Home My WebLink About2012-12-12 P & R Minutes - Approved PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, December 12 2012 ~ 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on Wednesday, December 12, 2012 at the Centerville City Hall. Present: Vice-Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Mark Haiden Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Kevin Waeghe Absent: Chairperson Patrick Branch Council Member Steve King Public Works Director Paul Palzer I. CALL TO ORDER Vice-Chairperson Grahek called the December 12, 2012 Parks & Recreation Committee Meeting to order at 6:36 p.m. at Centerville City Hall administrative offices. Roll Call – see above II. SET AGENDA Motion was made by Committee Member Amundsen seconded by Committee Member Seeley to add number 9 “Example – Volunteer Opportunities from Forest Lake” under Committee Business. All in favor. Motion carried unanimously. III. APPEARANCES - NONE CONSIDERATION OF MINUTES IV. Consideration of the October 3, 2012 Parks and Recreation Committee meeting minutes. Motion was made by Committee Member Haiden, seconded by Committee Member Grahek to approve the October 3, 2012 meeting minutes as written. All in favor. Motion carried unanimously. COMMITTEE BUSINESS V. Centennial Lakes Little League Request to use Entire Facility (all three 1. ballfields) at Laurie LaMotte Memorial Park, April 1 through August 1, 2013 City of Centerville Parks & Recreation Committee December 12, 2012 (Monday-Friday, 4:00 p.m. – dark). (This request was submitted in writing, but without an application.) There was concern that the scoreboard and lights had not been moved as previously agreed upon. Concessions may not be provided for 2013 due to the fact that the City expended funds for concessions and then games were moved from the Centerville ballfields in the middle of the season. Should a guarantee be required in order to provide concessions in the future? Discussed asking for a deposit with their application, tabling this issue until the next meeting and invite a representative to attend this meeting. Also discussed having staff provide all past documentation, including applications and communications regarding prior agreements to the Committee Members prior to the January meeting. Motion was made by Vice-Chairperson Grahek, seconded by Committee Member Amundsen to table this item to the January meeting and invite a representative of the Little League to this meeting for confirmation of expectations of both parties. All in favor. Motion carried unanimously. Schwan Super Rink Contract 2. A copy of the 2006 contract was provided to the Committee Members which includes one fall session for free skating and 48 single-use passes for open skating on an annual basis through January 1, 2046. Council approved further discussions by the Committee for possible school usage. Motion was made by Committee Member Haiden, seconded by Committee Member Peterson to request that either Dallas or Staff research the legalities with Schwans to donate the annual hour of time to either a youth, community or school group. All in favor. Motion carried unanimously. Thank You Girl Scouts 3. A letter was received from Girl Scout Troop 55680 who engaged in cleanup efforts at Hidden Spring Park preventing leaves from entering the lake in an attempt to minimize algae growth in October. The activity was part of a larger Girl Scout event in the Centennial area – the Centennial Day of Service. The letter explained the event and purpose behind it; it also included a thank you from the girls from the troop for the support of the City of Centerville. It was suggested that a letter of thanks be sent to the Troop. Irrigation – Hidden Spring Park and Cornerstone Park 4. No discussion was held. City Code, Chapter 94: Sporting, Athletic & Music Events 5. The Committee desired to add the following language to the Code, “Racing Events”; however, Administration felt that it was unnecessary. Committee discussed possible Page 2 of 6 City of Centerville Parks & Recreation Committee December 12, 2012 additional restrictions on large numbers using parks, but concluded it happens so infrequently that it would be more of a burden to the majority of users of the parks. Anoka County Highway Department Purchase of 7297 Main Street 6. Following lengthy discussion with the property owner, County and Council, it was determined that the County would provide certain services to the City in lieu of lost revenue for the parcel being removed from the tax base in addition to the required one-time payment of 1.8 times the City’s portion of the property taxes for one year (approx. $1,400). The services provided by the County would be providing the City with an easement allowing for an entrance monument, allowing Centennial Police Department’s traffic monitoring in their parking lot, maintaining trails along LaMotte Drive following the trail north to Main Street, then following the Main Street/County 14 to the Rice Creek Chain of Lakes Park entrance. Skate Party, January 12, 2013 7. Discussed an alternate or additional activity of Cross Country Skiing. Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to have Committee Member Bettinger contact Wargo Nature Center to request the use of a naturalist and cross country skiing equipment for 2 hours at a cost not to exceed $150. All in favor. Motion carried unanimously. Staff should be contacted as soon as possible to include the information in all promotional materials along with the event times being from 6:00 to 9:00 p.m. Most Committee Members anticipate attending along with two additional volunteers. Sand Volleyball Court Quotes and Recommendation 8. Motion was made by Committee Member Haiden, seconded by Committee Member Grahek to recommend to City Council accept the quote submitted by Goetz Landscape, Inc. in the amount of $18,154.93 for one sand volleyball court. All in favor. Motion carried unanimously. The Committee anticipates that construction will commence in the spring following the lifting of road restrictions. 9.Volunteer Opportunities (Example from Forest Lake) Committee Member Seeley brought a sample of “Volunteer Opportunities” the City of Forest Lake included in a local paper. She will contact the City of Forest Lake to find out what kind of response they have had and if they felt it was an effective tool to recruit volunteers. Council Updates – Council Liaison King Due to Council Member King’s attendance of the Council meeting that was scheduled for the same evening, he was unable to attend. 2. Kiosk Inserts – Amundsen The Committee requested that the 2013 City Calendar be placed in the Kiosk and any outdated material be removed. 3. Smart Phone Application – Peterson No update; Tabled 4. Hidden Spring Park Clean Up – Girl Scouts See Item #3 under Committee Business 5. Tulip Planting – S. Seeley Several hundred tulip blubs were planted by several committee members, their families and two additional volunteers from the community. 6. Snowmobile Ordinance amended by Council This ordinance was amended and adopted by the City Council on October 10, 2012 with copies provided to the Committee. This amendment was made to make it clearer and the same as the ordinances for Circle Pines and Lexington (for ease of police enforcement). A concern that was brought up was that the regulation banning studs was removed from the new language and that damage could occur to the City streets and trails. 7. Contract for Bunker Stable Hayride/Skate Night, February 9, 2013 It was noted that the contract in the amount of $721.41 had been signed and forwarded to the Stable. Committee Member Amundsen will obtain the check from Staff on or before the event. 8. Enhancement Items for Music in the Park (Grahek & Amundsen) Motion made by Committee Member Peterson, seconded by Committee Member Amundsen to purchase a 100 foot, ¼ inch speaker cable and a pair of headphones in an amount not to exceed $300 (approximately $100 for Page 4 of 6 City of Centerville Parks & Recreation Committee December 12, 2012 headphones and not more than $200 for the cable). All in favor. Motion carried unanimously. 9. Supplies - Skate Night Popcorn, oil, salt, bags and hot cocoa mix – these items have been purchased. VII. REVIEW OF ACTION ITEMS Items that have been completed as of December 12, 2012 will be removed:  These include item numbers 40, 41, 64, 65 Items with CHANGES:  12-13A - change from open to ongoing, change date to 1-3-13  12-13B - remove words “w/Fall &”, change date to 1-3-13 & add Quarterly or as needed/Ongoing  12-35 – change date to 1-3-13  12-46 - add “email Goetz bid to Council Member King”, change date to ASAP  12-52 – delete committee member names and add “Committee Members & Volunteers”  12-60 – change date to 1-3-13, change status to in process of being purchased  12-61 – add to agenda for January, change date to 1-3-13  12-66 – change date from 11-7-12 to 1-3-13, add Staff to verify the legalities (see #2 under Committee Business) Items to be ADDED are:  12-067 A – STAFF send a letter to the Little League representative inviting him/her to the January Parks and Recreation Committee meeting.  12-067 B – STAFF provide a dollar amount cost with profit &/or loss for the concession stand for past 1 -2 years. * 12-067 C – STAFF provide copies of prior documentation of contracts, agreements between rd Centerville and the Little League PRIOR to the January 3 Parks and Recreation Committee meeting. * 12-68 – CHRIS BETTINGER to contact the Wargo Nature Center regarding the availability and cost of Cross Country Skiing (naturalist & equipment) for the January 12, 2013 Skate Party and let staff know response. thth * 12-69 – STAFF change times for both the January 12 Skate Party and the February 9 Hayride/Skate Party from 6:30pm – 10:00pm to 6:00pm - 9:00pm on all methods of promotion for these events * 12-70 – STAFF verify the coffee pot will be available at the warming house for both 1-12-2013 and 2-9-2013. NOTE: All of these added items have a Due Date of 1-3-2012, are Open and the Assigned Person for them is: as listed above A revised Action Item List, as of December 12, 2012 meeting will be included with the approved minutes.
