, 2013 – 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on Wednesday, January 2, 2013 at the Centerville City Hall. Present: Vice Chairperson Jon Grahek Committee Member Chris Bettinger Committee Member Mark Haiden Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Kevin Waeghe Committee Member Kevin Amundsen Also Present: Public Works Director Paul Palzer Council Member Steve King Absent: Chairperson Patrick Branch _____________________________________________________________________________________ I. CALL TO ORDER Vice-Chairperson Jon Grahek called the February 6, 2013 Parks & Recreation Committee Meeting to order at 6:34 p.m. at Centerville City Hall administrative offices. ROLL CALL – SEE ABOVE II. SET AGENDA Motion was made by Committee Member Peterson, seconded by Committee Member Waeghe to add number 5 “2013 Upgrades to Park” under Committee Business All in favor. Motion carried unanimously. III. APPEARANCES – Tom Lee, Music in the Park Budget and calendar discussion regarding the Music in the Park program for 2013. Set 2013 dates: 6/4, 6/11, 6/18, 6/25, 7/2, 7/9, 7/16, and 7/23. Three actions were added to the list: (1) Verify the $2,200 is allocated for the 2013 Music in the Park. (Pat/Mike) (Action Item 13-005) (2) Quote a process for 2 x 100 ft chords ¼” to ¼” connections. (Tom Lee) (Part of Action Item 12- 060) (3) Get permission to use the City PA System. (Action Item 13-006) IV. CONSIDERATION OF MINUTES 1. Consideration of the January 2, 2013 Parks and Recreation Committee meeting minutes. Motion was made by Committee Member Haiden, seconded by Committee Member Bettinger to approve the January 2, 2013 meeting minutes with the following changes under Committee st Business: #2 first line: Replace “Council Blessing” with “Council Support”; #5 1 paragraph line 5 – Replace “Committee Member Haiden” with “Committee Member Amundsen” All in favor. Motion carried unanimously. City of Centerville Parks & Recreation Committee February 6, 2013 V. COMMITTEE BUSINESS 1.Centennial Soccer Club – Request to Use Field(s) @ LaMotte Park (1, 2, & 11) & Acorn Creek Park (Field 1) April 1 – July 26, 2013 5:30 p.m. to Sunset & August 1 – October 30, 2013 5:00 p.m. to Sunset The Committee discussed. Motion was made by Committee Member Peterson to approve Summer Schedule as written (April to July), and alter the fall schedule (August to October) to Acorn Creek Park and LaMotte Park Location 11 only – All in favor. Motion carried unanimously. Committee Member Jon Grahek abstained due to neighbor relationship with requester. 2. Volunteer Flyer Discussion took place. Feedback to Committee Member Seeley was to add “Other” for flexibility for new ideas that are not on the list. 3. Special Event Permit Application – 8K Walk/Run/In-Line & Kids Free ½ Mile Fun Run Motion was made by Committee Member Grahek and seconded by Committee Member Amundsen to approve the request. All in favor. Motion carried unanimously. 4. Special Event Permit Application – 5K and 8K Walk/Run “Shake Your Shamrock”, March 16, 2013 – Kelly’s Korner Discussion took place by the Committee. Motion by Committee Member Seeley and seconded by Committee Member Amundsen to recommend approval contingent on not using the Cornerstone Park as the start or finish area. Recommend using empty lot bordered by Centerville/Sorel/Heritage Roads. Park and Rec and City of Centerville not responsible for conditions of trail or cleaning before and after the event. They will need to contact Anoka Parks for use of trail in Park system. 5. 2013 Upgrades to Park Discussion took place by Committee to brainstorm a list of ideas. a.Water Ski Bench b.Tennis Court Bench c.Kitchen Make Over @ LaMotte Park d.Hidden Spring Park Irrigation e.Trail Sign for Music in the Park to place on sidewalk to promote event Page 2 of 4 City of Centerville Parks & Recreation Committee February 6, 2013 f.Upgrade LaMotte Kids Playground g.Parking at Acorn Park h.Irrigation at Cornerstone Park i.Fountain at Cornerstone Park j.Lights at Acorn Park k.Re-address the spring at Hidden Spring Park UPDATES VI. 1.Council Updates – Council Member Steve King (Council Meeting Attendance) No update given 2.Skate Party/Hayride ~ February 9, 2013 Be at the park to prep things by 5:30 p.m.. 3.Kiosk Inserts (Amundsen) No updates. 4.Smart Phone Map – Committee Member Peterson No update. 5.Enhancement Items for Music in the Park – Committee Members Grahek & Amundsen See “Appearances – Tom Lee Music in the Park” above. 6. Festival of the Lakes 8K No Update. 7. Miscellaneous (Scout Thank You, Lions Thank You, Steve King Forwarding, & Lisa Dickman, Centennial Youth Football League 5K Run) Discussion and review of these topics took place. VII. ACTION ITEMS REVIEW Items that have been completed as of February 6 2013 will be removed: These include item numbers 12-046b, 12-067b, 12-067c, 13-001, 13-02, 13-004, 13-004a. By When?  13-007 - Call Lino Lakes contact person Brian Hronski to confirm fall football schedule. Staff by 3- 6-2013  13-008 - Paul to purchase lock box for Restroom key for LaMotte Park. Paul by 4-3-2013  13-009 - Add a line in the Park Request Application to “For some requests, an adult may be requested to take responsibility to unlock and lock bathrooms at LaMotte Park. Staff by 4-3-2013  13-010 - Request by email to Jeff Perry to get permission to post Centerville Park and Rec Events @ Rice Creek Chain of Lakes Park. Please forward a copy to Committee Member Seeley. Staff by 4- 6-2013 A revised Action Item List, as of February 6, 2013 to be included with the February minutes. VIII. ADJOURNMENT Motion was made by Committee Member Haiden and seconded by Committee Member Seeley to adjourn the February 6, 2013 Parks and Recreation meeting at 8:45p.m. All in favor.
